1. Does the entire fence rest on a concrete pad.? How thick is this pad? How solid and uniform is the pad.? Is is badly broken up or? Can bolt down concrete anchors be used. Does the contractor need to cut through existing old concrete and bury new posts in new poured concrete bases? Will bolt down method using welded base plates on each fence post be the method employed?
The slab is approximately 6" thick; anchors can be used. The proposed fence must be on existing slab.
(Par 2.2.5.)
2 Are we to have base plates welded onto the fence uprights and these base plates are then to be bolted into the concrete pad? What is the thickness and dimension of these base plates. Do they need to be painted?
See Par. 2.2.4 &2.2.5; base plates to have matching finish as fence posts.
3. Is the fence line clear of brush trees etc? Will any brush cut back or tree cutting be necessary?
The proposed fence line is clear of obstacles.
4. The scope of work mentions that the DRMO yard has things stored on it. What sorts of “things”.
This area is used for housing Government Equipment, Furniture etc.
5. Very important. Will the contractor have to bring in heavy equipment ie fork lift to move stored items out of way so that the fence can be installed. Are these stored items moveable by hand or will forklifts etc be necessary to move them?
There is no need to move any stored items.
6. This fence sounds like the standard Dept of Defense fence system called “FE-7”. The description of the grade of materials, bracing, outriggers and barbed wire etc is all described in the USACE manual: Caution-https://s3.amazonaws.com/ResearchDocuments/Prod/01-06-2012/FENCE-SPEC.pdf < Caution-https://s3.amazonaws.com/ResearchDocuments/Prod/01-06-2012/FENCE-SPEC.pdf >
Is this the standard your facility is trying to achieve “FE-7” as spec’d by USACE and the Department of Defense? Ths grade of materials and mode of installation will cost the contractor more...and this needs to be clearly stated.
The materials and required installation are clearly defined in the S.O.W.
7. Are gates to be installed in the fence. If so how many and what type?
No gates are required.
8. How secure is this area. How freely accessible is it. Will multiple daily searches and vehicle searches be routine?
The DRMO Yard is accessible for the work to be carried out. (See Par. 1.6.)
9. What sorts of security check will be required for workers? FBI full clearance or an more expedited sort of security clearance?
(Par. 1.6.)
10 Does the contractor have to do any clean up of brush or existing debris inside the installed fence?
Par. 2.2.6.
11. Where can contractor park cars and where can a tools and materials be stored onsite?
Staging Areas and Parking will be determined on site.
12 Will technical proposals play a role in contract award. What is the Govt looking at regarding technical proposals ? Proposed gate design? Enhanced security? Quality of materials.”Strength of anchor systems?
Per the solicitation, the evaluation is based on price only.
