Solicitation W912LP-16-Q-6005

QUESTIONS & ANSWERS

Q1) Is there an incumbent on contract for this service?

A1) The previous contract has expired, and services are being performed under Government Purchase Card purchases until the new contract has been awarded.

Q2) If so, may I have a contract # or vendor name that I can look up in FPDS for pricing?

A2) Previous contract number is W912LP-15-P-0015, awarded to Aramark.

Q3) Are you in a position to share the current contract price?

A3) W912LP-15-P-0015 was awarded at $11,009.00 for a base period of 12 months, with one (1) option period for the same amount; and included CLINs for lease/laundering of shop towels (same quantities as the current requirement) and laundering of coveralls. The option was not exercised and laundering of coveralls was eliminated from the requirement for the current acquisition.

Q4) Please confirm that the awarded vendor will pick-up/deliver at one (1) location, Warehouse 12 Camp Dodge, not all 13 facilities using the towels.

A4) That is correct. Warehouse 12, Camp Dodge, located in Johnston, IA will be the only pickup/delivery location for the vendor. The facility locations are provided for information purposes only.

Q5) Towels - Required towels are Red 18x18, are you in a position to share the current brand the warehouse is using? Is there an flexibility to offer a 16x16 towel if an 18" cannot be found? Is there an opportunity to do a site visit to view the warehouse, meet staff, and touch and feel the current towels.

A5) The towels are leased from the current service provider, Aramark. The government has no knowledge of the manufacturer of the towels. Shop towels should be RED, 100% cotton, absorbent, reusable, and suitable for cleaning shop equipment, tools and machinery, including vehicles. Sizes from 15x15 through 18x18 (new towels) are acceptable. Some shrinkage upon laundering is expected and acceptable. Similar to National Stock Number (NSN) 7920-01-454-1148. Because the shop towels are standard industrial shop towels commonly used in the commercial marketplace, the government does not deem a site visit necessary. A kickoff meeting for the awarded vendor and government points of contact will be conducted after award.

Q6) CRM Reporting - Do I understand correctly that I can bill for the labor hours to complete the reporting requirements? Such as an administrative fee for completing required reports on CLIN 0003, 1003, and 2003?

A6) Contractors may charge a reasonable fee for completing the CMR reports under CLINs 0003, 1003 and 2003; or may perform the reporting at no cost to the Government.

Q7) In the package it says 18x18 shop rags. The vendor we use has 18x18 shop rags before being washed but once they are washed they are 14x14. Is this acceptable?

A7) Refer to A5 above.

Q8) In attachment #1, technical exhibit #3, the facility stock level total is 4,300. In the attachment, item 5.1 says deliver an initial inventory and maintain an operating level of 8,600 shop towels. I just want clarification if I could please. Would we initially deliver 4,300 and rotate 4,300 bi-weekly or would we be delivering 8,600 and rotating out 8,600 bi-weekly?

A8) The initial delivery would be 8,600 but that is not the number of rags that rotates out bi-weekly. The warehouse maintains an “in-house” stock of 4,300 and issues out the other 4,300 to the shops. The warehouse and the shops exchange dirty-for-clean rags from the warehouse stock on a 1-for-1 exchange. The quantity that the warehouse

would exchange with the vendor every two weeks is usually less than 30% of the total operating stock, or approximately 2,580 rags (or less). The total quantity identified on the corrected Attachment #4 is the approximate total number of rags exchanged between the vendor and the warehouse in 12 months. However, these are just estimates, and actual number of rags exchanged on a bi-weekly basis will increase or decrease with mission requirements.
