SECTION SF 30 - BLOCK 14 CONTINUATION PAGE
The following have been added by full text:
QUESTIONS/ANSWERS 0001
QUESTIONS AND ANSWERS AMENDMENT 0001:
QUESTION 1: What is the current contract number, name of the current contractor, and
CAGE Code?
ANSWER 1: W912HZ-14-C-0007
South Dade Air Conditioning & Refrigeration, Inc.
CAGE: 6N1C9
QUESTION 2: Regarding existing contract staff, what is the total number of personnel?
ANSWER 2: This information is not available. The requirement does not specify a specific number of employees necessary to perform the required services. Under a Firm Fixed Price contract, the vendor is responsible for determining the labor quantities, labor mix, and labor disciplines.
QUESTION 3: Discussion - Section 13.5 of the Performance Work Statement requires the
Contractor to provide system balancing services on a service call basis. This section also requires that these services be provided by a firm/technician certified by either NEBB or
AABC. This will require these services to be subcontracted to a certified test and balance firm. The cost associated with service calls is covered by Bid Item 002 for Labor, Bid Item
003 for Parts, or Bid Item 003 for Unit Replacement. These services are clearly not parts or unit replacement, and the man-hour rate for test & balance services will be much higher than a typical man-hour rate for normal mechanical repairs.
How is this to be reimbursed?
ANSWER 3: This will be reimbursed at the rate specified in Item 002.
QUESTION 4: Discussion – The bidding schedule provides dollar amounts for service call labor, parts, and unit replacements. In order to determine the actual manpower requirements to fulfill this requirement, we will also need to know the number of service calls in a given period (Annually or monthly). This will permit us to determine accurately the manning required to achieve the required response time.
Please provide historical service call number in a given period.
ANSWER 4: Service call labor, parts, and unit replacements is not guaranteed by this contract.
Preventive Maintenance calls far outweigh Service calls. The number of service calls alone does not paint a clear picture of the work as these calls can vary greatly in Size, Scope, and cost.
The historical service calls as requested, for the past 12 months, are:
July 2018 42
August 2018 41
September 2018 36
October 2018 41
November 2018 43
December 2018 35
January 2019 60
February 2019 34
March 2019 46
April 2019 41
May 2019 57
June 2019 71
QUESTION 5: Discussion – Performance Work Statement section 2.2 calls for specific qualifications for technicians. 1 Technician is to be certified to perform work on the chillers in Bldg B-8000. 3 Technicians are to be NATE certified.
Is it the Government’s intent that this requirement cover 4 technicians or can the chiller technician also be one of the NATE certified technicians so long as he also holds that certification?
ANSWER 5: One technician can be dual certified in McQuay Mag-Lev chillers and NATE.
QUESTION 6: Discussion – Section L3.4.2.2 Key Personnel states that we shall submit the names and qualifications of the 3 NATE certified technician. No other key personnel are allowed for in this section.
Is the Technician certified to work on the Mag-Lev Chillers key personnel or not? Can the contractor also submit other key personnel or are we limited to only the positions covered by Section L3.4.2.2?
ANSWER 6: Yes, the McQuay Mag-Lev Chiller technician is considered key personnel.
Submit as many key personnel as you like. Remember, this is a best value based award contract.
QUESTION 7: Discussion – Section L.3.2 of the Proposal Preparation Instruction provides conflicting information on the number of Volumes to be provided.
Please clarify the correct number of each volume we are required to submit.
ANSWER 7: The correct number of each volume to be submitted is four (4), an original plus three (3).
QUESTION 8: PWS Section 3.0 outlines the present operating conditions and goes on to state in the last sentence that “Research Laboratory and other mechanical equipment is typically maintained and operated in accordance with the manufacturer’s specifications.”
Is there any requirement to operate any of the equipment outside of normal operating parameters or perform maintenance either on a schedule more frequently than the manufacturer’s standard frequency or to perform maintenance activities in excess of those called for in the manufacturer’s standard maintenance schedule?
ANSWER 8: Not unless specifically stated in the solicitation.
QUESTION 9: PWS Section 4.41 requires that chemical treatment for the closed loop systems and cooling tower be included as part of our firm fixed price preventative maintenance services.
Please provide a description of each loop including the equipment on the loop and the volume of the loop.
ANSWER 9: This information is not currently available. Chemical estimates can be made based on the equipment list provided with this solicitation. Actual chemical requirements will be based on analysis and will vary based on environmental conditions throughout the year.
QUESTION 10: PWS Section 7.3 requires that the contractor submit 3 quotes for any parts whose value exceeds $3,000. PWS Section 7.0 requires that “All replacement parts and components shall be new and from the original equipment manufacturer where available.”
If the Contractor is restricted to purchasing replacement parts and components from the original equipment manufacturer if they are available, how are we to get 3 separate quotes?
