Questions and Answers

1. My company is preparing our response to Digital Advertising Solicitation Number: W912J2‐17‐T‐ 0013 and we have a question regarding ITEM NO 001 in the SF_1449. We are unable to provide a fixed cost for CPC (Cost Per Click), but can provide a fixed cost for cost per 1,000 impressions, will this be acceptable?

‐ In order to fairly evaluate quotes, all bids must follow the solicitation/synopsis.

2 Is our agency able to use civilian proof of contracts to complete the prerequisites for this opportunity?

‐Yes, as long as it is relevant and meets the requirements of the synopsis.

3. We had one question about this solicitation. There is a comment in the description that says “The principle NAICS is 541810 and size standard is 15.0 Million Dollars annual revenue.” We wanted to clarify. Does this mean that we would have to have 15.0 Million Dollars in annual revenue in order to be able to bid on this solicitation?

‐ 3 Year Average Revenue must Equal or below 15.0 Million

4. Does the Combined Synopsis/Solicitation under solicitation number W912J217T0013 contain requirements similar to a current contract? If possible, please provide the current contract number.

Or, is this a new requirement for the government?

‐The WIARNG did the same contract last year W912J2‐16‐P‐0060. The Requirements are similar

5. It is my understanding that your agency is requesting a budget breakdown based on singular deliverables: CLIN 0001 (series of Interactive Banner Ads Quote for Cost per Click), and CLIN 0002 (Pre‐ Roll Video Advertisement Cost per View).

Are bidders expected to provide simply the cost per click (the cost of executing the campaign as a Google display ad) and cost per view, or should the cost also be inclusive of any labor required (graphic design, project management, reporting, etc)? It would be easier to provide a quote if the agency was able to give a suggested quantity for each deliverable. Is this an option, just for the sake of submitting a reliable quote?

‐ The government would like all cost built into the Cost Per Click and Cost Per View. At this time the government doesn’t have a desired QTY for them. The government is more interested in the quality of the people clicking on them. Follow the information in the SOW.

6 . Whether companies from Outside USA can apply for this?

(like, from India or Canada) Per the Trade Agreement Act and Far part 25.402(b) Companies India or Canada are permitted to bid on this contract.

7. Whether we need to come over there for meetings

‐All meetings will be accomplished via email, telephone, and teleconference.

8. Can we perform the tasks (related to RFP) outside USA?

(like, from India or Canada)

No

9.. Can we submit the proposals via email?

Email is the preferred method

10. We do not have any information on formatting, process or deadline for submission.

‐ all this information is located in the synopsis and SOW on www.fedbizops W912J2‐17‐T‐0013

Please advise on timing and any other factors. Most importantly, is the RRB willing to work with a non‐Wisconsin based firm?

See SOW‐Timing and Frequency Firms can be located anywhere in the USA, however targeting of Advertising will be focused on residents of WI.

11. Would we be able to place a pixel on the WIARNG site/landing page for a few days?

‐ We currently do not have authorization to use tracking pixels. If changed we would certainly do so
