1 Solicitation Is it fair to assume that as long as the maximum capacity of the machine ends up between 200,000 and 225,000, it would satisfy the requirement?
No, the machine must be able to measure up to 225,000 lbs.

2 Solicitation
In the verbiage, it states "must also be able to twist in wire rope prior to installing the rope on a crane." Is this the same as prestressing wire rope? I have never heard the term "twist in" and want to be sure that is what we are talking about. If this is the case, the equipment will need (2) grip assemblies to perform the work. Can you please confirm?
Yes, pre-stressing the wire rope could be another word to describe what is being requested along with pre-setting the wire rope. No Grip Assembly will be purchased under this contract.

3 Solicitation Is the Government going to be responsible for unloading and placing the equipment in it's final location? If not, is this going to be part of this contract?
The Contractor is responsible for installation of the machine, including unloading and placing the machine in its final location.

The specification is for a break testing machine. It also states that it must perform full capacity break test without bolting the unit down for additional strength. Does the government intend to use the equipment with securing it? If so, this is not recommended due to the energy being released. Wouldn't the customer want the equipment to be as strong as possible?
This requirement has been removed from the updated Product Description.

"Machine weight must be approximately 12,000 lbs." Can you please identify approximately? Our equipment may certainly exceed 12,000 lbs. as we manufacture heavy duty equipment.
This requirement has been removed from the updated Product Description.

6 Solicitation
It states that the grip must be adjustable to be used on the High and Lo axis of the machine with disassembly. Can you please define what will be disassembled? Will the machine be supplied with 1 grip assembly or 2 or 4? Will the second axis be a drop in axis or be permanently installed.
The requirement for "disassembly" has been removed from the updated Product Description. No Grip Assembly will be purchased under this contract. The second axis would be permanently installed.

Per your answer to question 4, you have removed the requirement for the machine to perform full capacity break tests without using the floor for additional strength. Please confirm that we can now offer a light duty steel frame and use the floor for additional strength.
The Government does plane on having the installer bolt the Horizontal Test Bed to the floor as part of the installation requirement. As far as the statement "Please confirm that we can now offer a light duty steel frame and use the floor for additional strength." It should be noted that the floor is not to be considered as providing addition strength to the Test Bed. The test bed strength is based on the design requirements of providing a fully functional test bed with a maximum pulling capacity of 225,000 lbs bolting the Test Bed to the floor is to insure that it does not move around during usage over time. Not to provide supplemental strength to the test bed that should be incorporated into its design.

To submit a proposal for the referenced project, do I complete form 1449 complete with pricing and that constitutes my proposal? Or should I submit a standard proposal form as we do for commercial clients?
The Government's preferred method is to have proposals submitted on the 1449. Please see FAR 52.212-1(b), Instructions to Offerors - Commercial Items, for more guidance.
