PROPOSAL INQUIRY FORMAT

SOLICITATION W912K6-13-R-0008

NOTE: ALL PRE-PROPOSAL INQUIRIES SHALL BE SUBMITTED VIA EMAIL IN THIS FORMAT!!

EMAIL: 175WG.MSC@ang.af.mil

Date of RFI: 12 September 2013

Proposal Inquiry:

1. Since the generator model and sizes have been provided, do we still need to investigate and calculate the existing loads to the generators and ATS’s? Contractors may use the information provided and will not have to calculate existing loads to the generators and ATS’s,

2. In line 5 of “Deliverables” on page 5 it states, “The design would consider electrical components that provides voltage and phase matching technology”. Does this mean we are to provide closed transition switches? Contractors will only have to provide open-transition transfer devices for all generators. Due to critical equipment loads in the Radio Relay Bldg #2072, contractors must provide for bypass/isolation capability.

3. Is there an existing monitoring system we will need to interface with? If so, what is the system? There is no monitoring system in place to interface with this operation.

4.Can we get a copy of the Air Force standards which our design and installation must comply with?

5. Specific gallons of fuel and hours of operation are indicated in the RFP. If the gallons of fuel noted does not provide the time listed, are we required to increase the fuel tank size to provide the specified time. If so, can we reduce the fuel tank size if the specified gallons of fuel is greater than what’s needed for the specified time? The preference is to have the largest size fuel tank that will safely fit per the recommendation of the company providing the generator up to 72 hours at 100% capacity. It may be scaled down to a size that will provide at least a 24 hour run time at 100% capacity.

6. Building 2040

a.Are existing panels to remain and connected to the ATS.
b.Connecting the specified 100A MLO panel to the specified 225A ATS will result in a code violation. Please confirm panel rating.

See Facility 2040 Proposed Condition.

7. Confirm that all fuel will be provided by MD-ANG or other and not by the contractor. Note that awarded contractor will be responsible for providing fuel for initial testing and startup. MDANG will provide remaining fuel amount.

8.Will the contractor take ownership of all equipment to be removed? Provide list of equipment, if any, to go back to MD-ANG or others.
The Contractor is to remove the generators to the DRMO Holding Area located at the MDANG.
