SECTION 01 00 00 - GENERAL REQUIREMENTS
The following have been modified:
SCOPE OF WORK
The Brunswick Inner Harbor Contract provides construction services, including furnishing personnel, transportation, mobilization and demobilization, equipment and materials required in connection with maintenance dredging. This contract is traditionally performed with a hydraulic cutterhead dredge and the duration is expected to be two months from time of award. Up to 500 thousand cubic yards of maintenance material is expected to be removed from the inner harbors.
The work is located in Brunswick Harbor Georgia deep draft navigation projects. Brunswick Harbor is located 70 statute miles south of the Savannah Harbor, GA, and 25 statute miles north of Fernandina Harbor, Florida (FL), in Glynn County GA. Brunswick Harbor Inner Harbor channel is 36 ft. deep MLLW and 400 ft. wide through St.
Simon Sound, Brunswick River and East River.
Brunswick Harbor Inner Harbor is generally dredged in late summer or fall and takes approximately four months to complete. The dredging in the Brunswick Inner Harbor primarily takes place annually in the East River which includes the East River Turning Basin and the Transition Areas (stations 0+000 to 12+000) leading up to the turning basin and immediately upriver of the basin. The South Brunswick River (stations 0+000 to 7+000) in the Brunswick Inner Harbor is the other area that requires dredging and is primarily dredged every other year but is constantly monitored for shoaling. Also, the Cedar Hammock Range of Brunswick River (stations 16+000 to 21+366) will be dredged with a hydraulic cutter head dredge vs a hopper dredge.
The Cedar Hammock Range of Brunswick River (stations 10+000 to 25+000) will be dredged with a hydraulic cutter head dredge with disposal in the Andrews Island Disposal Area or a mechanical dredge with scows with disposal in the Brunswick Harbor ODMDS or Andrews Island Disposal Area. The contractor shall not overflow/pump for more than 5 minutes in high silt areas between stations 0+000 and the Sidney Lanier Bridge. No overflow is allowed above the Sidney Lanier Bridge. If the contractor elects to use dump scows to dispose of the material from the Cedar Hammock Range into the Brunswick Harbor ODMDS, all applicable restrictions regarding disposal in the ODMDS shall be adhered to. Road J and the area on the Turtle River side of the Andrews Island Disposal Area Dike are the only access points for pipeline access to the disposal area as indicated on the drawings.
Approximately 295,000 cubic yards of material is removed from the East River annually, approximately 20,000 cubic yards of material is removed from the South Brunswick River every other year, and approximately 85,000 cubic yards of material has been removed annually from this portion of Brunswick River. The maintenance material removed from the Brunswick Inner Harbor is placed in the Andrews Island Disposal Area located adjacent to both the East River and the South Brunswick River. Andrews Island is the only confined upland disposal area in the Brunswick Inner Harbor.
Advanced Maintenance Depths and Locations for Brunswick Inner Harbor is as follows:
East River, 0+000 to 2+500 project depth is 36’ with 1’ of advanced maintena nce East River, 2+500 to 4+500 project depth is 36’ with 5’ of advanced maintenance East River, 4+500 to 6+250 project depth is 36’ with 1’ of advanced maintenance East River, 6+250 to 12+000 project depth is 36’ with no advanced maintenance South Brunswick River, 0+000 to 7+000 project depth is 36’ with no advanced maintenance
Environmental windows limit the timing of dredging in the Brunswick Inner Harbors. Environmental restrictions on the Brunswick Inner Harbor include a Least Tern nesting window to where dredged material must not be placed in the Andrews Island confined upland disposal area between the middle of April through the middle of August.
AT Level I Training. All contractor employees, to include subcontractor employees, requiring access to Army installations, facilities, controlled access areas, or require network access, shall complete AT Level I awareness training within 30 calendar days after contract start date or effective date of incorporation of this requirement into the contract, whichever is applicable. Upon request, the contractor shall submit certificates of completion for each affected contractor employee and subcontractor employee, to the COR or to the contracting officer (if a COR is not assigned), within 5 calendar days after completion of training by all employees and subcontractor personnel. AT Level I awareness training is available at the following website: http://jko.jten.mil/courses/atl1/launch.html; or it can be provided by the RA ATO in presentation form which will be documented via memorandum.
Suspicious Activity Reporting Training (e.g. iWATCH, CorpsWatch, or See Something, Say Something). The contractor and all associated sub-contractors shall receive a brief/training (provided by the RA) on the local suspicious activity reporting program. This locally developed training will be used to inform employees of the types of behavior to watch for and instruct employees to report suspicious activity to the project manager, security representative or law enforcement entity. This training shall be completed within 30 calendar days of contract award http://jko.jten.mil/courses/atl1/launch.html%3B and within 30 calendar days of new employees commencing performance with the results reported to the COR NLT 5 calendar days after the completion of the training.
