The fence must be securely erected and installed prior to any movement through the project site by construction vehicles or equipment, and remain in place until construction and clean-up are completed. The critical root zone must remain free of all construction activities including trenching, staging, stockpiling and storage of materials. Vehicles and equipment must not drive or park within the critical root zone. Trees must be replaced in kind on a caliper inch per caliper inch basis (DBH) (e.g. one 6-inch red oak must be replaced with two 3-inch red oaks, three 2-inch red oaks, or six 1-inch red oaks). This inspection must verify and record the nose pier and adjacent monolith conditions, river bottom conditions, and to search for any obstructions that may delay or impact construction of the project features. The obstructions include but are not limited to concrete, riprap, pieces of reinforcement, timber debris, and miscellaneous sheet piling.

The Contractor must perform a final diving inspection of the nose pier, adjacent monolith, and river bottom out as far as 20 feet from the wall.

The purpose of the final inspection is to enable visual verification of the conditions of the new nose pier concrete placement, the guide wall/ nose pier transition, and to serve as a baseline for future inspections.

The pre and final diving inspections must consist of, but are not limited to a high definition video recording (720p or better) and acoustic imaging.

The videos must be of a quality that will allow the Government to readily assess site conditions at the time the videos are obtained. Videos where factors such as lighting, focus, and clarity do not allow for the Government to clearly evaluate site conditions must be reshot at no additional cost to the Government. Configure the high definition video to include on-screen titles such as time and date, and narration between the diver and surface observer.
