SUMMARY OF CHANGES
(End of Summary of Changes)
RFI #3, Received Fri 11/6/2015 1:30 PM.
Question 1: The details contained on Drawing 6-20-106 STRENGTHENING OF HULL, provided with the solicitation, are not legible enough for us to determine the size or dimensions of all the associated structural bracing, stiffeners, longitudinals, and other structural elements in way of the plating, including the portions of the transverse truss members and watertight bulkheads where they connect to the side plating. Do you have a more legible drawing that contains these details more clearly?
Alternatively, can these scantling details be provided to us in list form?
Answer 1: The drawings provided are the best available copy in possession of the Buffalo District of USACE, and we do not have the scantling details in list form. However, in response to this RFI we are providing additional drawings for the Derrickboat McCauley that may be helpful. The additional drawings are listed below.
DRAWING NUMBER TITLE
6133-PL Rigging Assembly 2-2000 General Plan 2-2001 Bottom Plan and Sections 2-2002 Bottom Panel (duplicate) 2-2002 Bottom Panel 2-2003 Bottom Panel 2-2004 Bottom Panel 2-2005 Bottom Panel 2-2006 Deck Panel 2-2007 Deck Panel 2-2010 Deck Panel 2-2011 Deck Panel 2-2012 Deck Panel 2-2014 Bow and Stern Panels (neg) 2-2015 Hull Lettering and Sections 2-2017 Transverse Bulkheads 2-2018 Longitudinal Bulkheads 2-2019 Side Plates 2-2020 Bulkheads, Ladder, and Fenders (neg)
The list of reference drawings included in Special Provision SP-07 DRAWINGS has been updated and these drawings are made part of the solicitation via Amendment 3. Note that the drawing set is almost 30 MB is size and therefore cannot be emailed. It is, however, posted to the solicitation page on www.fbo.gov.
Please note:
• After construction, the McCauley barge was modified for service on the Great Lakes. The modifications are shown on Drawing 6-20-106 STRENGTHENING OF HULL. The additional drawings provided are from the original construction of the vessel, and are therefore likely http://www.fbo.gov/ superseded by these modifications where they conflict. The Buffalo District has not made a detailed comparison of the content of our drawings to the actual structure of the vessel, and other repairs or modifications may have been performed over the decades that are not recorded on any of these drawings.
• Offeror’s attention is directed to the following text included in SP-07 DRAWINGS: “The contractor shall not rely solely on the drawings, and shall field verify any elements of construction of the vessels relied upon for proposal preparation and execution of the work.”
• The text of SP-17 SITE VISIT has been revised by this solicitation amendment to read as follows:
“The Derrickboat McCauley will be available for inspection in Ashtabula Harbor, OH from 9:00 AM to 12:00 AM Eastern Time on Thursday November 12, 2015. Barge BC-6214 will be available for inspection in Cleveland Harbor, OH from 2:00 PM to 4:00 PM Eastern Time on Thursday November 12, 2015. For detailed directions to the locations of the vessels please contact
Mr. Thomas Mullenhour Thomas.A.Mullenhour@usace.army.mil 216-685-1207”
• Drawing 6133-PL Rigging Assembly has been added to the solicitation to show the general arrangement of the fixed crane on the Derrickboat McCauley.
