7. Personnel Performance
22 RFP States: “Exclusive of the project management functions (Program Manager, Project / Task Order Manager(s), Contractor Quality Control Supervisor, and Safety and Health Manager), the Contractor may utilize Subcontractors, or consultants identified in the accepted proposal or subsequently approved by the USACE Contracting Officer (KO) or Contracting Officer Representative (COR) to perform any of the functions required within the specific task order.” However, Contractor Quality Control Supervisor and Safety and Health Manager are not listed as Key Personnel and qualifications are not defined in the table on pages 22-30 of the Performance Work Scope. Please clarify if these are key personnel and if there are specific minimum qualifications that must be met required for these positions.
USACE Response:
The Contractor Quality Control Supervisor and the Safety and Health Manager can be any senior level staff appropriate for these role and appointed by the Contractor. The Contractor must ensure that all work follows EM 385-1-1, US Army Corps of Engineers, Safety and Health Requirements Manual for each Task Order.

3. Evaluation Factor 3
Records of Environmental Consideration
42 Are hard copies required in the submission response? NEPA documents can be several hundred pages long, so please verify the government’s wishes to receive the full NEPA documents in the hard copy submission.
USACE Response:
We will accept electronic versions of documents (sent on a dvd for example) to accompany the hardcopy main proposal and referenced in the appropriate sections of the proposal.

Past Performance 43 Our team has assembled a very experienced group of newly hired subject matter experts and have secured commitment letters from numerous contingent hires for this project. Is it acceptable for the Offeror to include project write-ups and PPQs for these individuals on work performed with their former employer? Will this approach be considered as part of the Offeror’s past performance and demonstration of experience with the 24 PWS elements?
USACE Response:
Yes, past experience and performance with former employers is acceptable for demonstration of experience.
5. Attachment 5 Environmental Assessment n/a Can the name of the entity who completed the environmental assessment contained in attachment 5 be revealed?
USACE Response:
Yes, a staff member that completed a document may be revealed.
This will not change how the quality of the final product is evaluated relative to the firm’s abilities as a whole.

Yes, Task Order Managers must be an employee of the Prime Contractor/Offeror.

39 RFP States: “b. Key Personnel Experience forms: submit key personnel resumes for the following personnel using Attachment 3 for each resume submitted: Program Manager, Principle Task Order Manager(s), Principle Investigator (PI), Principle Planner(s), and Senior Staff among disciplines. This should include key partnering elements that fulfil all or part of these requirements outside of the primary organization.”
Please clarify the submission should include resumes from all Senior Staff listed:

USACE Response:
Yes, please submit resumes for all senior staff. Qualified staff may serve more than one senior role as appropriate.
8. Volume II Price Proposal 36 Should the submission include a blended (Prime and Major Subcontractors) fully burdened labor rate for each ELIN#? Or should a separate Price Proposal be submitted for the Prime offeror and each major subcontractor?
USACE Response: The fully burdened labor rate should be included for each discipline or CLIN#.
9. Volume II Price Proposal 10 and 36 Will the Government allow for G&A to be added to Travel Costs, ODCs, and subcontracts/procurements?
USACE Response: Yes, G&A is allowable.

7. Personnel Performance 22 RFP States: “The Offeror must identify the key personnel to be assigned to each task order by name, position, and firm (if other than prime Contractor, show address (city/state) where the firm is located) in the organization chart.”
The solicitation doesn’t provide sufficient scope in specific task orders to allow the offeror the ability to assign a Task Order Manager. Please clarify how task order managers are to be reflected in the organization chart.
USACE Response:
The above statement was informational and better suited for a Task Order solicitation. Please show the Task Order Manager in organizational charts relative to planning and executing a Task Order. For the purpose of this base contract proposal, the specific naming of a Task Order Manager is not required because Task Order scope will be defined specific to each future Task Order.

USACE Response: Please submit all questions by 1 Mar 17.
12. Instructions to Offerors
Proposal Submission 36 Page Limits – Is there a page limit for Volume 1? Will the Records of Environmental Consideration be exempt from page limitations for Volume I? Is there a page limit for Volume II?
USACE Response: There is no page limit for either volume.

43 May we submit PPQs that have been completed previously by our customers?
USACE Response: Yes, you may submit prior PPQs from customers

42 The RFP states three (3) NEPA and three ESA (BA/BE) documents shall be submitted. Can a BA/BEs be in support of one of the NEPA documents?
USACE Response: Yes, BAs/BEs may be supporting documents to the submitted NEPA documents.
