FY12 BASIC MATOC SOLICITATION

1. Exhibit G – Proposal Inquiry - Zieson Construction Co, LLC Are we to assume that the prototypical project is be priced up accordingly for Topeka, KS or Camp Shelby Mississippi? This questions is being asked pertaining to subcontractor competitive pricing and wage rates per state.
In Exhibit A part 2.B of the solicitation we are to provide a list of subcontractors for the disciplines listed. Are these contractors to be specific to the task order locations mentioned within the MATOC or specific to the prototypical project?
Answer for Q1: The prototypical project is to be priced up accordingly for Topeka, KS.
Answer for Q2: Exhibit A part 2.B, The subcontractors are to be specific to the task order locations mentioned within the MATOC and specific to the prototypical project.
2. Exhibit G – Proposal Inquiry – Vazquez Commercial Contracting, LLC On page 19 of the solicitation it indicates that formal teaming arrangements can be utilized on this project. My estimator indicated to me that this was something that still had not been decided based on the Pre-proposal conference. Any information would be greatly appreciated.
I was also wondering if there is a size standard for the company you are teaming with. Do they need to be a small company to be a member of this teaming arrangement. Would it be ok for the small company to be the lead on the teaming agreement with a large company. Please advise.
Answer: The FY12 Basic MATOC Solicitation has been set-aside for total small business. The size for total small business is $33.5M. The Kansas Army National Guard does not participate in a mentor-protégé program. A small business can submit their own proposal for the FY12 Basic MATOC solicitation without using the mentor-protégé program.
3. Exhibit G – Proposal Inquiry – SBA Construction Can a Form DD 2626 - Performance Evaluation be submitted in place of a Exhibit C Past Performance Evaluation for a previous MATOC project?
Answer: Yes, you can use the DD Form 2626.
4. Exhibit G – Proposal Inquiry – Ron Fowles Construction I am working on our proposal for the USPFO MATOC Solicitation that is due next week and had a question for you. We are supposed to list subcontractors that we would use for the contract and I didn’t know who all I needed to list and have fill out Exhibit B. It says to list electrical, mechanical, roofing, horizontal disciplines, and civil site work. What all is included in the Horizontal Disciplines section? Thank you for your help.
Answer: The following should be included in the horizontal disciplines section: specialties such as erectors, masons, carpenters, painters, dry wall, asphalting, excavating, concrete, etc.
5. Exhibit G – Proposal Inquiry – Mohan Construction, Inc.
Previously we have had a Design Build Section in Exhibit D. This year I do not see any section for this, is that correct.
Answer: This has changed and there is not an area on Exhibit for design build. The procedure for Design Build Projects is on page 75 of 135 of the MATOC solicitation, which is new for the FY12-FY15 MATOC Solicitation. We will not evaluate for Design Build. The MATOC contractors will be evaluated each time there is a design build project, whether it’s for non-complex and complex design build project.
6. Exhibit G – Proposal Inquiry – S&S-Excel Constructors Page 17 of 135 Solicitation:
Item 1.6.5 requires page numbers, however, that would mean manually applying page numbers to all Exhibits being sent out to clients. Is page numbering necessary?
Answer: Please follow the instructions as stated in FY12 MATOC Solicitation: the page number is not necessary for the exhibits.
7. Exhibit G – Proposal Inquiry – TMG Services, Inc.
1. Exhibit E MATOC PROPOSAL FORM? Note: Item 0002 of this “provide Screens for Replaced Windows.” Please clarify what the scope of this work is for and for which windows are to be replaced. The prototypical project is for new construction.
2. Section 01100 Alternates: The specifications have 2 additional alternates that are not listed on exhibit E MATOC Proposal form: Additive Alternate Number one “Add new communications upgrade to existing guard shack pedestal. Refer to sheet E101.” And Additive Alternate number Two “New perimeter fence, gates, and hardware as specifies in section 02831.” Please clarify if we are to provide pricing for these additional alternates and if so, please clarify scope, provide drawings and revise bid form.
3. Page 19 of 136, section 2.2.2 states, “Provide a list of major subcontractors or teaming partners to be utilized on this project....” and section 2.2.2.2.1 states, Provide a list of major subcontractors to be utilized in the following areas: Electrical, Mechanical, Roofing Etc. Since this is a sample project are we still to provide our proposed subcontractors. Note: Please clarify/requirement/intent.

8. Exhibit G – Proposal Inquiry – Senne & Company, Inc.
Some aspects of the prototypical project’s building electrical service were apparently originally part of an alternate. How is this to be handled for the pricing exercise? Also, is it to be assumed that the site utilities and site preparation required are exactly as shown on the drawings?
Answer:
We are not including any alternates for the prototypical projects. If you do price them, the alternate pricing will not be evaluated.

Concerning the Exhibit C Past Performance Evaluation Questionnaire, is the due date those are to arrive back to you still May 2? If the due date has been changed I would appreciate the updated information. Thank you for your time and assistance.
