QUESTIONS AND ANSWERS

W912LM-13-R-0001 Full Food Service

28 January 2013

Question: Is there a short-order cook line/short-order food required?

Answer: No

Question: Will there be china used or disposable dinnerware for this contract?

Answer: The Government will provide all serving trays and silverware to be used in the dining facility. We will also provide to-go foam boxes and plastic flatware for Soldiers when required.

The Government will also provide mermite/insulated containers for units when hot meals are requested for field feeding.

** Regarding payments/projected headcounts/task orders. 2.3.1 Reads as follows:

The Contractor shall provide and serve meals as follows:

The COR will provide the Contractor with the estimated headcount 72 hours prior to the meal serving period.

Question: Is it typical with this operation to give estimated headcounts 72 hours prior?

Answer: We strongly encourage units to provide numbers in advance and they usually do, however, due to training, weather conditions and unforeseen circumstances the final numbers may fluctuate.

Question: The task orders are issued in arrears, what does that mean?

Answer: For Services we process Task Orders (T.O.) and payment after the services have been completed. The total counts/numbers are confirmed and agreed upon with the vendor and the COR. These numbers are submitted to the Contract Specialist who will then create the Task Order and send it to the vendor and COR. The vendor needs the T.O. in order to process the invoice in Wide Area Work Flow (WAWF). The T.O. will be processed Bi-Monthly.

**The Contractor shall accept changes to the headcount up until 12 hours prior to the meal serving period. The Contractor shall provide each diner possessing a Government meal card the required meal as applicable.

The Contractor shall provide authorized diners the appropriate meal as shown on the Contract line items (CLIN)

Question: Are you referring to the CLINS listed in the solicitation, beginning on page 2 or line items in the task order?

Answer: Breakfast, Lunch and Dinner Question: If the actual headcount is 90% or more of the projected headcount are you referring to the headcount given 72 hours prior?

Answer: Final Numbers – Yes The Government will pay the Contractor based on actual headcount and based on the actual CLIN provided to the diner. However, if actual headcount falls below projected headcount by more than 10%, the Government shall pay the Contractor 90 percent of the projected headcount for each meal for the meal serving period at the price for the appropriate Menu.

Question: If you order 100 meals and 89 people show up (89% of estimates), you are requiring us to provide the 100 meals and you will pay us for 89? That means we are eating the cost of 11 meals. Is this correct?

Answer: No, the Government would pay for 90. This contract only pays for SIK. The vendor has the opportunity to serve walk-ins/Non-SIK.

Question: What is the projected amount of hot 5 gallon beverages?

Answer: This request depends on training requirements and weather conditions. We can only provide a yearly estimate.
