DEPARTMENT OF THE AIR FORCE

HEADQUARTERS 147 FIGHTER WING (ACC)

ELLINGTON FIELD, TEXAS 77034-5586

31 Oct 00

MEMORANDUM FOR 147 CE

FROM: 147 ST/EM

SUBJECT: Lead-Based Paint Survey, Building 1254, Civil Air Patrol Offices

1. Summary: On 14 Sep 00, SrA Wade Schlafley, 147 Bioenvironmental Engineering (BE) Office, collected a sample for lead-based paint from the walls of the rear entrance in building 1254. The result of the sample indicated that the existing paint on the walls of the entryway contained lead above the Environmental Protection Agency's (EPA) established limit for paint containing lead.

2. Investigation/Findings: The sample was collected from the rear entrance to leading to the Civil Air Patrol (CAP) in building 1254. The location of the sampled collected is indicated in Attachment 1. This area consists of two separate hallways, one leading north and one leading east from the rear entrance. The wall paint was found to be in extremely poor condition upon inspection. The underlying base material is cinder block to which the paint is applied. For unknown reasons the paint has begun to separate from the cinder block in large quantities. Paint is cracking, hanging from the cinder block and lying on the floor in both hallways. The paint appears to be homogeneous in all areas occupied by the CAP. However, the deterioration of the paint is isolated to the two hallways, which are separated by door to other areas of the building. Only one sample was collected from the as the paint appears to be homogeneous in both hallways and throughout the CAP area.

3. Results: When analyzed, the sample taken revealed a lead concentration of 7.1 milligrams per kilogram (mg/kg). The EPA definition of lead-based paint is paint containing a concentration of lead 5.0 mg/kg or higher. Therefore, the areas in building 1254 with paint homogeneous to that of the sample should be treated as lead-based. Results are attached.

4. Recommendations: In the subject hallways, the paint that has deteriorated should be abated immediately. The abatement should include the removal of all paint that has fallen off the walls and paint that is hanging, bubbling or cracking from the walls. Trained personnel must perform this abatement in accordance with federal and state regulations. Please contact this office to ensure proper training and adherence to appropriate regulations for lead abatements. The other painted areas of the CAP look to be in good condition and do not require immediate abatement. However, steps should be taken to abate or encapsulate these areas as soon as possible or before any invasive construction is performed.

5. Please contact SrA Wade Schlafley at ext. 2620 for any questions.
