W912P420B0009 BUFFALO CDF 4 SUBMITTED QUESTIONS PRIOR TO THE
TELECONFERENCE
1. Based on an NTP of 7-6-20 and a completion of 11-1-20, 118 days does not leave enough time to quarry, stockpile, inspect, USACE inspect, and ship the stone needed to build the project. Can the project be revised to start in the spring/early summer and finish in fall of 2021 so the quarry has sufficient time to make the stone in 2020 and get the stone to the project after winter in spring of 2021?
2. Section 01 35 13 1.2.1.3 – if option B is exercised no additional time will be permitted. If option A is exercised, 01 35 13 1.2.1.1 -b says to use all removed stone before purchasing any new stone. Once option A is completed, only 19 additional days given and if option B is exercised the stone supplier will have to produce, QC, and ship up to an additional 500 tons, then contractor will have to install up to 500 tons. Can this be changed to allow additional time for these events to happen for the stone work after option A?

3. What will the approximate water level be within the CDF with the fall dredging contract pumping into the CDF and Lake Erie at near record levels? Does the CDF equalize with the lake level daily or is that level above the lake for period when the dredge pumping occurs?
4. Can the question period be extended past the prebid meeting Wednesday until Monday June 1st at 1500?
These four questions will be responded to by the close of business 29 MAY 2020.

The contractors will need to show that this is not feasible. A time extension will be considered if proper justification is submitted; however; contractor should bid the contract based on the current period of performance in the solicitation.
2. Section 01 35 13 1.2.1.3 – if option B is exercised no additional time will be permitted. Armor and Underlayer Stone quantities were calculated using April 2020 lakeside dike survey and stone usage from the previous two repairs. We believe there won’t be an under run of estimated quantities. Additionally, the contractor will have a good idea of how much stone will be needed to finish option A once they are on site.

Does the CDF equalize with the lake level daily or is that level above the lake for period when the dredge pumping occurs?
Dredged material placed in the CDF is expected to cause insignificant rise in water level. It has not been an issue on the first three repairs.
