Geotechnical and Structures Laboratory (GSL) Support Services Performance Work Statement
Pile Jacketing Demonstration
Branch: Geotechnical Engineering and Geosciences Branch
Task History/Overview: The U.S. Army Corps of Engineers (USACE) Engineer Research and Development Center (ERDC) is issuing this announcement for proposals to demonstrate expedient repair technologies for damaged and/or deteriorated timber and concrete piles that are part of overwater pier/wharf structures. Piles are damaged/deteriorated from outside influences such as marine organisms, rot, and impact, resulting in reduced load allowances and usability for the pier structure. Commercial off-the-shelf (COTS) technologies such as pile jacketing can provide a quick and less costly alternative to pile replacement in these situations.
While jacketing is specifically mentioned, any other technologies that can expediently reinforce a pile back to its original structural capacity are also of interest.
Technical Approach: The proposal will explain the technology, cost, and ability to perform a demonstration of expedient repair technology to damaged and/or deteriorated timber and concrete piles that are part of overwater pier/wharf structures.
The government principal COR will communicate via email, phone and or face-to-face meetings to provide the contractor’s designated point of contact with all logistical details about the tasks in the Performance Work Statement. It is the contractor’s responsibility to manage and direct the resources necessary to complete these tasks without direction and or supervision by government personnel. ERDC will not manage and or supervise any contractor personnel.
This contract will consist of a Base Task with two Option Tasks.
Base Task: Technical Testing The Base Task will be performed at the Waterways Experiment Station in Vicksburg, MS. For this task, the contractor shall explain the pile repair technologies and demonstrate the technologies on three control piles provided by the government. The three piles are two timber piles and one concrete pile. The piles will be supported on a rack and spaced 5 feet on center.
The test rack will be supported and repairs will be conducted on dry land. The concrete pile will be a 10 inch by 10 inch square reinforced concrete pile. The concrete cover will be removed exposing the rebar cage to simulate damage/deterioration. The length of damage is 3 foot section on the concrete pile. One timber pile will be an 8 inch diameter pile with a tapered neck down to 5 inches over a 6 foot long section. The second timber pile will be two end pieces with a 4 foot gap between the ends simulating a completely deteriorated pile.
1) Deliverables
a) Repairs applied to the piles will remain property of the government.
b) A list of all materials used.
c) A list of all tools and equipment used.
2) Base Task Period of Performance: The estimated Period of Performance for the Base Task is sometime from the date of award to 31 July 2016.
Option 1 Task: Technical Demonstration Repeat the base task in a semi-operational environment. The repairs will be applied to the same three pile situations outlined in the Base Task. The difference will be that the repairs will be conducted with the testing rack placed in 3 to 5 feet of water. The technical demonstration is anticipated to occur in September 2016 at the Waterways Experiment Station, Vicksburg, MS.
1) Deliverables:
a) Repairs applied to the piles will remain property of the government.
b) A list of all materials used.
c) A list of all tools and equipment used.
2) Option 1 Task Period of Performance: The estimated Period of Performance for the Option 1 Task is sometime from 01 September 2016 to 30 September 2016.
Option 2 Task: Limited Operational Utility Assessment (LOUA) Provide a qualified technical representative to the LOUA and provide an evaluation of the installation process. The LOUA is scheduled for January 2017.
1) Subtasks
a) Provide a technical representative to the LOUA. The technical representative must provide training for use their product. The training can include documents and videos provided prior to the LOUA. The training must also include a face-to-face training of soldiers the week of and prior to the LOUA. The government estimated was based on the anticipated LOUA location being Pearl Harbor, Honolulu, HI.
b) Write an evaluation paper about the LOUA. The paper shall answer and/or evaluated the following questions:
i) Did the installation match the vendor’s expectations and requirements?
ii) What went well with the test?
iii) What improvements would the representative make to the observed installation?
iv) What other comments and observations did the representative have?
2) Deliverables
a) Training documents and product manuals. Due two weeks after the award of Option 2.
b) Evaluation paper about the LOUA. Due 2 weeks after the LOUA.
3) Option 2 Task Period of Performance: The estimated Period of Performance for the Option 2 Task is sometime from 01 January 2017 to 31 January 2017.
Required Travel: The Base Task and Option 1 Task will be conducted at the Waterways Experiment Station, Vicksburg, MS. The Option 2 Task involves the contractor sending a technical representative to Honolulu, HI.
Deliverables: Individual deliverables are noted for each task above.
Overtime: No overtime is expected on this task.
