1. Significant Subcontractor: please clarify what a “Significant Subcontractor” is. Is it a “team subcontractor”? Or a subcontractor to whom we plan to subcontract a minimum of 10% of the work?
Answer: A significant subcontractor is a subcontractor whom a contractor plans to subcontract out a minimum of 10% of work.
2. Pages: please clarify what is considered in the page count. We typically include a cover page, table of contents, acronyms list, and tabs to facilitate the review of the proposal. Because these items don’t contain “Part I type material”, they are often not included in the page count. We recommend that the solicitation require continuous page counts for the pages composing Blocks A-H. Information that is not on the consecutive numbered pages (e.g., the Cover, TOC, tabs, etc.) would not be evaluated.
Answer: A one page cover page is permitted, and will not be included in the 75 page limitation. Any additional page(s) will count towards the 75 page limitation.
3. What type of Small Business will the one (estimated) contract be targeted toward – 8(a), Disabled Veteran Owned, HUBZone, Small Business?
Answer: Per the synopsis, this is a partial small business set aside. It is anticipated that up to three awards will be made based upon full and open competition and up to two awards will be made as small business set asides. The set aside portion is for all small businesses under the NAICS code, regardless of classification (8a, SDVOSB, Hubzone, etc.)
4. Is the requirement of the Buffalo District that a company pursuing small businesses set aside under the IDIQ solicitation to provide ecosystem restoration and environmental consulting services will identify specific personnel for each and every discipline identified under 3(b) professional qualifications? In other words, if our firm does not employ a ‘chemist’ must we identify one among a project partner and subcontractor?
Answer: Per paragraph 3(c), the evaluation will consider the availability of an adequate number of personnel in the key disciplines.
5. Does the Project Manager have to be a Landscape Architect?
Answer: No. A comma was missing in the synopsis. The Project Manager and Landscape Architect are different disciplines.
6. Does the small business set aside contracts have the same requirements for minority participation as the large contracts?
Answer: The subcontracting goals listed in the synopsis are for the large business subcontracting plans.
7. Would any construction activity be completed under this contract?
Answer: No
8. Please confirm the subcontracting goals in the synopsis.
Answer: The goals are confirmed.
9. If the Prime is a Joint Venture partnership can the Prime submit DUNS numbers for the two individual firms that make up the partnership or does the Prime need a single DUNS number for the Joint Venture?
Answer: Prime contractors need to be registered in CCR to obtain a contract. If the prime contractor is a joint venture, the joint venture would need to be registered in CCR with one DUNS number.
