W912EQ22R0004, ACM, QUESTIONS AND ANSWERS
Can the COE provide the Spreader bar drawings for the mat lifting of the 13 tier stack? Or, will a spreader bar be provided at manufacturing yard and/or delivery site? A spreader bar will not be provided at the manufacturing yard and/or delivery site. It will be part of the transportation process provided by the Contractor. The current spreader bar/ loading apparatus is located at Ensley Engineer Yard in Memphis, TN and is available for inspection.
This is not a recommendation to use this method by the Government but an opportunity to see the current method that is being used by the Government. Please contact Kirk Middleton if a site visit is required.
The QTY for Mats delivered to alternate sites is zero for Richardson Landing, TN and Delta Point, LA. Does the COE intend for these locations to not be bid at this times since the QTY is zero?
Otherwise, I would assume the qty to be at least 1 if a cost is to be associated with this line item.
Additionally, for alternate sites delivery if intended, please make a minimum delivery amount. If amount to be figured upon is one mat, it will be costly as opposed to a minimum of 1000 mats if location is requested. The Government does intend for all locations to be bid at this time. The minimum delivery amount is 1,040 SQ at each yard as needed. There is no guarantee delivery will be made to any other field, but a price is requested if that option is needed.
Due to discrepancies in the bid documents, what is the anticipated schedule from Bid opening to NTPs. Bid Opening/Proposals Due 11 March, forecasting April/May Award, NTP as soon as award is made (upon agreement between GOV and KTR)
Discrepancies in the bid documents stated from 100 to 150 forms delivered to Contractor. What amount is anticipated, when will they be delivered, and are forms new or used? Does Contractor Mobilization begin after the forms are delivered? 150 used forms will be delivered once the Contract is awarded. A site visit to a casting field can be made to see the overall quality of the forms. Mobilization will begin at NTP. All forms will be delivered within mobilization period.
If not, a day for day extension in the mobilization period will happen until the forms are delivered.
At what rate is anticipated for wire mesh to be delivered? Will the Contractor be to store all materials or request for deliveries as needed. If to be stored, how are the wire mesh packaged?
5,000 units/week once delivery is initiated. The full quantity should arrive within 5 weeks.
The wire mesh Contractor or the Government will unload the wire mesh bundles at the delivery point. See picture below for an example of the packaging:
o o Packaging requirements per the wire mesh contract:
o “PART 1 PACKAGING The 16‐block non‐corrosive wire mesh shall be packaged in bundles of uniform quantities of wire mesh squares laid flat on a stout cradle. The number of pieces of wire mesh packaged per bundle shall be uniform throughout the contract. The Contractor shall advise the Contracting Officer of the number to be contained in each bundle prior to delivery of the first shipment. The overall height of a bundle shall not exceed 5 feet. The cradle shall be constructed of sound materials adequately braced and secured so as to minimize shifting in the bundles during shipment. The wire mesh shall be securely fastened or tied on the cradle. The cradles shall be so designed and constructed that handling loops attached to a lifting frame may be swiftly and easily applied to lift the whole cradle and bundle without damage.
Members of the cradle shall be designed and constructed of sound lumber or other materials, if approved by the Contracting Officer and shall be of adequate strength and cross section to withstand the stresses during shipping, unloading, and handling without damage to the cradle members. If wood, the cross members shall be sound hardwood lumber, and the lower cross members shall be of commercially available pressure‐treated lumber or dry seasoned lumber submerged for at least 15 minutes in an approved commercial wood preservative. Threaded rods shall be supplied with oversized washers under both nuts. All fastenings, ties, handling slings, etc., shall be applied in such a manner that the wire mesh will not be damaged or bent in handling.
Sufficient bracing and/or buffer material shall be used between cradles to prevent damage to the wire mesh caused by cradle shifting during shipment. If alternate packaging methods and materials are proposed, samples shall be submitted to the Contracting Officer for approval before being used. Reusable cradles or cradle components may be reclaimed by the Contractor after the wire mesh therein has been used; however, some wire mesh to be supplied under this contract may not be used for an extended period of time after delivery. The Government will not be responsible for notifying the Contractor when cradles are emptied, nor for storing, preserving, or safeguarding any reusable cradles or components. Care shall be taken to avoid damage to wire mesh during packaging, including damage to welds. The finished bundles will be inspected by the Contracting Officer's Representative. All wire mesh damaged during packaging shall be corrected prior to shipping at no additional cost to the Government. If a bundle is damaged in transit or while loading and/or unloading, the Contractor shall be responsible for correction or replacement at his expense.”
