1. With the extremely tight window between expected contract award, the start of the exercise, and the shortages of available construction materials and labor, producing the required 10 concrete breaching slabs may be beyond the realm of the possible for any contractor. What courses of action have been considered regarding this? If they’re not readily available, and most often they’re not because they’re a specialty product, the would have to be produced beforehand. Concrete is supposed to cure for 28 days to reach it’s full compressive strength and that’s obviously not going to happen.

Answer: LA CERFP has an adequate number of concrete slabs on site already. The slabs that are requested in the PWS are for replacement of those that will be used in the exercise. If the vendor is unable to produce them prior to the end of the event, LA CERFP would be agreeable to having them produced NLT 45 days after conclusion of event.

2. I did not see mention of the days of service for the SCVS SMEs/Reset team. Can you clarify the dates for us?

The SCVS will be available to the Reset team on 1 April for reconnaissance and initial prep and again on 4 April. It can be made available during the weekend, 2-3 April, however that will incur a significant cost to LA CERFP so it is not preferred. If the SCVS SME is also a member of the IMT, then he will need to be available on 4 April at 1500 as part of the Operational Update Brief for the next morning’s operation. The SCVS needs to set no later than one (1) hour prior to the start of each day’s exercise which is estimated to start at 0730. The finalized start time will be provided the day before at the Operational Update Brief. The exercise days are 5, 6, and 7 April.

3. Attachment 7.3 and 7.4 allude to the use of medical moulage; however, there is no specific mention of moulage in the PWS aside from the contractor having to provide a fixed moulage site. In para. 5.4 of the PWS it says the contractor shall “provide injury specific acting instructions and coaching for all casualty role players,” but does not list any requirements for medical moulage. For 50 casualties, we will need to include costs for at least two artists, if the customer’s intent is to have moulage.

Yes, our intent is to have full moulage of the 50 casualty role players.

4. Aside from the concrete slabs, there is no mention of any requirements for lumber, etc. as part of the SCVS Reset. Can it be assumed materials exist onsite for the contractor to use to reset the SCVS training lanes?

The LA CERFP will procure our lumber supplies prior to the event. The contractor is not required to provide any lumber.

5. 1. Is the contractor required to provide any ALS ambulances for the exercise?

No, ALS is being procured separately.

2. Is the contractor required to provide any portable toilets and hand wash stations?

No, they will be provided.

3. Please confirm if and how many hand wash stations, if any, must the contractor provide to go along with the hand wash stations?

None, they will be provided.

4. Can the government confirm that the contractor must provide or manufacture 10 reinforced, concrete breaching slabs per the requirements of the PWS?

Yes, that is a requirement. Slabs exist at the training site, however, 10 slabs will need to be produced to replace those used during the exercise.

5. PWS 7.3 TECHNICAL EXHIBIT ESTIMATED WORKLOAD DATA appears to indicate that the government requires/desires only one (1) moulage artist each exercise day to support 50 role players. Can the government confirm that this is the requirement? We would recommend that at least two (2) be required under the contract.

Because this exercise is not an External Evaluation, the government will accept the reduced capability that having only one (1) moulage artist may produce.

6. Can the government confirm that these are the required types and numbers of SMEs? Six (6) NIMS/ICSSMEs, four (4) SCVSReset Support Personnel, and one (1) EMS coordinator and county coroner role player

The following is what is required for the Incident Management Team (NIMS/ICS SMEs): One (1) Incident Commander, one (1) HAZMAT Branch Chief, one (1) USAR Branch Chief, one (1) EMS Branch Chief / Coordinator, one (1) County Coroner, and one (1) Deputy IC / Staging Area Manager.

For the SCVS Reset Team, the contractor can support with up to four (4) personnel.

7. Can the government clarify what will be the award selection criteria for this solicitation? LPTA, BEST VALUE TRADE OFF, or other?

As noted in the solicitation: this is a procurement using trade-off as the evaluation method and technical is the factor. Offer must include proof of adherence to provided specifications (quotes will be checked for technical acceptableness based on requirements) and have a satisfactory post performance with Government contracts.

8. Can the government clarify what is the CERFP exercise Past Performance requirement for contractors to submit to be evaluated as Technically Acceptable or with Substantial Confidence?

Contractor must provide PP with at least a satisfactory performance, using same scope, magnitude and complexity of this requirement within the last five years. If none is provided, Government will utilize CPARS.
