1 -How many SME’s for Incident command are required for this contract? Annex A seems to have a requirement for 4 IC SME’s (Fire Rescue, HAZMAT, EMS, and Emergency Management) but Annex B seems to have a requirement for 2 SME IC’s (Operations Section Chief and Planning Section Chief).
There isn’t a requirement for a number of personnel, just the roles that are needed. It is up to the vendor to submit a proposal to explain how they will fill those roles (one person or 100 people to handle the roles).
2 -How many SME’s are required for this contract to conduct the CBRNE monitoring equipment training?
The vendor should submit their proposal explaining how many SMEs they think it takes to meet requirements. We have been through similar training and know what has worked in the past. An experienced vendor that meets the qualifications of the PWS will know what works, and what to propose.
3-Will equipment be provided by the government to use in the CBRNE monitoring equipment training?
Yes
4-Will there be a syllabus available to the contractor to look at prior to conducting both the medical training and monitor training?
A contractor that meets the required qualifications in the PWS is experienced enough to teach this class and should have their own syllabus.
5-How many SME’s are required for this contract to conduct classroom training on medical effects of CBRNE Hazards and how to assess while conducting CERFP medical Operations?
The vendor should submit their proposal explaining how many SMEs they think it takes to meet requirements. We have been through classes and know what has worked in the past. An experienced vendor that meets the qualifications of the PWS will know what works, and what to propose.
6-If more than one SME is required for the Medical portion of instruction, are all instructors required to have a graduate Degree of PHD in the medical field?
There is no requirement to have more than one SME. This will be your choice. I can’t answer the second half of this question because “a graduate degree of PhD in the medical field” isn’t understood.
7-How many students will there be for the two iterations of training on the 6th of September referenced in Annex A?
No more than 20 per iteration.
8-Will transportation be required for the Role Players to get them from their designated parking area to their moulage location?
No.
9-Is the Moulage location close enough to the SCVS that Role Players will be able to walk or will they need transportation?
It is close enough to walk.
10-Will a structure with power, electricity, and water be available to the contractor’s artisans to conduct moulage operations?
Yes.
11-Is there a certain amount of past command experience within the Fire Department or Military that could override the need for the courses and college degrees that are required for the Incident Command Role Players referenced in Annex B?
Although all experience is relevant in emergency response, when it comes to the CBRNE instruction, we feel that having the course and college certifications is more important.
12 -Can the moulage application technicians past experience override the need to have the certification of “Realism in Training Through Moulage”? Pictures of past pertinent moulage history can and will be provided upon the government’s approval of this request.
The certification is a requirement.
13-Due to the nature of these questions will an extension to the date of submittal be available?
The nature of the questions does not justify an extension.
14 - How many ICS role players do you need? Nowhere in the solicitation is there a number. For consistent bidding a number is required.
It is your requirement to tell us how you can accomplish the task, and how many people you need to do it.
15 - Do you have the curriculum/POI for the CBRNE Equipment or Medical Effects training or will that need to be provided as part of the contract?
SEE QUESTION 4
16 - What are the access requirements for the role players at JESTC? Is a background check (conducted by contractor or government) needed or is a current driver’s license sufficient?
There is no access requirement for JESTC, but we are relying on the contractor to have done their due diligence to ensure that that the role players are not a threat to Service Members. Many contractors just go round up people off of the street. In light of recent events, please take additional steps to verify that the civilians are safe for the exercise field. A driver’s license will suffice. A background check will not be conducted.
17 - Will a roster of names be required ahead of time? If so, how far in advance?
One roster should be on-site and constantly updated, listing who has shown up and ready for training. This will require all RPs to report to one location and one person. This list should be available upon request.
18 - Will role players have access and be able to park on JESTC? Is that location adjacent to the SCS or will transportation be required?
There is not sufficient parking on JESTC for 100 role players. The contractor will need to determine a plan for picking up the role players at a location off of the premises and delivery to JESTC.
19 - Who is doing pile reset? Will we have access to their fork lift for placement of mannequins in the pile?
Reset contractor will emplace mannequins; no need for Role Player contractor to do so; just supply the mannequins.
20. Location of Role Player parking
Contractor to determine plan for parking off of the premises and delivering role players to the site.
21. Distance from RP parking area to the exercise area
SEE QUESTION 21
22. Will the government provide transport for the RPs from the parking area to the staging area, or is that the responsibility of the contractor. This is very important given 50-100 role players and possible bussing requirement;
Once on site, the moulage location is less than 100 meters from the SCVS.
23. Is there a building or hard shelter cover available for the RP staging and preparation area?
Yes, with A/C, latrines, electricity, etc.