ANSWER 10: Although brand name, items may be available from multiple vendors.
QUESTION 11: PWS Section 8.0 covers Unit Replacement and is titled “Equipment
Replacement or Upgrade”. This section makes the following requirement – “Such equipment shall be maintained at no additional cost to the government…” If the replacement equipment is in fact an upgrade over the old equipment it will likely have increase capacity and capability. This increase in capability and capacity will likely come with different maintenance requirements for the new equipment.
In the event that unit replacement results in an identifiable increase in the cost to perform the preventative maintenance, can the contractor submit for an equitable adjustment to cover the increased cost to perform the maintenance on the replaced or upgraded equipment?
ANSWER 11: Upgrade in this statement refers to more reliable systems or components not to an increase in capacity/capability (except for the minor gains that are typical of newer technology) and therefore no additional cost for maintaining this equipment will be considered (newer equipment typically means less maintenance). Section 8.1 covers changes in requirements.
QUESTION 12: Can the equipment list for this solicitation be made available in Excel or
Comma Separated Variable (CSV) format?
ANSWER 12: These formats can be provided to the successful bidder after contract award.
QUESTION 13: Does any or all equipment have internet accessible status monitors? If not, do technicians need to be on site 24/7/365 to monitor critical equipment?
ANSWER 13: No monitors. We do not expect technicians to stay on base 24/7/365. We do expect technicians to check critical equipment 7/365 for as long as it takes to ensure the critical equipment is capable of running until the next check. We also expect technicians to be available
24/7/365 if called to respond to issues.
QUESTION 14: If remote monitoring is not installed, is installation of such equipment allowed on either the internet or intranet?
ANSWER 14: Currently No. This is something that has been discussed for future implementation but, due to security concerns, this will not be implemented anytime in the foreseeable future.
QUESTION 15: Is there information available about the “Non-displacement” individuals currently in place? (Number of people, their qualifications, certifications, salaries)
ANSWER 15: FAR clause 52.222-17(d) states: (1) The Contractor shall, not less than 30 days before completion of the Contractor’s performance of services on the contract, furnish the
Contracting Officer with a certified list of the names of all service employees working under this contract and its subcontracts at the time the list is submitted. The list shall also contain anniversary dates of employment of each service employee under this contract and its predecessor contracts with either the current or predecessor contractors or their subcontractors.
Where changes to the workforce are made after the submission of the certified list described in this paragraph, the Contractor shall, in accordance with paragraph (e) of this clause, not less than
10 days before completion of the services on this contract, furnish the Contracting Officer with an updated certified list of the names of all service employees employed within the last month of contract performance. The updated list shall also contain anniversary dates of employment, and, where applicable, dates of separation of each service employee under the contract and its predecessor contracts with either the current or predecessor Contractors or their subcontractors.
(2) Immediately upon receipt of the certified service employee list but not before contract award, the contracting officer shall provide the certified service employee list to the successor contractor, and, if requested, to employees of the predecessor contractor or subcontractors or their authorized representatives.
QUESTION 16: Can you share the total number of technicians currently performing the duties defined in the Scope for this project?
ANSWER 16: See number 2 above.
QUESTION 17: Are any of the PLCs remotely accessible for troubleshooting and monitoring purposes?
ANSWER 17: No. This is something that has been discussed for future implementation but, due to security concerns, this will not be implemented anytime in the foreseeable future.
QUESTION 18: Does ERDC have and maintain licenses for the versions of Allen Bradley
PLCs currently onsite? If not, is there a list of each brand and version of PLC in service?
ANSWER 18: Yes, ERDC has and maintains all necessary licenses for the versions of Allen
Bradley PLCs on site.

The Past Performance Questionnaire (PPQ) included in the solicitation is provided for the offeror or its team members to submit to the client for each project the offeror includes in its proposal for the Past Performance Factor.
Ensure correct phone numbers and email addresses are provided for the client point of contact. Completed Past
Performance Questionnaires should be submitted with your proposal. If the offeror is unable to obtain a completed
PPQ from a client for a project(s) before proposal closing date, the offeror should complete and submit with the proposal the first page of the PPQ (Attachment 1), which will provide contract and client information for the respective project(s). Offerors should follow-up with clients/references to ensure timely submittal of questionnaires.
If the client requests, questionnaires may be submitted directly to the Government’s point of contact, Traci K.
Hoofman via email at traci.k.hoofman@usace.army.mil prior to proposal closing date. Offerors shall not incorporate by reference into their proposal PPQs previously submitted for other RFPs. If an Offeror has no relevant past performance history, the Offeror must affirmatively state that it possesses no relevant directly related or similar past performance.
The Government wants to ensure timely contract award. To that end, Offerors are encouraged to submit Past
