Washes will be ordered on an as needed basis.
1.1 Non-Personal Services: This is a non-personal services contract. Contractor personnel are not subject to the supervision and control of Government personnel in accordance with Federal Acquisition Regulation (FAR) 37.4. Contractor personnel perform their duties in accordance with the specific tasks outlined in this Performance Work Statement (PWS). Supervisory functions such as hiring, firing, directing, and counseling of the contractor employees are not performed by the Government.
1.2 Specific Tasks:
1.2.1 Each aircraft wash will be completed within a 9 hour period from the start of the duty day at 0430 hours. Washes will be scheduled Monday through Friday. The Aircraft Maintenance Squadron (Production Superintendent) will ensure all aircraft are positioned and ready for wash prior to the beginning of the duty day that the wash will occur. 95% of washes comply with scheduled time; remaining 5% correctable within 1 hour of original scheduled time.
1.2.2 Scheduled Washes: Each aircraft will be washed on an approximate schedule of 150 – 180 days. There are twelve (12) C130H aircraft permanently assigned to the 153rd Airlift Wing. This equates to approximately two washes per aircraft each year.
1.2.3 Unscheduled Washes: Unscheduled washes are those washes not previously identified as the approximately two scheduled washes per aircraft each year. Mission requirements will direct the need for unscheduled washes. The Contracting Officer’s Representative (COR) will contact the Contractor and schedule the wash. The Government will provide a minimum of 24 hours notice of an unscheduled wash.
1.2.3.1 Rescheduling of a Scheduled Wash shall not be considered an Unscheduled Wash.
1.2.4 Canceling an Aircraft Wash:
1.2.4.1 The Government may elect to cancel or reschedule an aircraft wash at any time. Cancelation notification will be provided as soon as possible, but no less than 12 hours prior to the scheduled time.
1.2.4.2 If the Contractor is unable to meet a scheduled washing, notification must be made to the COR within 36 hours of the scheduled wash start time.
1.3 Use of Tech Data: The Contractor must complete all aircraft washes in accordance with Air Force Regulations and technical data identified in Appendix.
1.4 Pre-Wash Set Up:
1.4.1 Government personnel shall deliver the aircraft to the Contractor chocked, positioned and static grounded on the wash rack in the hangar bay with all ground handling plugs and safety pins installed. If any of these conditions have not been complied with, the Contractor's Wash Crew Supervisor shall cease all wash operations and notify the Production Superintendent until the unsatisfactory condition is corrected. All aircraft shall be returned to the Government in the same configuration as received.
1.4.2 The Contractor shall not move aircraft, open doors or ramps, enter the flight deck or passenger compartment (cargo compartment) of any aircraft. The Contractor shall not enter the cargo compartment of the aircraft unless escorted by authorized 153rd Maintenance Group personnel.
1.5 Pre and Post Wash Inspections: The Government Wash Supervisor and Cleanliness Inspector will conduct a walk around before each wash to check for damage. The Cleanliness Inspector will document the condition of the aircraft and annotate any damage found. After each wash, the Wash Supervisor and the Cleanliness Inspector will again inspect the aircraft for condition, damage, and cleanliness. The Contractor shall re-wash any areas that the Cleanliness Inspector documents as not clean, free from dirt, grease, mud, debris, or soap. The Aircraft Post-Wash Cleanliness Inspection Checklist, Table A3.1., ANGI 21-105, shall be used by the Cleanliness Inspector to document cleanliness. The aircraft wash is not complete until the Cleanliness Inspector has accepted the wash as complete. Washes shall have a 100% pass rate with zero fails.
1.6 Cleanup: The contractor shall power wash the hangar bay floor and maintenance stands with a clean water rinse, and remove all debris associated with the aircraft wash upon completion of the aircraft wash. The Contractor shall deposit daily accumulation of trash from the wash rack into the nearest trash dumpster at the end of the day. The Contractor shall clean and return all Government provided cleaning supplies and equipment to their assigned place of storage in the hangar. The Wash Supervisor will verify that all items returned are inventoried against the inventory list in the wash supply cart. The contractor shall roll up and return all water hoses used during the aircraft wash.
