3. To provide answers to the following 8 vendor questions:
Question (Q) 1: The specifications detail new motor operators are being furnished with the gates yet the drawings states they will be provided by the government...which way is it?
Answer (A) 1: As noted in the specifications (Section 2.1 and others) and both line items of the RFQ the actuators (or gate operators) are required to be supplied with the gates as specified. Please note that the drawing reference you make below is to the "reference" drawings we provided. The reference drawings are for information only.
Q2: One drawing states new stem are to be furnished and another says they will be furnished with the floor stands by the government.
A2: The drawings are for reference (information) only. As specified in Section 2.1 and others the stems and stands are to be supplied by the successful contractor.
Q3: Does the gate manufacture provided new pedestals?
A3: If by pedestals, you are referring to "Pedestal Base Plates", yes the successful contractor shall supply the new pedestals (stands), please see section 2.1.2 (and others) of the specifications. If you are not referring to pedestal base plates or the stands than please clarify your question and resubmit it to me in writing.
Q4: One drawing shows only the top portion of the stems should be replaced at each gate. What happens if the stems are the wrong size for the new gates or if the connection details are not available.
A4: The specifications state the contractor is to provide sluice gates complete with new AWWA C542 operators, operator stands, stems, couplings, wall brackets, fasteners, and all other parts required for installation. Stems shown in the reference drawings are part of the existing system and will be removed by others.
Q5: We do not recognize the name Portersville Teledyne for the existing units. We also cannot find any information regarding them on the web.
A5: The Portersville Teledyne operators shown in the reference drawings are part of the existing system and will be removed by others. See paragraph 2.1 in the specifications.
Q6: Will the top portion of the existing stems be reused and the gate manufacture will provide new lower sections?
A6: No. See specification paragraph 2.1.
Q7: It appears the large gate has (3) stems with (3) separate motors. What happens if all of the motors do not lift or close the gate at the same time. Who is responsible for any issues?
A7: No. Gates labeled 1, 2, 6, 7, 8 and 9 on reference drawing M34-P-LQP-68/I are the larger of the two gate sizes.
Gates labeled 3, 4, and 5 are the smaller size. The contractor is responsible for the design of the new gates and operators. It is the contractor’s responsibility that each individual gate fully opens and closes in accordance with specification paragraph 2.1.
Q8: Regarding Solicitation: W912ES-16-T-0032, please provide sketches/drawings for new sluice gates being requested. Reference drawings provided are referring to existing gates and not gates being requested. Gate fabricators are stating there is not enough information to provide quotes for fabrication of new gates being requested.
A8: It is the contractor’s responsibility to design the new gates. The Government will not provide drawings or sketches of the proposed new sluice gates. Reference drawings M34-L-LQP-40/8 through M34-S-LQP-68/14 are provided to show relevant dimensions and elevations needed to design new gates and operating systems. Sluice gates, operators and all associated equipment shown in the reference drawings are parts of the existing system and will be removed by others.
All other terms and conditions remain unchanged.
