Question and answer forum:

3. Is 220V, 480V, or compressed air available near the gearboxes? If so, how far away?

-) LD2 - has 700' dam, (6) 480V receptacles on dam - one on each end the other (4) spaced evenly, approx. 150' between each

-) LD4 - has (23) 480V receptacles approx.. 43' between each, one by each Tainter gate control and one on Pier house 6

-) LD5 - has (27) 480V receptacles approx. 43' between each

6. If a barge and crane are mandatory for transferring oil, how close will the barge be able to get to the oil unload point (crane radius)? What is the worst case elevation change from the waterline up to the oil drop elevation for LD-2, 4, and 5?

-) If flows are low enough some gates may either be sealed or lowered to reduce flow allowing a boat to park next to the dam piers on all dams on the pool side. This will be easier to do at LD4 and LD5 as they have larger dams.

-) LD2 - Upper side of dam to top of the bridge is 34.75'. Normal Pool is 686' with a 11.5' drop on the tailwater - top of bridge 720.75 - mid-deck 710'. (Maximum height on Tailwater side is 46.25')

-) LD4 - Upper side of dam to top of the bridge is 28'. Normal pool is 667' with a 7' drop on the tailwater

- top of bridge is 695'. (Maximum height on Tailwater side is 35')

-) LD5 - Upper side of dam to top of the bridge is 30'. Normal pool is 659' with a 9' drop on the tailwater

- top of bridge is 689'. (Maximum height on Tailwater side is 39')

Also, assume each dam has a 3.5' tall railing on it.

1. To avoid crane and barge costs, is it feasible to bring new oil and remove waste oil by laying plywood over catwalk metal grating and using 1) pallet jacks for 275 gallon totes or 2) oil drum hand trucks? If this answer is No, is it feasible to hand carry 5 gallon pails?

This may be possible at Dams 4 and 5 but marine plant is still required at Lock and Dam 2. It will be up to Contractor to propose and incorporate final method of getting oil on and off dam and submit this for approval.

2. What is minimum width for any walk ways or catwalks between the contractor entry point and the tainter gate flush points?

Width of walkways are shown on reference drawings. Dams 4 and 5 also have a bulkhead on the top walkway level but this can be moved out of the way by Govt. Dam 2 has limited walkway since the machinery level is the same as walkway level. Pictures provided in the reference material also show walkway width.

3. Is 220V, 480V, or compressed air available near the gearboxes? If so, how far away?

No compressed air – electrical power is available – Govt will need to get detailed information

4. What is the approximate elevation change from the lowest gearbox to the oil staging area?

Varies from dam to dam. Again shown on reference drawings

5. Once the gearboxes are partially filled with flush oil will USACE be able to operating gearboxes at will to mix the oil or the contractor face delays before draining and refilling with the operating oil?

Yes

6. If a barge and crane are mandatory for transferring oil, how close will the barge be able to get to the oil unload point (crane radius)? What is the worst case elevation change from the waterline up to the oil drop elevation for LD-2, 4, and 5?

7. In what size containers will USACE receive the flush oil and operating oil from its supplier? 5 gallon pails, 55 gallon drums, 275 gallon totes? Will the correct amount of oil be pre-delivered to each of the three locations or will the contractor receive everything at one location?

Flushing fluid is 5 gallon pails. Oil is 55 gallon drums. Per specification contractor is required to pick this up at a central location in Fountain City WI

8. Will USACE dispose of the waste oil or will the contractor?

This is a contractor requirement spelled out in the scope of work

9. SOW paragraph 1 (pg. 3 of 58) says the contractor “’may’ move oil between sites”. If this is not required and the contractor elects to not move oil, then the more flush oil may be required. Is the purpose of this to reuse flush oil? If yes, is there a criteria for this oil no longer being re-usable?

This is only regards to extra new oil left over at a dam site. Flush oil will not be reused. All oil to be put into gearboxes will be new.

10. Has USACE experienced any of the gearbox oil being contaminated with water?

Yes – Dams 4 and 5 gearboxes and Dam 2 (12-19) have the Parker Kleenvent bladders on them

11. If the contractor is required to replace any breathers, gaskets or filters on USACE equipment provide the make, model and quantity of required items.

Not required under contract

The only access to the dam at Lock 2 is from the West side. There is also no crane available at the dam as the solicitation documents state. Without marine plant, the oil will need to be off loaded at the lock and then transported across the miter gates and then across the auxiliary miter gates and then across the hydro plant area. The oil then needs to be lifted up to the dam and machinery level.