24. Are toilets and a source of electricity available at the RP staging area?
Yes.
25. Annex B: Question: We are not familiar with the course, “Realism in Training through Moulage”. Can you provide additional information on this course? Government or private course, where offered? We have not seen this requirement on any previous CERFP CTEs in the last year and would suggest that this requirement be waived for moulage artisans that have participated in a minimum of two previous CERFP exercises and demonstrate a solid understanding of the training needs for CERFP exercise needs.
They have to have some type of training; this is not negotiable.
26. In para 3.4 it states, Provide five pieces of costume jewelry (inexpensive) for processing casualties’ valuables. Is this 5 pieces of jewelry for each Role Player per round (men and women)?
Just five pieces per day of the exercise, not five per role player.
27. For the CBRNE Equipment instruction, what is the specific equipment which will be used and expected for training? Will the government be providing the equipment that will be used for instruction? Or is that a contractor responsibility?
The equipment is listed in the PWS. It will be provided by the government.
28. With 100 RPs on Day 3 of the FTX, with three casualty rounds per day, along with a possible augmentation of 30 National Guardsmen, this would equate to up to 390casualty insertion rounds on Day 3, 315 on Day 2, and 240 on Day 1. We want to ensure that we understand if this level of casualty roles and moulage support is the expectation of the customer.
That is correct.
29. My Moulage Chief does not have access to moulage artists with that required course. He advised that moulage artists with that course normally cost several times what his normal artists cost, keeping in mind that his normal artists have done this work dozens of times and their preparation is at the "Hollywood level". So requiring that course certification for all of the moulage artists would increase the cost quite a bit for any contractor. Maybe requiring it for just one team member for QC? This amount of moulage support would require 4-5 artists to do it properly.
The requirements will not change.
30. Can the government provide the number of students for each the CBRNE monitoring equipment training and the CBRNE Medical Training?
Up to 20 per class.
31. Will the government provide all equipment to support the classroom training for CBRNE monitoring?
Yes.
32. If the equipment is GFE, what is the quantity for Multi-Rae, Area Rae, JCAD, PDR-77, UDR-13?
We will be providing the equipment.
33. Can the government provide the level of medical knowledge for the students (EMT-B, EMT, Paramedic, BLS etc.)?
All of the above. It will be a little of all those listed in the question.
34. Per the PWS it states the max presentation for the role players is (3) for a total of 150 role players processed during the FTX. Can the government provide the metric of measurement for number of ambulatory and non-ambulatory casualties processed per hour through the MCD line?
The requirement ramps up each day with 100 civilian casualties on the EXEVAL Day (10 September). Therefore, on 8 September, the requirement is 50 role players over three iterations for a total processing of 150 PAX with the ability to incorporate another 30 Soldiers / Airmen. On 9 September, the requirement is 75 role players over three iterations for a total processing of 225 PAX with the ability to incorporate another 30 Soldiers / Airmen. EXEVAL day requires a total processing of 300 with the ability to incorporate 30 Soldiers / Airmen, potentially growing the number to 390.
35. Per the PWS in states five pieces of costume jewelry. Can the government clarify, is that per role player, per presentation or a total?
Five pieces, per day, not per role player.
36. The PWS states an SME for each of the following knowledge areas to work at white cell (Fire Rescue, HAZMAT, EMS and EM. The PWS subsequently states the same knowledge areas for role players. Does the government require a different person to serve as an SME and as the role player? Is the certification for the role players the same as SMEs?
Again, the contractor needs to determine this for themselves, but it is not required that there be one for each role. If they feel like they can accomplish both tasks with the same person, then that’s what you should propose.
37. Will government reserve the training center and what are the requirements for the contractor to obtain access?
The training is reserved along with the moulage area.
38. Will government reserve JESTC and what are the requirements for the contractor to obtain access?
No requirement for the actual contractor and their personnel.
39. Subcontractors often do not like to provide detailed pricing with wrap rate elements to prime contractors. Will the government accept pricing details directly from subcontractors?
Yes. It will be considered confidential.
40. Does the government have a problem with the offeror using independent contractors as role players instead of employees?
No.
41. Will the government accept Pro-Board certified instructor as equivalency to DOD certified instructor?
It would depend upon the issuing agency. Pro-Board certification can be given by just about anyone who is a HAZMAT Technician. DOD certification will be given appropriate preference if the Pro-Board certification is not from an accredited HAZMAT training institution.
42. Will the government accept Pro-Board certified technician as an equivalency to IFSAC?
Same as previous answer. That being said, IFSAC is generally considered the highest level of certification so it will carry great weight in the review process.
