Question and answer document #1 Question 1 – Can you provide an explanation of the asterisks shown on Section B, Bidding Schedule?
Answer 1 – The asterisks included for the base year and each option year on CLIN x003 (0003, 1003, 2003, 3003, and 4003), CLIN x004 (0004, 1004, 2004, 3004, and 4004), and CLIN x005 (0005, 1005, 2005, 3005, and 4005) are Estimated/ Not to Exceed Amounts that will be determined by the Government and these amounts will be the same for all vendors. These amounts are estimated, not guaranteed amounts for unknown reimbursable work that may be required for the described CLINs. Vendors should not input an amount for these CLINs.
CLIN x003 (0003, 1003, 2003, 3003, and 4003), CLIN x004 (0004, 1004, 2004, 3004, and 4004), and CLIN x005 (0005, 1005, 2005, 3005, and 4005) should include the loaded hourly rate for service calls. In the event performance of a task requires non-exempt employees to work in excess of an “established” normal workweek (usually 40 hours), the contracted employee would be eligible for an overtime or double time premium. The Health and Welfare benefits should not be applied in calculating the loaded hourly rate for premium hours. The entire rate should not increase, just the hourly wage portion. Fixed costs, such as fringe, FICA, FUTA, and SUTA should not increase if the employee works more than a 40 hour week.
Question 2 – Does the Combined Synopsis/ Solicitation under solicitation number W912HZ16R0009 contain requirements similar to a current contract? If possible, please provide the name of the incumbent vendor and/ or the current contract number. Or, is this a new requirement for the government?
Answer 2 – Solicitation W912HZ16R0009 is similar to the services currently provided under contract W912HZ-11-D-0001 with H&H Marine Services, 95 Graceland Circle, Vicksburg, MS 39180.
