The following have been added by full text:

QUESTIONS & ANSWERS

1. With regard to the Bid Schedule as outlined on Pages 10-31 of the Solicitation:

a. The government is asking for pricing on all CLINs for maintenance only, however there are no line items for repairs, but the solicitation requires that the contract is responsible for all repairs with costs less than $100.00. How does the government propose to allow bidders to include projected repair costs?

- 1.2 Scope of Work states “…satisfactorily perform the operation, maintenance, and repair of equipment and systems…” The Government’s stance is minor repairs are part of the preventive maintenance of the facility.

b. There are no line items for electrical switchgear testing. How does the government propose to allow bidders to include projected electrical switchgear costs, which are significant?

-See Forthcoming amendment to change switchgear to switch board.

2. Does the government anticipate the requirement of an onsite Washington-State licensed electrician as part of the contractor’s site staff, and in order to comply with the State of Washington’s Labor & Industries requirement for work on electrical gear including light bulbs, outlets, switches, etc.?

- SEE section 3.10.6.3 in the Performance Work Statement that cover qualifications

3. The following questions relate to compliance with Part 8 of the Performance Work Statement (Electrical Maintenance):

a. Will a full inventory list of both low and high voltage electrical equipment be provided for this solicitation? Specific inventory items needed to produce a fair price to the government would include indoor and outdoor lighting and power supply systems; emergency lighting systems and exit signage;

lamps and ballasts; lighting panel boards; lighting control panels; main switchboards; motor control centers; fire alarm system; batteries; raised floor electrical and data modules; and all underground utility systems. If an inventory list will not be provided, would the government provide guidance to bidding contractors on how to price for this Part of the PWS?

- Plans for the facility were provided. There is no high voltage in the facility.

b. Will Annual IR scans be required on electrical equipment? If so, which equipment?

- No

c. Will full Switchgear testing be required for the building’s electrical switchgear? If so, what equipment will need to be tested?

- No switchgear – See forthcoming amendment that will change switchgear to switch board.

4. With regards to Section 3.10.6.3.16 of the Solicitation: “Qualifications of Electrical Technicians performing Sub-Contract work involving inspections, testing, and maintenance of the electrical switch gear must meet the qualification requirements of the American National Standards Institute/International Electrical Testing Association ETT-2015, Standard for Certification of Electrical Testing Technicians and hold at least a Level 3 or 4. The Contractor shall provide documentation to the COR on qualifications identified in this standard.

Certification can be obtained through; the ANSI/NETA Certification program (http://www.netaworld.org/press-release/251) or Electrical Testing Technician Certification Institute. ( http://www.netaworld.org/certification).

Will the government allow electrical technicians (who are performing work on electrical switchgear) with BETTER than NETA credentials, such as a 4-year degree in electrical engineering combined with 30 years of experience on switchgear – but WITHOUT NETA certification?

- NO

5. Past PWS’s for this USACE site required the contractor to use only qualified and certified Alerton Technicians, this to maintain the integrity of the newly installed Alerton BAS System.

Will the Contractor be required to subcontract with an Alerton-Certified company, AND to use only Alerton-Certified and Factory-Training Technicians (at specific certification levels) to perform scheduled maintenance, and unscheduled repairs, on the building’s Alerton control system, or will the contractor be allowed to use their own personnel and technicians to maintain and repair the Alerton Control System?

- See Section 3.10.6.3 in the Performance Work Statement that covers qualifications.

6. Will a full inventory of the Fire Alarm system devices be provided for this solicitation?

- See plans

7. With regards to this site’s NCMMS:

a. Has the NCMMS/Maximo system been activated for this site?

- Yes

b. If so, has the inventory and PM schedule data base been completed within Maximo?

- Inventory is uploaded. PM schedule is a submittal requirement. See 3.3 Scheduling Preventive

Maintenance.

c. If not, does the Government anticipate the contractor will have to spend manhours setting up the Maximo system with the equipment inventories and PM schedules? If yes, please provide a required man-hour estimate for the 1st year to set up Maximo for this location.

- See above.

8. Please provide the quantity and age of the batteries for the UPS?

- UPS – 10 each, 3 years old.

9. Please provide the sign in sheet from the site walkthrough

– Not applicable to this requirement. No sheet will be provided

10. Is there a maximum file size for this digital submittal (i.e., 10mb)?

- 2GB is the maximum.

3.10.6.3.16 Qualifications of Electrical Technicians

Technicians performing Sub-Contract work involving inspections, testing, and maintenance of the electrical switch gear switch board must meet the qualification requirements of the American National Standards Institute/International Electrical Testing Association ETT-2015, Standard for Certification of Electrical Testing Technicians and hold at least a Level 3 or 4.
