PART 1 GENERAL
1.1 REFERENCES
The publications listed below form a part of this specification to the extent referenced. The publications are referred to within the text by the basic designation only.
ASTM INTERNATIONAL (ASTM)
ASTM E2114 (2008) Standard Terminology for Sustainability Relative to the Performance of Buildings
1.2 DEFINITIONS
Definitions pertaining to sustainable development are as defined in ASTM E2114, Section 01 35 40.00 20 ENVIRONMENTAL MANAGEMENT and Section 01 57 20.00 10 ENVIRONMENTAL PROTECTION, and as specified.
a. "Environmentally preferable products" have a lesser or reduced effect on the environment in comparison to conventional products and services. This comparison may consider raw materials acquisition, production, manufacturing, packaging, distribution, reuse, operation, maintenance, or disposal of the product.
b. "Indoor environmental quality" is the physical characteristics of the building interior that impact occupants, including air quality, illumination, acoustics, occupant control, thermal comfort, daylighting, and views.
c. "Operational performance" is the functional behavior of the building as a whole or of the building components.
d. "Sustainability" is the balance of environmental, economic, and societal considerations.
1.3 SUBMITTALS
Government approval is required for submittals with a "G" designation;
submittals not having a "G" designation are for information only. When used, a designation following the "G" designation identifies the office that will review the submittal for the Government. The following shall be submitted in accordance with Section 01 33 00 SUBMITTAL PROCEDURES:
SD-01 Preconstruction Submittals
Upon receipt of Government Furnished Equipment, the Contractor shall submit records in accordance with paragraph entitled, "Government Furnished Property," of this section.

1.4 WORK COVERED BY CONTRACT DOCUMENTS
1.4.1 Project Description
The work includes renovation/repair of Buildings 301 and 302 . Also included is associated site and utilities and incidental related work.
1.4.2 Location
The work shall be located at Buildings 301 and 302. Pennsylvania Air National Guard Base, Pittsburgh, Pennsylvania International Airport, Coraopolis, PA. approximately as indicated. The exact location will be shown by the Contracting Officer.
1.4.3 Project Phasing & Du rations
The project construction shall be executed in the phasing sequence indicated below. Each phase shall be completed in its entirety before the next phase is started. All close out documents shall be submitted to the Contracting Officer's Representative as prescribed by section 01 78 00, CLOSEOUT SUBMITTALS at the completion of each phase. The contractor is responsible for determining the sequence of work within each described phase. See G-sheet drawings for limits of work for each phase, locations of swing spaces, specific requirements for each user, and lists of specific equipment required to be relocated
At any given time, a minimum of one hangar bay between Buildings 301 and 302 shall be fully operational for military mission activities. A fully operational hangar is defined as a facility that is unimpeded by all construction activities and can be fully accessed and used by the Government. The project phasing indicated herein and on the G-sheet drawings is intended to maintain this requirement throughout the duration of the project
The contracting officer shall provide a written notice to proceed after the completion of each phase to the contractor before work can begin for the subsequent phase. The total project duration shall be 1,000 calendar days from initial written notice to proceed from the beginning of Phase 1 to the end of Phase 7.
1.4.3.1 Descriptions of Phasing and Durations
Phase 1:
a. All of civil site work
b. Construction of fire tanks, pump house, pumps, and lines between
SECTION 01 11 00 Page 2 pumps and HEF room. All fire protection equipment shall installed in the pump house, tested, and accepted.
c. Construction of new Mechanical, Electrical, and HEF room.
d.Move occupants out of Building 302 into fully prepared swing spaces
The contractor shall complete work in Phase 1 within 210 calendar days from the notice to proceed. The contractor shall notify the contracting officer's representative when work is complete and all close out documents have been submitted. The contracting officer's representative shall have a maximum of 14 calendar days to review the submitted close out documents and, if all contractor requirements have been met, a notice to proceed will be provided for phase 2
Phase 2:
a. Move occupants out of Building 302 into fully prepared swing spaces.
The contractor does not need a notice to proceed to continue work for Phase 3.
Phase 3:
a. Abatement of lead and asbestos materials in Building 302.
b. Renovation work of Building 302.
c. Mechanical system shall be tested and balanced. Commissioning and verification shall be performed on mechanical systems.
d. Complete electrical, security and communication systems are to be installed, verified and commissioned for building 302. Including but not limited to new electrical distribution, generator and inverters.
e. Submission of close out documents
The contractor shall complete work in Phases 2 and 3 within 330 calendar days from the notice to proceed for phase 2. The contractor shall notify the contracting officer's representative when work is complete and all close out documents have been submitted. The contracting officer's representative shall have a maximum of 14 calendar days to review the submitted close out documents and, if all contractor requirements have been met, a notice to proceed will be provided for phase 4.
Phase 4:
a. Move occupants into newly renovated Building 302
The contractor does not need a notice to proceed to continue work for Phase 5.
Phase 5:
a. Move occupants out of Building 301 into fully prepared swing

