Control Number: 19-0014

SINGLE SOURCE DETERMINATION (including brand name)

1 CONTRACTING AGENCY: US Army Corps of Engineers (USACE), Walla Walla District (CENWW- CT) 201 North 3rd, Walla Walla, WA 99362.

2 DESCRIPTION OF ACTION: The McNary Dam acquisition includes the design and installation of new control systems as part of an upgrade to prevent oil from entering the river as well as improve reliability and efficiency of the drainage and unwatering pump systems. Each control system monitors and controls pumps that operate oil skimmers which remove oil from the sumps. The U.S. Army Corps of Engineers must provide an Oil Detection system to run the skimmer only when oil is detected. The Oil detection system will be a contacting oil detection sensor as well as a controller.

These brand name components comprise only a portion of the acquisition. Accordingly, this justification and approval is limited to these components only. The estimated price of the components is $19,040.

3 DESCRIPTION OF ITEMS: Leakwise Oil on Water Detection & Monitoring System

Product Description Qty ID-221 Floating sensor capable of monitoring hydrocarbons and other organic solvents in wet sumps.

2 sets

PS-220 PS-220 Controller is an analog signal processor and power supply in a NEMA 4 enclosure, and supports a single ID- 220 Leakwise sensor.

2 sets

4 AUTHORITY CITED: FAR 13.106-1(b), Soliciting from a single source.

(1)For purchases not exceeding the simplified acquisition threshold, contracting officers may solicit from one source if the contracting officer determines that the circumstances of the contract action deem only one source reasonably available (e.g., urgency, exclusive licensing agreements, brand name, or industrial mobilization).

5 REASON FOR AUTHORITY CITED:

a. BACKGROUND: Oil Sheen Detection systems are not a common product. During market research 4 oil detection systems were found (systems listed below). The salient characteristics required for a functional detection system with a sump limited the acceptable oil detection systems to one manufacturer (Leakwise Oil Detection System). It was found that only the Leakwise oil detection system is designed to go to a depth of 80 ft. or more, which is the approximate range of the McNary Sump.

i. Leakwise Oil Detection – This option would work for our application given that it can float on the sump water in a depth of 80 ft. or more.

ii. Slick Sleuth Oil Spill Detection – This option can only work to a depth of about 33 feet, where the depth of the McNary Sump is 80 ft. Therefore, it will not work for our application.

iii. SJE Oil Spotter – Cannot be used with a variable sump oil detection and is primarily used for pump control.

iv. OILSMART SIMPLEX PANEL – Cannot be used because it is designed to detect oil in a sump where the water level does not change. McNary’s water level constantly changes.

b. JUSTIFICATION: The Leakwise Oil Detection System is specified to meet the oil detection needs for the McNary drainage sump oil skimmer system.

c. IMPACT: Substitution for the specified product would:

i. Increase the Risk of oil contamination in the river, given that the drainage pump will continue to unwater even when the system is not skimming. Other systems have high risk of malfunctioning due to the depth of the sump.

ii. Prohibit operation and maintenance because the whole detection system would have to be installed inside of the drainage sump, which the current system is not designed for.

Whereas the Leakwise system would be used as the manufacturer intended and would be easily serviced in case of malfunction

d. ALTERNATIVES:

i. None.

6 EFFORTS TO OBTAIN AND INCREASE COMPETITION: During market research it was found that Procon systems is the only U.S. distributor for the leakwise oil detection system.

7 FAIR AND REASONABLE COST DETERMINATION: Based on manufacturer estimate catalog pricing an anticipated cost of $19,040 is listed for the items listed above. Compared to 2015 pricing of $9,160 for one set, the pricing of $19,040 for 2 sets is only a 3.7% increase and considered fair and reasonable.

8 MARKET RESEARCH: The items listed above are essential in order to have an efficient oil skimming system that can run only when there is oil on the water. During Market research it was found that Leakwise oil sensors are the only ones that are contacting oil level sensors rated for operation in a sump. Other oil sheen detection systems cannot detect oil in the sump from a location outside the sump.
