QUESTIONS AND ANSWERS FOR VOLK FIELD REQUEST FOR PROPOSALS

SECOND SET OF ANSWERS 11 MAR 2011

REPAIR ROAD, MUNITION STORAGE W912J2-11-R-0002 and ADAL A/SE FACILITY W912J2-11-R-0005

1. For the Volk Field CRTC - Repair Roads, Munitions Storage project, what type of permits are associated? I do read that a permit from the base fire dept is required for some of the work; does that come with a cost? Please advise as to the permitting process for not only the Repair Roads, Munitions Storage project, but also the ADAL A/SE Facility, BLDG 509. A timely response is appreciated.

ANSWER: Fire Department "Hot Work" permits are required during hot work (i.e. welding, possibly paving but I don't think so) and are free to obtain. If they are working on any projects that bring them into confined spaces, they'll also have to apply for a permit there as well, but once again no cost.

Storm water permits are the only permits that cost money that the contractor is responsible for paying. We do it this way (and is spelled out in the Munitions Storage drawings) so that the Government isn't trying to write a check (WI DNR doesn't take credit card). Getting a actual paper check can sometimes take up to a week (which would just delay the contractor). This way he can do it on his own time. For Munitions Storage the paperwork has already been filled out by Mead & Hunt, just needs to be signed and set in(I have it). Fees break down this way:

1 acre disturbed land - no fee/permit

1 to 5 acres disturbed land - $140

5 to 25 acres disturbed land - $235

25 acres disturbed land - $350

ADAL A/SE FACILITY W912J2-11-R-0005

1. The project specifies asbestos abatement, but none is listed for Building 509. Is there any asbestos work for this project?

ANSWER: The Governments supplied "Hazard Assessment Summary" Report attached to specification section 011620 shows (2) tables and a floor plan. This calls it out as building 504, but the vestibule leading to the north is part of the 509 project
