RFP SECTION/PAGE

No, the Past Performance must be the company’s performance.
Is there a minimum number of past performance references that Offeror has to submit?
Minimum number of 3 past performance references.
On Page 67, Paragraph 5.3, the RFP states that the Contractor shall develop and deliver a Guard Your Future Curriculum and Instruction Development Plan no later than 12 July 2019. Since this date has passed and is approximately four weeks prior to the Contractor’s proposal submission deadline, please clarify the delivery date for the Curriculum and Instruction Development Plan.
Intent is to develop curriculum to support a 4 yr high school program. Due to delays in the contracting process, first year is almost complete. Development of curriculum will continue until 4 yrs of curriculum is complete.
What is the total number of instruction hours per semester? This information is critical in determining the level of staffing required and associated costs.
1 yr is based on 180 days of instruction at 50 minutes per class
Who will deliver the training in the high school classrooms? The Contractor’s instructors, current high school teachers, or West Virginia National Guard Soldiers?
Instruction will be delivered by employees of the WVARNG.
On Page 63, Paragraph 1.9, the RFP states “the contractor shall travel to participating schools during the performance of this contract to attend meetings, deliver materials and provide training.” Who is the target audience for these training events?
Contractor may be required to observe the program being delivered to students in order to evaluate effectiveness and relevance of material being developed
How will the Contractor’s role change after the Senior Year Spring Semester curriculum is delivered in March 2020? For example, will the Contractor’s role shift from curriculum development to curriculum maintenance (periodic updates and revisions)? This information will drive staffing levels and associated costs.
Once 4 yrs of curriculum is complete, review/update of previous material will occur.
As shown below, on Page 45, Sub- factor 2: Employee Attraction, Retention and Management Plan, item 1 indicates that there are incumbents. It was our understanding that this is a new requirement. Please clarify whether or not this is a new requirement or there if is a current incumbent. If there is an incumbent, please provide the contract information and current level of effort.
This is a new requirement. However, the government does have a trained qualified individual performing this tasks on the military side.
Page 46, Factor 2 Past Performance (Volume II), (1) Section 1 Contract Descriptions provides a list of required information items a-k, and references the template provided in Attachment 2. However, Attachment 2 contains a Performance Assessment Questionnaire that does not reflect the requirements in Section 1. Please clarify what is required for Factor 2 Past Performance. Should the offeror respond to the requirements in Attachment 2 Part 1 or the requirements listed on pages 46 - 48 of the RFP (Section 1 Contract Descriptions and Section 2 Performance)?
A past performance template for VOLUME II is not be provided. However a template for the questionnaire is provided as attachment 2. Vendor is to submit their own past performance history accordance with the requirements on page 46 – Factor 2 – of the RFP which will be evaluated for relevancy. Attachment 2 questionnaires will be evaluated to establish the confidence rating of the submitted past performance volume.
Page 48, Price/Cost (Volume III), paragraph 4, states:
For evaluation purposes only, a breakdown of all cost elements shall also be provided for the Guard Your Future Support Services; demonstrating exactly what the loaded labor rates consist of. This labor rate breakout shall include all direct, indirect, general and administrative costs, CMR Reporting, and profit associated with providing the required services.
| Is the government requiring indirect rates (percentages) per indirect cost pool or | detailed costs (dollars) that make up the cost pools and bases? |

The schedule specifies the first module due date of 9 August which is prior to the proposal submission due date of 19 August. This timeline is also shown in Exhibit 1, Performance Requirements. Will the Government revise the schedule presented in Section 5.5 and Exhibit 1 based on the award date? |
