Q&A Clarification Question 4: PART 7 ATTACHMENT/TECHNICAL EXHIBIT LISTINGItem7 has a requirement for three (3) SCVS Subject Matter Experts each day. However, Para 7.5.4.1.3 Matrix of Daily requirements for SCVS Support lists a requirement for only one (1) rescue training SME each day. Can the government please clarify? Please provide more detail to this question.

Additional detail/clarification: Is the listed requirement for one (1) rescue training SME each day in addition to the three (3) SCVS SMEs? SCVS SMEs are generally also rescue training qualified. Or is the total requirement for three (3) SCVS SMEs, at least one which should be rescue training qualified.

Require 3 SMEs on site with at least 1 rescue training qualified of the 3

Question 6. Or will the contractor be required to set up tents for the staging area? If so, is the designated role player staging area on a concrete hard surface or on open ground? Open ground with a tent. Does contractor have ability to provide circus tent for role player cool zone/rest/etc., or will this be the responsibility of the HRF. Direct contractor to provide circus tent with floor, environmental control equipment, tables, and chairs.

As the submitting vendor of this questions, we do have the ability to provide large party type tents, tables, and chairs for a Role Player staging area.

Question 10: Can the government confirm that under para4.2.2that, in addition to the 24 breaching slabs that the items listed under “Material required for a Complete Reset” are all to be provided by the contractor? Yes

Additional clarification: Can the government clarify that the total number of concrete forms required to be poured/provided is 42? 24 concrete breaching slabs and 18 other concrete structures as identified in the PWS? Correct, all 42 are required.

Question 17: Are all of these slabs required to have the requested 21days of curing for the first event date of September 22? At a minimum. The more the better.

Additional clarification: A common practice on National Guard HRF/CERFP exercises is that new reinforced slabs are poured as replacement slabs for future exercises and that other fully cured slabs already on site are used for the current exercise(s). Can the government confirm if, and how many cured concrete slabs, may be available for immediate use in the September exercise, to be replaced with the new pours? Site visit 2 weeks ago revealed a small amount of slabs on site. This site has continuous training with several Fire Departments. Too many variables involved to ensure a valid amount of slabs being present for our operations.

Question 18: Is there a location on site to pour all the requested slabs listed in 4.2.2? No Additional clarification: It is unusual for HRF/CERFP exercises that concrete breaching slabs and other SCVS materials cannot be poured and created at or near the SCVS site. Can the government clarify indeed that the 24 required concrete slabs and other required concrete forms can NOT be poured at the Task Force 1 Training Site? If so, is there a nearby identified location where they can be poured? Some of these larger sized slabs will weigh 15,000 to 20,000 lbs. and pouring them off site and transporting could be prohibitively expensive, as will the equipment to move them within the exercise SCVS area.

Concur with the transportation of slabs this size being expensive. Currently there is not a specified site to pour the slabs, still waiting on a response from the site coordinator. In the past there was room however I am unsure where. With additional coordination, pouring on site should be available.
