Interested Vendor Questions and Answers Pile Repair Demonstration
01 June 2016
1. Question: With regard to providing pricing for the Option 2 Task (the LOUA), what materials will the Contractors be required to provide, and what type of structure will be repaired during the assessment?
1. Answer: The Corps of Engineers will purchase and provide the materials to be used in the Option 2 utility assessment. The structure will be a dock pier type structure.
2. Question: Does the Corps of Engineers want a price given for the Base Task, Option 1 and Option 2 that corresponds to a demonstration price, or does the government seek pricing that is closer to real project costs given the types and amount of piles to be repaired?
2. Answer: The Corps of Engineers seeks pricing for the materials, travel, labor, and any other costs required to conduct the particular technology demonstration in a laboratory environment that is described in the Performance Work Statement for the Base Task and for the Option 1 Task, regardless of the actual project costs that might be incurred in a “real-world” scenario. For the Option 2 Task, the Corps of Engineers will purchase and provide the materials to be used in the utility assessment.
3. Question: In Task Option I, the demonstration will be in 3 to 5 feet of water. Is our Technical Representative required to be in the water, or will the Corps of Engineers be self-performing and we will be offering just technical expertise?
3. Answer: The Contractor will be required to have installers in the water for the Option 1 Task.
This does not necessarily mean that the same Technical Representative who will be at the operational assessment for the Option 2 task is required to be one of the installers for the Base Task or the Option 1 Task.
4. Question: Will the Contractor need to provide all material and equipment for the Base Task, as well as for Option 1?
4. Answer: Yes, the Contractor must provide the materials for the Base Task and the Option 1 Task.
5. Question: For the Option 2 task, is this strictly a technical training session, or is it hands-on?
Will the Contractor be required to have a diver in the water?
5. Answer: The Option 2 Task has a technical training component and an observation component. The training will occur prior to a live demonstration (the LOUA). The demonstration must be "hands off" meaning observers cannot interact with the soldiers installing the piles. No, the Contractor is not required to have a diver in the water for the LOUA.
6. Question: Are we required to provide you the Quote Submission Form and the resume of our Technical Representative by 25 May 2016?
6. Answer: Yes, the Offeror must provide pricing and a proposal that includes the technical qualifications of the technical representative along with information regarding the product. See the Combined Synopsis/Solicitation regarding the information to include in the proposal.
7. Question: Regarding pricing for the repairs, are there particulars on the piles being repaired, or are you looking for just a cost for our product? We can’t provide quantity of bags, or jacket lengths, etc if we don’t know.
7. Answer: See the Performance Work Statement for a description of the piles to be used in the Base Task and the Option 1 Task.
8. Question: Does the White Paper that we have previously submitted answer the requirement for the written proposal.
8. Answer: It is possible that the White Paper answers all of the requirements of the proposal, but any information that has been previously submitted will not be used in the evaluation of competitive proposals. It is recommended that the Offeror re-submit the White Paper with this proposal if the Offeror thinks that it meets the requirements for the proposal that are listed in the Combined Synopsis/Solicitation that is posted to the Federal Business Opportunities website.
9. Question: Regarding the second timber pile, will the USACE be able to provide a 4-foot section of timber pile for use in the Posting Operation at each location; Base Task, Option1 Task and Option 2 Task?
9. Answer:
10. Question: Regarding the Option 1 Task that will be conducted in the water, will the USACE require the Contractor to provide a Standard EM 385 Dive Team which would include two divers and two tenders?
10. Answer: Option 1 will be in less than 4 feet of water. The safety office does not require divers or a dive plan per EM 385-1-1 for that depth of water. In the event that there is a change in venue requiring divers, the Corps of Engineers will either provide divers or the cost of divers and equipment will be negotiated.
11. Question: Regarding the Option 1 Task that will be conducted in the water, will the USACE require the Contractor to provide a Dive Operations Dive Program?
