1. Can block F projects be multiple task orders under one IDIQ, or is a project considered a single task order?

Answer: In this case, a project is considered a single task order

2. Does the minimum 12 point font requirement apply to the project organization chart, resumes, tables, charts, and any graphics with embedded text?

Answer: Smaller font may be used for the project organization chart, tables, charts, and graphics. However, if the Government cannot read the font, it may not be considered. 12 point font is required for the resumes.

3. May 11 x 17 pages be used for this submittal with the understanding that each side would be counted as the equivalent of 2 - 8.5 x 11 pages? The sole purpose here is for large charts that would be difficult to read if restricted to exclusively 8.5 x 11 sheets.

Answer: Yes. 11 x 17 pages may be used. Each side would be counted as the equivalent of 2 - 8.5 x 11 pages

4. Will the selected consultant team(s) be precluded from follow-on work associated with any studies, planning documents or recommendations provided under this contract?

Answer: It depends on the nature of the work for a particular task order. A firm participating in a particular study may not be precluded in follow-on studies. However, a firm preparing plans and specs for a construction project would generally be precluded from bidding on the construction work via another contract vehicle.

5. Please provide clarification on the role of the Plan Formulator.

Answer: Generally speaking, Plan Formulators guide teams through a structured, rational approach to solving problems. With respect to USACE Civil Works projects this requires consideration of applicable laws, policies and procedures. Additional information is available at http://www.usace.army.mil/CECW/PlanningCOP/Pages/planlib.aspx

6. As a follow up to the District’s response to Question 7 from the Round 1 Questions and Answers, would plans and specifications for bidding and construction be potentially completed under this contract?

Answer: Yes.

7. What criteria will be used to determine the definition of a small business for this solicitation?

Answer: The size standard is determined by the North American Industrial Classification (NAIC) code. The NAIC code for this acquisition is 541620, which has a size standard of $7,000,000 in average annual receipts.

8. The federal SF-330 template annotation in Section F calls for description of up to 10 projects. Some federal procurements allow for inclusion of more than 10 projects in this section. Given the breadth of GLRI scope and geography in solicitation W912P4-10-R-0003, as well as the page limit, can more than 10 projects be used in Section F to demonstrate fulfillment of the Selection Criteria?

Answer: There is a ten project limit.

9. In the copy of the solicitation announcement we downloaded, the discipline list includes "landscape architect project manager". Should this be two different disciplines, landscape architect & project manager? i.e. a comma was omitted?

Answer: Please see Answer #5 to the Round 1 questions.

10. The solicitation requires that "... a minimum of 70.0% of a contractor’s intended subcontract amount be placed with small businesses (SB), to include 6.2% with small disadvantaged businesses (SDB), and 7.0% with women-owned small businesses (WOSB), 9.8% for HUBZone Businesses, 0.9% with Service-Disabled Veteran Small Businesses (SDVOSB), and 3.0% for Veteran Owned Small Businesses." We are assuming this means that for every $100,000 of subcontract dollars going to a sub who is not a SB, an additional @$333,333 in SB subcontract amounts will be required at some point during the contract period to meet the requirements of the solicitation (assuming no additional subcontract amounts going to a non-SB entity). If additional work orders are issued which require use of a subconsultant who is not a SB but has specific expertise, the SB amount will increase in the amount required to meet the 70% goal. Please clarify.

Answer: The goal is for 70% of all subcontract dollars to be placed with small businesses.

11. If a small business is on one or more teams as a sub-consultant under the IDIQ solicitation, can that small business also submit a separate qualifications package as a prime contractor for the small business set asides?

Answer: Yes

12. If a team as a whole has the required A-E qualifications, is the prime contractor required to be an A-E firm, or can a subcontractor fulfill the A-E role?

Answers: The firm needs to be registered under the applicable NAICS code in CCR.

13. What is the submittal address?

Answer: 1776 Niagara Street, Buffalo, NY, 14207, Attn: Frank D’Andrea

14. If a transmittal letter is included, will that count towards the 75-page limit?

Answer: Please see Answer #2 to the Round 1 questions.

15. Is the "project manager" requested a program manager overseeing all task orders or is the project manager a task order / delivery order manager

Answer: Task order / delivery order manager
