W912EQ20Q0012, Fuel Barge 101 Tank Cleaning, 18 Feb 20 Site Visit Q&A

1. Where will Fuel Barge be docked?

At the Contractor’s facility.

2. What are the dimensions and depth?

295’ x 54’ and a 10’ draft.

3. What is the Fuel Tank capacity?

400,000 barrels.

4. Is the vessel double hulled?

Yes.

5. Does the Ballast area need to be cleaned?

No, just gas free.

6. Does Void need to be gas free?

Yes.

7. Will the contractor need to tow the barge?

No, the Government will tow.

8. Will Fuel Barge need to be center with Storage Fuel?

No, the barge just needs to be slugged out.

9. Does barge have Butterworth hatches?

Vendors toured barge and we’re shown access hatches to the tanks.

10. If they use Wepfer Marine Inc. for the dry dock, is it acceptable for Coast Guard to inspect one side at a time?

The vendor should inquire to any potential shipyard to ascertain if it’s possible to use a shorter dry dock for the inspection. If not using the vendor’s own certified dry docks, the Government would want assurance provided in the vendor’s quote that the dry dock subcontract is technically capable and has given their assurance the fuel barge can be dry docked for the Coast

Guard inspection.

11. How much is the overhang and can they bend it?

This is dependent on the dry dock certification for the dimensions of the barge. The vendor must ensure the dry dock is capable of dry docking the fuel barge without damage to the barge. See answer 11.

12. Does it have Ballast space?

It does and is part of the Coast Guard inspection. It just needs to be gas free and the water (if any) needs to be pumped out.

13. Will the side hatches need to be pumped out?

No.

14. Are the external tanks on top part of the inspection?

No.

15. Can the cleaning be done off the dry dock?

Yes.

16. Will we need to coordinate with the Coast Guard for inspection?

Coordinate with the Contracting Officer’s Representative, Jeff Farmer. The Government will schedule the Coast Guard inspection.
