1. What is the rationale behind using NAICS 621498 instead of the more appropriate NAICS 621210 for a dental, only, contract? Would you consider changing to the more applicable NAICS 621210 total business set-aside as you had always used prior to the incumbent contract?
The thought process is that we are not utilizing dentist offices. The exams are being done at military installations in mobile (ambulatory) facilities at various locations throughout the state instead of their own private or group practice offices. Yes, it is dental services on this contract but the soldiers are going through Physical Health Assessments (PHA) and dental is just one part of the assessment. It is my opinion that 621498 is a more accurate description.
2. The FBO announcement says, “…provide dental exams and dental treatments….in North Little Rock…, and mobile dental exams and mobile dental treatments at various locations within Arkansas.” PWS Sections 5.0 thru 5.4 fairly states the same.
a. Can it be concluded that exams and treatment can be done within the government facilities at Camp Joseph T. Robinson, and mobile facilities only required for sites other than MEDCOM?
No, Due to the location of the State Physical Health Assessments (PHA) at the State Surgeons Office located at MEDCOM, Using other locations will hamper this operation.
b. Because of the much greater efficiency (and a relatively small footprint), will you allow for exams to be done with the facilities at sites other than MEDCOM, only using mobile units for the treatment portion?
Yes, if space is available for exams and treatment space will be provided at locations other than MEDCOM. As stated in PWS, the government will inform Contractor in advance of availability.
3. Will ARARNG be providing the military computers now required for DENCLASS?
No, as stated in PWS, Contractor is responsible for all supplies to accomplish contracted task.
4. You mention “unrestricted” licensure. Will this allow for licenses of our teammates from other states?
No, as stated in PWS, all must be licensed to practice in the State of Arkansas.
5. What is the greatest number of simultaneous events on any given event weekend?
Typically less than 3 but these will be determined by the Army tempo for deployment.
6. How many events are typically three days? Two days?
On average, there are 2 months with the requirement of a 3 day event(exams and treatment) to include MEDCOM ( 2 days treatment) simultaneously. There will also be a requirement for 2 months of 2 day events ( exams and treatment) to include MEDCOM (2 day treatment) simultaneously.
7. How many events are typically exam only? Treatment only? Combination exam/treatment?
Typically exams and treatment are done together but as of now there are 8 months with treatment only at MEDCOM and one month to include exams.
8. Are the treatment events usually for soldiers identified as DRC 3 at an earlier event, or identified that same event during their exam?
Treatment on DRC3's are to be done at the same event unless indentified by the government. There may be extra events if military tempo increases.
9. Does all dental treatment require a new pano or just those procedures that significantly change a forensic file (extractions, root canals, multiple restorations)?
All treatment will require a new pano for forensic and quality control purposes.
10. What is the blood pressure threshold to consider a soldier hypertensive and in need of being referred to the state medical authority?
Any blood pressure that is over 150/100 will not have treatment for safety reasons.
11. Because these are not full-time positions, does 52.222-17 apply?
No
12. Regarding PWS and Technical Exhibit 1, 5.5 Continuation of Care: Is this referring to post-event emergencies following treatment? Technical Exhibit 1 states “….provide follow-up treatment as required from results of exams.” Should that say treatment?
Yes, it should read for both exams and treatment. This protects the Soldier, military and contractor.
13. Does the company have to be owned by a Dentist to bid to perform or receive an award on this contract?
No
14. Does Arkansas law require the bidding company to be owned by a Dentist?
No, Arkansas law requires the dentist be licensed to practice dentistry in Arkansas.
15. Will Arkansas provide CAC sponsorship?
No, that is the responsibility of the contractor.
16. Will you allow space inside for exams and or Treatment? 5.4 page. 12, states Mobile practice is required for dental exams events, however; if the events could be confirmed that space is available this could save the government on cost.
Yes, when available. However, space availability changes. It is the responsibility of the contractor to provide the services in the event that inside space cannot be provided by the Government. For proposal purposes, assume space will not be available.
