PERFORMANCE WORK STATEMENT
1. Background: The NGB J37 provides the Chief, National Guard Bureau (NGB) with subject matter expertise on joint doctrine, training, education, and exercises to ensure a trained and balanced National Guard force ready to support any mission of the several States or Combatant Commanders. NGB J3/7 ensures these functions are integrated and complementary where appropriate. Louisiana CBRNE Enhanced Response Force Package (LA CERFP) historically conducts CBRNE training prior to large scale exercises in order to ensure that the exercise, itself, remains an operational event, not a training event. 2. Objective: This Performance Work Statement establishes performance requirements for contractor support to provide LA CERFP with maximum opportunity to exercise their personnel under simulated actual conditions.
CBRNE monitoring equipment training, CBRNE medical training, and role player management and moulage are essential to the participants’ capabilities and the exercise’s realism during an NGB External Evaluation (EXEVAL).

The contractor shall resolve action items assigned to the contractor at these meetings. When required, the contractor shall submit reports and requests IAW Annex A.
The contractor shall provide support IAW this PWS for the following exercise: LA CERFP EXEVAL, September, 2016.
Task 2, Contractor’s Management Report: The Contractor should be prepared to provide a Monthly Status Report (MSR), indicating the progress of the work, status of the program and of the assigned tasks. Red No. Performance and technical specifications are not being met at AQL and the following service/deliverable needs immediate contractor resolution:
i.e., 95% and below positions filled or metrics achieved. If staffing falls to 95% and below for an average of 15 calendar days of any given month, then the assigned rating is “Red”. A “Red” rating month cannot be billed at the full FFP.