The contractor does not need a notice to proceed to continue work for Phase 6.
Phase 6:
a. Renovation of Building 301
b. Abatement of lead and asbestos materials in Building 301
c. Mechanical system shall be tested and balanced. Commissioning and verification shall be performed on mechanical systems as prescribed by specifications.
d. Complete electrical, security and communication systems are to be installed, verified and commissioned for building 301. The new electrical distribution system for 301 shall be fed from building 302.
e. Demolition of existing fire pump and fire tank and restoration of site.
f. Submission of close out documents
g. Government acceptance of renovated spaces
The contractor shall complete work in Phases 4, 5, and 6 within 360 calendar days from the notice to proceed for Phase 3. The contractor shall notify the contracting officer and contracting officer's representative when work is complete and all close out documents have been submitted. The contracting officer's representative shall have a maximum of 14 calendar days to review the submitted close out documents and, if all contractor requirements have been met, a notice to proceed will be provided for Phase 7.
Phase 7:
a. Move occupants into newly renovated Building 301.
b. Remove temporary trailers from flightline ramp.
c. Remove temporary utilities serving temporary trailers.
d. Clean up of Building 304 after occupants have moved out of swing space.
1.4.3.2 Fire Protection Phasing
The fire protection work was designed to maintain full fire protection of the occupied hangar bay throughout construction. The existing fire pumps, tank, and AFFF system will provide protection to Hangar 301 during phases 1 through 3. The new pumps, tanks, and HEF system will provide protection to Hangar 302 after phase 3. The new pumps, tanks, and HEF system will provide protection to Hangar 301 after phase 6. The existing fire alarm and foam releasing systems are to remain functional throughout construction until the new systems have been tested and accepted

1.4.3.3 Electrical Distribution Phasing
The electrical work has been design to allow for one hangar and the surrounding spaces to be fully functional and used by the Government at any given time. During phase 1 the new distribution system is to be installed in the new electrical room while the existing electrical system is still being utilized. Once the new electrical service is established the contractor shall temporarily relocate electrical feeds for Building 301 to the new service and build new distribution for Building 302. During Phases 2 through 3, Building 302 and will be fully functional, while building 301 is being renovated. During this renovation the temporary feeds for Building 301 will be demolished along with the existing distribution systems. The new distribution system for Building 301 is to be installed and feed from new service established in phase 1. During phase 4 the entire electrical distribution system shall be fully functional
1.4.3.4 Mechanical Phasing
The mechanical systems are designed to be a full replacement of the existing mechanical systems. The mechanical systems have been designed to allow for one hangar and the surrounding spaces to be fully functional and used by the Government at any given time. If any component of the HVAC systems that is required to be demolished or rendered nonfunctional during a particular phase of the project that will disrupt the service an occupied space, the contractor shall provide temporary HVAC to those spaces. The SIPRNET room shall be remain operational during the entire construction process. Temporary HVAC shall be provided to the SIPRNET area while work on Building 302 is being performed. Connections feeding Building 301 spaces that are constructed during the Building 302 phase shall be isolated by valves and capped during the renovation of Building 302 phase to allow for easy installation and change over.
1.4.3.5 LEED commissioning
LEED commissioning will be performed by a third-party consultant hired by the A-E.
1.4.3.6 Contractor Conditions During Project Phases
Contractor does not need to demobilize and re-mobilize between each phase
The contractor's bond shall remain effective through the construction period between the beginning of Phase 1 and the end of Phase 7.
Contractor shall erect temporary partition wall in all areas between building areas that are occupied and areas under construction. Temporary partition walls shall be used to contain dust., and debris within construction area and to protect occupied areas from construction activities. Temporary partition walls shall be constructed to the satisfaction of the COR.
1.4.4 Requirements for Moving Building Occupants and Items
The contractor is responsible for moving all existing items for building occupants throughout the project. This includes, but not limited to, furniture, equipment, and miscellaneous items placed in boxes by the Government. The contractor is not required to move computers, phones, and other items identified by the Government. Contractor shall quantify all materials to be moved during the pre-proposal walk through; this will be
SECTION 01 11 00 Page 5 the contractor's sole opportunity to quantify materials to be moved.
Larger equipment that shall be moved by the contractor is indicated on sheet G-112. This list is not a comprehensive list of equipment; however, it should be used as general guidance for moving equipment during each phase.
The contractor shall use a specialty subcontractor for all moving work.
This subcontractor shall have experience and appropriate equipment for large scale moving operations similar to what is required for this project.
Equipment that is indicated on sheet G-112 shall be inspected by the Government and the contractor before it is moved and after it is setup.
This inspection shall be documented on form located at the end of this specification section. This form will serve as documentation of the condition of the equipment before and after the move. The condition of the equipment for each move (i.e. from the original location to the swing space location and the swing space location to the final location) will be documented. These forms will be maintained by the Government and the contractor if desired. The contractor is responsible for all damage incurred by the moving operation.
1.4.5 Description of Telecommunications and Electronic Security System Work
There are several base networks that need to be maintained during the renovation of Buildings 301 and 302. If these networks go offline they will disrupt communications in other buildings across the base. Building 302 houses one of the four base Information Transfer Notes (ITN). This ITN is in an Inter-Switch Trunk (IST) configuration with building 310 ITN providing hot standby failover capability and load sharing for the Command Post and Ops Ground and bi-directional routing for the base LAN. Building 302 houses the Base Network Control Center (BNCC) which hosts the primary base share drive, the base file plan server, the HBSS scanner, the wireless network server and client servers such as digital dental, fire department and the OPS PEX server. Building 302 houses the SIPRNET server and the head end CATV system for the base.
All telecommunications work shall be furnished, installed, and tested by the contractor including cabling, connectors, outlets, racks, patch panels, patch cords, fiber and fiber patch panels, labeling and testing.
All cable trays, conduit, patch panels and related items shall be part of the base bid package. The purchase, installation, testing and labeling of all communications equipment and wiring shall be a separate line item "Bid Option".
1.4.6 Work with SIPRNET Area
Power and communication to SIPRNET area shall be fully functional throughout entire project. All work within the SIPRNET Area shall be coordinated with the Contracting Office's Representative. All work shall be observed by the base personnel. If base personnel is not present, no work shall be completed. Access to SIPRNET area will be strictly controlled by the Government throughout the duration of the project.
1.5 PROJECT ENVIRONMENTAL GOALS
Contractor shall distribute copies of the Environmental Goals to each subcontractor and the Contracting Officer. The overall goal for design, construction, and operation is to produce a building that meets the
SECTION 01 11 00 Page 6 functional program needs and incorporates the principles of sustainability. Specifically:
a. Preserve and restore the site ecosystem and biodiversity; avoid site degradation and erosion. Minimize offsite environmental impact.
b. Use the minimum amount of energy, water, and materials feasible to meet the design intent. Select energy and water efficient equipment and strategies.
c. Use environmentally preferable products and decrease toxicity level of materials used.
d. Use renewable energy and material resources.
e. Optimize operational performance (through commissioning efforts) in order to ensure energy efficient equipment operates as intended.
Consider the durability, maintainability, and flexibility of building systems.
f. Manage construction site and storage of materials to ensure no negative impact on the indoor environmental quality of the building.
g. Reduce construction waste through reuse, recycling, and supplier take-back.
1.6 EXISTING WORK
In addition to "FAR 52.236-9, Protection of Existing Vegetation, Structures, Equipment, Utilities, and Improvements":
a. Remove or alter existing work in such a manner as to prevent injury or damage to any portions of the existing work which remain.
b. Repair or replace portions of existing work which have been altered during construction operations to match existing or adjoining work, as approved by the Contracting Officer. At the completion of operations, existing work shall be in a condition equal to or better than that which existed before new work started.
1.7 ON-SITE PERMITS
1.7.1 Utility Outage Requests and Utility Connection Requests
Notify the Contracting Officer 's Representative at least 72 hours prior to starting excavation work. Contractor is responsible for marking and verifying all utilities not marked.
The Contractor shall verify the elevations of existing piping, utilities, and any type of underground obstruction not indicated or specified to be removed. But indicated in locations to be transversed by piping, ducts, and other work to be installed. Verify elevations before installing new work closer than nearest manhole or other structure at which an adjustment in grade can be made.
Work shall be scheduled to hold outages to a minimum.
Utility outages and connections required during the prosecution of work that affect existing systems shall be arranged for at the convenience of

