3. Description Of Supplies: Texas Army National Guard will have the ability to utilize the UIL and
Dave Campbell’s Texas Football as a medium to establish a powerful and officially sanctioned presence outside of the usual entry vector for high schools in the assigned areas of operation. This required to support recruiting and retention efforts throughout the state of Texas and bring awareness to potential applicants during FY16 recruiting year.
4. Authority: University Interscholastic League is the only one responsible source to accomplish the intent described for the Texas Army National Guard Recruiting and Retention office (FAR 6-302.1).
Far 6.302-1, “ Only one responsible source and no other supplies or services will satisfy agency requirements”.
FAR 11.105(a)(1), “Items Peculiar to One Manufacturer” – The particular brand name, product or feature is essential to the Government’s requirements, and market research indicates other companies similar products do not meet, or cannot be modified to meet, the agency’s requirement because substantial duplication of costs to the Government would occur that cannot be recovered through competition.
6. Efforts To Obtain Competition: Internet searches and research of GSA schedules indicate that no other products in the market place can be identified to meet the Government’s requirements identified above.
7. Fair and Reasonable: A firm fixed price contract will be awarded to the University Interscholastic
League for the above marketing package during UIL events. Additionally, similar marketing packages have been purchased prior year. Prices from those purchases reflect and determine price reasonableness.
8. Other Facts: None
9. Other Interested Sources: None
10. Further Competition: The Texas Army National Guard has to solicit for other marketing means to different targeting audiences in the future. Other vendors will be contracted at that time.
