SUMMARY OF CHANGES

(End of Summary of Changes)

Questions and Answers and site visit.

As discussed at the site meeting, please consider revising Item 13, High Slump Concrete Fill, STA 3+00 to 13+00 and Item 14, Shotcrete (Seawall Crack Fill) from lump sum items to unit prices in order to provide some basis for the contractors to bid.

Answer, the spec sheet has been updated and highlighted

Will the contractor be required to obtain any New York State, or county environmental permits (SPDES, etc.)? Given the August 6th NTP date and the intention to complete work prior to the end of the year, the requirement to obtain any additional permits may prohibit completion of the work before 12/31/19.

Answer, USACE has already obtained the 401 Water quality certification from NYSDEC and the Coastal zone consistency in preparation of the project. Any additional local permits that the contractor needs is the contractor’s responsiblity.

Detail G/S‐501 indicates “Existing Concrete to be Removed to create a level contact surface”. Is the intent to sawcut the existing seawall to provide a level surface?

Answer, Yes, the intent was for the contract to saw cue to create a level surface along the top of the wall.

Can you please clarify the requirement for Large Businesses to provide a subcontracting plan? Chivers Construction is a Small Business but not a HUBZone Small Business. Are we required to provide a Subcontracting Plan?

Answer, A subcontracting plan will be required by only large businesses. This is a full and open with a Hubzone Preference. If a small business is within 10% of a Large Business low bid the Small Business has Preference.

Site visit sign in roster is attached.

1.2 PERFORMANCE PERIODS AND RESTRICTIONS

Items "a" through d", below, apply to all bid schedules:

a. The Notice to Proceed will be issued on or about 06 August 2019.

b. In-water work is not permitted from 1 May to 30 July. In-water work is defined as any work involving (1) the placement of objects or fill material on the lake bottom, (2) the movement, relocation, or removal of materials that are on the lake bottom, (3) the movement of equipment or vehicles on the lake bottom.

c. Pile driving is permitted only during the hours of 07:00 AM to 09:00 PM each day.

d. Measure all areas requiring shotcrete prior to placing the shotcrete.

Perform all measurements in the presence of the Contracting Officer or their designated representative. Prior to performing any measurements, obtain approval of all measurement methods from the Contracting Officer.

Calculate the volume required and submit the measurements and quantities for approval. Within the submittal, indicate the measurements and volume calculation for each individual location. Do not begin placing the shotcrete until the Government has approved the submittal. The approved quantities will be used for payment purposes.

1.2.1 Completion of Work by Schedule

Bid Schedules "B", and "C" have different intermediate work completion requirements and different overall performance periods than is required in Schedule "A". Additional time will not be given for the completion of any options exercised. The following subparagraphs describe the requirements of each bid schedule.

1.2.1.1 Schedule "A"

If Schedule "A" is awarded, complete the work in accordance with the table below.

Milestone Maximum Calendar Days After Receipt of Notice to Proceed

Commence Work (Submittals, Administration, etc.) 10

All submittals completed and commence Actual On-site Operations 40

Complete Work 623

1.2.1.1.1 Order of Work

The Contractor may perform the work in any order, using common and sound construction practices, to complete the work within the milestones listed above. Maintain the stability of the seawall during the entire performance

SECTION 01 35 13 Page 1046 06/17/19 h5cosklm Highlight

No shotcrete can be applied when the concrete surface or air in contact with the concrete surface is below 40 degrees F.

3.6 TESTS

3.6.1 Strength Testing

Initially cure test specimens onsite, then transported in an approved manner to an approved testing laboratory meeting the requirements of ASTM C1077 within 48 hours of scheduled testing time.

3.6.1.1 Test Panel

Make one test panel for every 50 cubic yards of shotcrete placed but not less than one per each shift during which any shotcrete is placed. The minimum dimensions of the panel are 18 by 18 by 4 inches and gunned in the same positions as the work represented during the course of the work by the Contractor's regular nozzleman. Field cure the panels in the same manner as in the job. Saw cut two 4 by 4 by 14 inch beams from the test panels when fiber-reinforced shotcrete is used. Test the fiber-reinforced shotcrete beams in accordance with ASTM C1140/C1140M. If the quality of shotcrete is questionable, the Government may saw or core the panel specimens to determine the shotcrete quality and if remedial action is necessary.

3.6.1.2 Average Compressive Strength

Determine the compressive strength of the shotcrete from the average of three cores obtained from a test panel representing a specific volume of shotcrete and tested on the 28-day after panel fabrication

3.6.2 Aggregate Moisture

Prior to batching the shotcrete and at least once during a shift in which shotcrete is being batched, determine the coarse and fine aggregate moisture content in accordance with ASTM C566. Appropriately adjust the batch weights of both the aggregates and mixing water to account for the available free moisture in the aggregates. Record the amount of free moisture in the aggregates, expressed as pounds of water per cubic yard, on the batching ticket and delivered to the Contracting Officer prior to placement during the shift. The Contracting Officer will have the option to request additional aggregate moisture content tests for each of the required tests.

3.6.3 Grading

Determine the grading of the coarse and fine aggregate in accordance with ASTM C136/C136M. Determine the fine and coarse aggregate grading prior to batching the shotcrete and at least once during a shift in which shotcrete is being batched. The Contracting Officer will have the option to require one additional sieve analysis test for aggregate type.

3.6.4 Thickness

The minimum shotcrete thickness is 1 inch, requiring the removal of existing concrete around the perimeter of spalled concrete sections. Check the unhardened shotcrete for thickness using a probe by the nozzleman or laborer at the time of placement. Perform thickness checks at 15-minute intervals and correct all low or thin areas by applying additional

SECTION 03 37 13 Page 1180 06/17/19 h5cosklm Highlight shotcrete.

3.6.5 Mixture Proportions

Record and check mixture proportions at least once per shift for weigh batching. Record and check mixture proportions as recommended by ASTM C685/C685M at least once per shift for volumetric batching and continuous mixing plants.

3.6.6 Preparations

Prior to each placement of shotcrete, certify in writing or by an approved checkout form, that cleanup and preparations are in accordance with the plans and specifications.

3.6.7 Air Content

Conduct air content tests on wet-mix shotcrete according to ASTM C231/C231M with a frequency of not less than once each shift nor less than once for each 50 cubic yards of shotcrete placed through the nozzle. Conduct tests on samples taken as the wet shotcrete mixture is placed in the delivery equipment.
