Solicitation W912LQ-21-Q-0007

Vendor Questions and Answers:

1. Will the USG furnish bathroom or porta-potties and hand wash stations?

No, the vendor needs to coordinate with Edmunds Waste Removal, (804) 478-4688

2. Per Section 5.3.5, how far in advance can the container arrive? Can they remain from APR to AUG or do they have to be removed between each event? Does the VA ARNG want them to remain after the AUG exercise?

The four (4) shipping container(s) may be delivered no earlier than Tuesday, April 27, 2021. They will remain in place following the August exercise as the “Trench Rescue Prop” on site.

3. Will the container placement require structural engineering support?

Structural engineering support is not expected.

4. Will the offerors have to coordinate with Range Control? Any considerations offerors should be aware of in order to properly quote?

The government will coordinate with Fort Pickett Maneuver Training Center’s Range Control for access to the Search & Extraction Training Site.

5. Is there a desired layout of the training area or is there a schematic available?

See Attachment #1, Desired Layout of “Trench Rescue Prop”

6. In the absence of a site visit, can the VA ARNG provide a map of the training area and designated areas for the trench rescue, vehicle staging, RP staging area, etc.?

Training Areas map will be provide only via email.

7. Is there an estimated quantity of semi-hardened gravel substrate offerors will need to provide?

Negative. Depends on the estimated size of the shipping container(s) when emplaced.

The intent is to have the containers set on sufficient gravel to not flood the interior of the containers.

8. Please elaborate on the requirements for the Ambulatory and non-Ambulatory RPs?

The government expects to have at least 50 ambulatory role players and 30 non-ambulatory role players available for the exercise simulation. Ambulatory role players may be interchanged with non-ambulatory role players and vice versa to maintain thr hourly thru-put requirement of 40 ambulatory and 20 non-ambulatory per hour. The government expects at least 20 role players to either be at rest, in recovery or being moulaged for their next iteration.

9. Is it 80 RPs for each day (Sections 5.3.6.2 - 40 & 20 RPs, Section 5.3.6.3 - 10 RPs - only 70 RPs) ?

Affirmative. Having 80 role players supports achieving the minimum thru-put of 40 ambulatory and 20 non-ambulatory role players per hour. It is expected that not all role players will be utilized at the same time, given the anticipated role player needs (e.g. rest, feeding, moulaged, etc.).

10. Per Section 5.3.9.5, Please advise the accurate date for offerors to provide the cured slabs?

The 12 NFPA 1002/1406-compliant concrete breaching slabs must be cured by Wednesday, September 1, 2021. The intent is that these slabs replace the existing stockpile of slabs located at the training site.

2nd Vendor Questions and Responses.

1. Regarding para 5.3.6.2, this states that the required role player iterations would begin at approximately 4:00 p.m. to 3:00a.m. daily starting on the August 27, 2021 ending 3:00 a.m. August 31, 2021. Can the government confirm that these are the times (1600 to 0300) daily that the role player rotations will occur, as this is very different from the standard morning-afternoon rotations for CERFP exercises.

Yes – we are doing nocturnal training in an attempt to mitigate heat injuries

2. The PWS defines the requirement for seven (7) SMEs to support Incident Command, SCVS, FSRT and Structural engineer for the August EXEVAL, but does not address this requirement for the April CTE. Can the government confirm if any and how many, and what types of Incident Command, SCVS, or other SMEs may be required for the April exercise?

We are going to add these items to the PWS and send out an update:

- 2 ropes SMEs

- IC, Log Chief, OPS Chief

. Can the government confirm what days/dates and times role players will be used for the April CTE? And what role player throughput is desired per hour?

We do not want moulaged roll-players (victims) in April. We would like 4 lanes set up to practice T&EO’s for the 24th with 6 full-body mannequins and other small body parts.

3. How many SCVS reset/training SMEs are desired for the April CTE?

It would be up to the vendor to determine how many individuals they would need for SCVS reset.

4. The PWS describes a forklift requirement for the August EXEVAL, but not for the April CTE. Is a contractor-provided forklift required for the April CTE?

If the vendor determines that one is needed to set the 4 lanes for practice on the 24 th and the 10 lanes at the end of the day on April 24th for EXEVAL then one will be needed in April as well.

5. The PWS describes a required lumber kit for the August EXEVAL, but not for the April CTE. Is a contractor-provided lumber-kit required for the April CTE as well? If so, what is required in the CTE lumber kit?

We do not need lumber for April

6. Para 5.3.9.5describes the provision of 12 NFPA 1002/1406 compliant concrete breaching slabs no less than 5’x5’x6” with no less than ¼” reinforced rebar in advance of the exercise and to be cured prior to September 1, 2021. Can the government confirm that these 12slabs do NOT need to be ready, cured and available for the EXEVAL but will only be needed in place after the EXEVAL concludes? Likely for inventory?

We would need slabs provided by the end of EXEVAL for our inventory – they don’t have to be cured by this time. Just set enough to move around for storage.

7. Can the government confirm that a total of only eight (8) breaching slabs need to be fabricated and available for use in the CTE and EXEVAL?

10 slabs provided by August 24th for EXEVAL. We have enough inventory for CTE.
