SUMMARY OF CHANGES

(End of Summary of Changes)

RFI #2, Received Thu 11/5/2015 11:33 AM.

Question 1: Cathodic Protection: Specifications for McCAULEY Work Item 7 and BARGE BC-6214 Work Item 21 call for minimum 25.9 pound magnesium anodes. We have found that the industry offers standard sizes of 24lb or 44lb magnesium anodes. These units are generally much less costly and are available from stock. The 25.9 pound magnesium anodes are special order, more expensive and have a long lead time. Is it permissible to provide the same total weight of anodes for each vessel using the standard 24lb (or 44lb) sizes? For example, The McCAULEY requires 40 each x 25.9lb anodes (a total of 1,036 pounds). Can we instead provide 44 x 24lb anodes (a total of 1,056 pounds) to meet this requirement?

Answer 1: The scopes of work for Items 7 and 21 have been amended to require minimum 24 lb anodes instead of minimum 25.9 lb anodes. The number of anodes for each vessel is unchanged, resulting in a slight reduction in the total weight of anodes required for each vessel.

Question 2: Side Plating: Specifications for McCAULEY Work Item 5 (and Option Item 9) call for the replacement of side shell plating using 9.5 foot wide sheets of 14-foot (2 each) and 28 foot long (3 each) (total of 112 feet). Is it permissible to instead use two (2) 40 foot long sheets and one (1) 32-foot long sheet (total of 112 feet)? This will help to minimize the amount of welding.

Answer 2: The scopes of work for Items 5 and 9 have been amended to allow Contractors to propose alternate plate panel arrangements for approval by the government. Additionally, language was added to clarify that the Butt Strap detail is required only at the vertical joints between panels.

ITEM 5. CROP OUT AND REPLACE STARBOARD SIDE PLATING AND STEEL PIPE FENDERING, DB

MCCAULEY

All details referred to below can be found on the drawing 6-20-106 Strengthening of Hull, 04 Feb 1951.

Crop out and replace in kind the 3/8” hull plating and all associated structural bracing, stiffeners, longitudinals, and other structural elements in way of the hull plating, on the entire starboard side of the vessel. Crop out and replace portions of transverse truss members and watertight bulkheads as required to re-establish their connections to the side plating (refer to Drawing Details M, J, and S).

Replace the 12” diameter Schedule 80 split steel pipe fendering that protects the joints between the side plating and the bottom plate, and between the side plating and the underside of the rake (refer to Drawing Detail S). Also replace the 8” diameter Schedule 80 split steel side fenders (refer to Drawing Detail M). The new hull plating shall be made from five seamless panels, butted up to each other: Two 14 ft x 9.5 ft panels for the ends (with cutouts for the rakes), and three 28 ft x 9.5 ft center panels. If 9.5 ft wide seamless plate is not available within the time constraints established for the project, 8 ft and

1.5 ft wide seamless plate may be used instead, upon approval of the Contracting Officer, and with the single longitudinal joint placed 1.5 ft down from the top of deck. Install Butt Straps at the vertical joints between the panels in accordance with Detail Q and Section T-T, including interior and exterior plates, and stiffener. Prep and painting of all exterior disturbed and new steel surfaces shall be performed in accordance with and included in the cost bid for ITEM CLEAN AND RECOAT HULL, DB MCCAULEY. The Contractor may propose alternate hull plating panel arrangements. The Contractor shall submit shop drawings for such proposals to the Contracting Officer for review and approval. Approval criteria will be as follows: Compliance with the American Bureau of Shipping and International Association of Classification Societies standards referenced in Technical Provision TP-5; the proposals must result in less total panel joint length than would be required for the panel arrangement prescribed above; and Butt Straps shall be installed at the vertical joints between the panels in accordance with Detail Q and Section T-T, including interior and exterior plates, and stiffener.

All interior disturbed and new steel surfaces shall be prepared and painted in accordance with the provisions of ITEM CLEAN AND RECOAT HULL, DB MCCAULEY, using one of the following paint systems, with the cost included in the price bid for cropping and replacing the side plating.

ITEM 7. CATHODIC PROTECTION, DB MCCAULEY

Remove and dispose of existing zinc anodes from the vessel. Furnish and install a minimum of 52 magnesium anodes, weighing at least 2425.9 lb each, on the hull at the one (1) foot draft line in the following configuration: 17 anodes on each side at 6 ft spacing; 9 anodes on each rake at 6 ft spacing.

This item shall include all studs, nuts, layout, and welding in accordance with the recommendations of the anode manufacturer to complete the task, and any removal and repair of the hull coating system as required. Reuse existing anode attachment points where possible. Old anode attachment points that are not reused shall be completely removed from the vessel.

ITEM 8. SEA VALVE AND SEA CHEST, DB MCCAULEY
