Q&A for: W912NS-18-Q-2016

1. PART 7 ATTACHMENT/TECHNICAL EXHIBIT LISTING has a requirement for only one (1) moulage artist. In our experience, one artist may be enough for 20-30 role players but for exercise days with up to 125 role players that 4-5 moulage artists are required. Can the government change this requirement to minimum of one moulage artist per 30 role players? Will modify requirement on PWS to reflect 1 moulage artist per 30 role players.

2. PART 7 ATTACHMENT/TECHNICAL EXHIBIT LISTING has a requirement for eight (8) NIMS/ICS SMEs on all days; however, Para 7.4.1.1.6 Matrix of Daily requirements states a need for nine (9) ICS SMEs on 27 and 28October. Can the government please clarify? Requirement will be 8.

3. PART 7 ATTACHMENT/TECHNICAL EXHIBIT LISTING Item6 has a requirement for a “Doctor or Physician’s Assistant with equipment and transportation”. Can the government confirm if this requirement is in addition to the two (2) ALS ambulances, including an EMT and paramedic for each ambulance? What will be the role of the doctor or PA? A Doctor or PA will be provided by the HRF. Only the 2 ALS ambulances, including an EMT and paramedic for each ambulance will be required of the vendor.

4. PART 7 ATTACHMENT/TECHNICAL EXHIBIT LISTING Item7 has a requirement for three (3) SCVS Subject Matter Experts each day. However, Para 7.5.4.1.3 Matrix of Daily requirements for SCVS Support lists a requirement for only one (1) rescue training SME each day. Can the government please clarify? Please provide more detail to this question.

5. Will any hard structure buildings be available for the contractor to use for Role Player staging? If so, what type and size of buildings and where are they located in relation to the SCVS rubble pile? No hard structure available.

6. Or will the contractor be required to set up tents for the staging area? If so, is the designated role player staging area on a concrete hard surface or on open ground? Open ground with a tent. Does contractor have ability to provide circus tent for role player cool zone/rest/etc., or will this be the responsibility of the HRF.