Contracting Officer 's Representative may permit utility outages at his discretion.
Contractor shall not be entitled to additional payment for utility outages and connections required to be performed outside the regular work hours.
Requests for utility outages and connections shall be made in writing to the Contracting Officer 's Representative at least 14 calendar days in advance of the time required. Each request shall state the system involved, area involved, approximate duration of outage, and the nature of work involved.
1.7.2 Borrow, Excavation, Welding, and Burning Permits

1.8 LOCATION OF UNDERGROUND UTILITIES
Obtain digging permits prior to start of excavation by contacting the Contracting Officer 's Representative 15 calendar days in advance . Scan the construction site with Ground Penetrating Radar and electromagnetic or sonic equipment, and mark the surface of the ground, where existing underground utilities or utilities encased in pier structures are discovered. Verify the elevations of existing piping, utilities,and any type of underground or encased obstruction not indicated to be specified or removed but indicated or discovered during scanning in locations to be traversed by piping, ducts, and other work to be conducted or installed.
Verify elevations before installing new work closer than nearest manhole or other structure at which an adjustment in grade can be made.

1.9 SALVAGE MATERIAL AND EQUIPMENT
Items designated by the Contracting Officer to be salvaged shall remain the property of the Government.
The salvaged property shall be segregated, itemized, delivered, and off-loaded at the Government designated storage area located within 2 miles of the construction site. Soil and rocks must be separated prior to delivery to the storage area.
Contractor shall maintain property control records for material or equipment designated as salvage. Contractor's system of property control may be used if approved by the Contracting Officer. Contractor shall be responsible for storage and protection of salvaged materials and equipment until disposition by the Contracting Officer.
