Question Sets 1 of 1: W912HN-17-Q-0016 Liquid Oxygen at J Strom Thurmond Lake Project
I have the following questions concerning the RFQ (please note that NOTE 4 of the RFQ page 3 of 68 states first the questions are due NLT 3 Days prior to submission, yet has an additional line that says 7 days): Questions are due no later than the 3 days prior to submission
1. Can we please get a print out on all deliveries last year during the contract period concerning – how many deliveries in each month deliveries occurred – it would be helpful is we had the date of delivery. COMMENT (not a question) The reason we ask is, having done this type of work before, and doing it now at the DOE Table Rock Dam – the key piece of information is preparation for the peak period – so what occurs in time and space is very relevant, and allows vendor the full range of support options. See Attached Chart
2. Page 7 of 68, Para 5 states that all coordination’s for the Strom Thurmond Dam will be -- “with the Richard B. Russell Power Plant Shift Operator. Telephone Number (706) 213-3465. The driver will notify the Richard B. Russell Power Plant Shift Operator upon arrival at the LOx storage tank site before off-loading of LOx and also notify Richard B. Russell Power Plant Shift Operator when leaving the storage facility. The driver must provide the Richard B. Russell Power Plant Shift Operator his or her name.” Can you please clarify – i.e. confirm this is correct or should this read the Strom Thurmond Dam/Mr Kowalski? Yes, this is correct coordination will be with Richard B. Russell Plant Shift Operator
3. Page 6 of 68 Para 3 – DELIVERY SCHEDULE: The Contracting Officer’s Representative (Glenn Kowalski) will advise the contractor in writing of the rate at which oxygen is being injected into the lake and of any change in this rate. Could we further clarify “in writing” i.e. how this relates to the dynamic usage and response? Is it permissible for the Prime to monitor the tank/request a readings from the system monitor daily – or if awarded – work closely with the COR to refine/continue current ordering processes and practices based on the GOV’s desire to do so? The COR will advise the Contractor regarding the rate
4. Page 8 of 88 Para M; In the event the truck driver observes a problem at the oxygen site, the driver shall call the Richard B. Russell Power Plant Shift Operator and advise them of the problem. Can you please clarify? When and if truck driver observe problems regarding the oxygen site, they shall call the Richard B. Russell Plant Shift Operator and inform them of the problem
5. Request extending this RFP a week -- to have sufficient time to analyze the data once provided to us vendors? There will be no extension
