About this file

This document is a Statement of Objectives (SOO) for a federal contract opportunity (W912NS26Q8539) issued by the Missouri National Guard for the Aviation Classification Repair Activity Depot (MOAVCRAD). The contracting agency requires two Mobile Frequency Converters to support depot-level maintenance operations across a 14-state region serving 31 aircraft support facilities. The frequency converters must support multiple helicopter platforms including UH-60, CH-47, AH-64, and MV-75 aircraft, providing electrical power for maintenance testing, troubleshooting, adjusting, aircraft starting, and other operational needs.

The Mobile Frequency Converters must meet specific technical requirements including a minimum power output of 90 KVa/72 kW at 261 amps continuous and 565 amps peak; DC output voltage of 270 VDC (2-wire, grounded negative, adjustable ±10%); and AC output voltage of 115/200 VAC, 3 phase, 4 wire, grounded neutral at 400Hz (±0.01%). The units must be capable of 200% overload for 20 seconds on AC output and 2 seconds on DC output, with 3-phase 480VAC 60Hz power input and cable assemblies (100-foot AC input, 60-foot DC and AC outputs). General requirements include weather-resistant coating, mobility on 4 tires, overload/short circuit/overvoltage protection with safety disconnect, automatic input line monitoring, multifunction digital displays, USB port for event extraction, JBusModbus Protocol, 15% Automatic Line Drop Compensation (ALDC), Emergency Power Off switch, I/O monitoring and display, elapsed time meter, fault indicators, and input/output cable racks. The units must comply with ISO 1540, ISO 6858, SAE ARP 5015, MIL-STD-704F, MIL-STD-1472, and DFS-400 specifications. Systems must be delivered mission-ready with minimal maintenance requirements, and warranty will be included as an evaluation factor.
