QUESTIONS FROM INDUSTRY

Q: What is the approx. weight of the pontoons, this is important since the contractor will be responsible for moving and positioning of the pontoons. They seem much too heavy for a single man to handle.

A: The pontoons weigh approximately 180-lbs each. The pontoons are provided with handholds to allow several persons to handle the pontoons as they are maneuvered through the draft tube door onto the safety/assembly float pool inside the draft tube.

Q: The pontoons are required to be seal welded, to prevent entry of water to maintain buoyancy. Has the ACOE considered filling the interior of the pontoons with foam and providing drainage holes, thus eliminating the costly requirement of seal welding the floats?

A: Foam fill of pontoons is not permitted. The government has experienced issues with the initial filling of the pontoons, repairing the pontoons, and the foam fill becoming water-logged at the other Corps-site where this pontoon float platform design concept has been in use for many years.

Q: Is the ACOE aware that foam filled floats are commercially available? They are Bureau of Reclamation approved, The use of this type of float would eliminate the possibility of leakage. We see that the ACOE has invest a great amount of time in the pontoon design, but suggest there is a much better and less costly way to accomplish the flotation of the TMP.

A: Commercially available floats are not part of the contract and will not be utilized.

Q: Has the ACOE considered the potential for galvanic action between the aluminum pontoons and the Steel surrounding structures, The use of commercially available plastic floats would eliminate this potential.

A: Plastic floats are not part of the contract and will not be utilized. Corrosion issues have been adequately addressed in the design.

Q: The design utilizes a pontoon float which doubles as a critical structural member. This member is a complicated fabrication with many weldments. The failure of any of these weldments may cause the collapse of the platform.

Has the ACOE considered that by use of such a complicated and overly welded design, they maybe jeopardizing the safety of there workers? We suggest that there is a way to design this platform without heavily welded members, by use of standard extruded structural shapes, combined with commercially available floats.. and it would cost less! We would like to propose such a design, and ask that such an option to the ACOE design receive equal consideration, even thou it does not use the ACOE designed floats/pontoons.

A: The complexity of the pontoon weldment is not a factor which adversely impacts worker safety in any way.

Design adequately addresses all aspects of worker safety.

Note: While the Contractor may elect to propose Value Engineering solutions which are equal to or improved from the contract for the government's consideration per the appropriate and relevant contract clauses, Contractor is advised to bid the job as per the contract requirements.

Q: Reference sheet s-102 detail 3 depicts a lifting lug composed of a 3/4 plat welded to a 1/4 plate with a 1/8 fillet weld onside only, Does the welding association allow such a small weld to be used to bond such a thick plate to a thin plate?

A: Weld of the 3/4" thick lug plate to the 1/4" thick load transfer plates should be a double 1/4" fillet weld. See forth coming amendment.

Q: Ref spec. section 05.50.05.00.26 pg 8, Allows GMAW on materials thicker than 1/8".. Given that the pontoons are composed of 1/8" material and there is a significant amount of weldments on the pontoons, If the contractor can produce an approved sample pontoon using GMAW would GMAW be allowed for welding of the pontoons?

Q: We have successfully welded 1/8 aluminum plate using GMAW, TIG is slow and tedious, and impractical for a project of this magnitude. If the contractor can demonstrate prior experience in welding aluminum 1/8 thick using the GMAW process to the satisfaction of the ACOE would that process be allowed for 1/8 aluminum plate?

A: Correct. The contract does allow the Contractor to use GMAW for 1/8" thick plate if they can demonstrate and prove their success. SECTION 05 50 05.00 26 para 1.6 item c. The government's concerns are over-sized welds, controlling the heat added to the weldment and the potential warping and shrinkage which can result. If the Contractor cannot demonstrate success, the GTAW weld process will be required for plate 1/8" and thinner. Note:

The Contractor's attention is also directed to SECTION 05 50 05.00 26 para 1.6 part a where a full scale prototype pontoon and prototype analogs for a gate beam and a decking panel are required. If the Contractor elects to pursue approval of GMAW, the prototyping effort can be a part of that.

Q: Specs, pg 18, allows the float leakage to be 1 cup/15 minutes.. is this correct?

A: The contract states that "excessive leakage is defined as greater than one cup in 15 minutes."

Q: The solicitation lists Item 001 on page 2 as "Turbine Maintenance Platform and Draft Tube Door Platform with Ladder and Decking. In accordance with Section 05 50 05.00 26 of the Technical Specifications". Item 003 is "Storage Carts". On page 15 of the solicitation, drawing numbers are provided for the "Personnel Hoist Assembly", "Scroll Stair Case", and "Blade Scaffold". Are these items to be included in the quotation?

A: Yes - these items are a part of the Turbine Maintenance Platform. Bid as specified.

Q: Are we to assume all drawings provided and items described in "Section 05 50 05.00 26 of the Technical Specifications" are to be quoted as well? Specific examples include the items under "1.2 Submittals": SD-02 Shop Drawings, and SD-03 Product Data.

A: Yes - required submittals are to be included in the Contractor's proposal. Bid as specified.

Q: In Section 01 78 00.00 28 "Closeout Submittals" paragraph 3.2, it is required to upload the CAD files of our drawings in Bentley Microstation Version V8. Our company does not have a license to this software. Is this necessary for the project? Would the required binder of shop drawings be enough to fulfill any future needs of the

USACE?

A: Yes - the Contractor is required to furnish a complete set of electronic files in Bentley MicroStation Version V8.

Bid as specified.

Q: Could you provide clarification who is considered the "Project Personnel"? Is it an assembly contractor hired by the prime or is it the Project Personnel from USACE?

A: Project personnel refers to the USACE Government personnel working at Little Goose Lock and Dam.

SECTION J - LIST OF DOCUMENTS, EXHIBITS AND OTHER ATTACHMENTS

The following have been modified:

(a) The Government will provide to the Contractor, without charge, one set of contract drawings and specifications, except publications incorporated into the technical provisions by reference, in electronic or paper media as chosen by the Contracting Officer.

(b) The Contractor shall--

(1) Check all drawings furnished immediately upon receipt;

(2) Compare all drawings and verify the figures before laying out the work;

(3) Promptly notify the Contracting Officer of any discrepancies;

(4) Be responsible for any errors that might have been avoided by complying with this paragraph (b); and

(5) Reproduce and print contract drawings and specifications as needed.

(c) In general--

(1) Large-scale drawings shall govern small-scale drawings; and

(2) The Contractor shall follow figures marked on drawings in preference to scale measurements.

(d) Omissions from the drawings or specifications or the misdescription of details of work that are manifestly necessary to carry out the intent of the drawings and specifications, or that are customarily performed, shall not relieve the Contractor from performing such omitted or misdescribed details of the work. The Contractor shall perform such details as if fully and correctly set forth and described in the drawings and specifications.

(e) The work shall conform to the specifications and the contract drawings identified on the following index of drawings:

Contract drawings created on CADD will be available in electronic form for use by the Contractor. No For Information Only drawings are available on CADD. The Contractor assumes all risks associated in using electronic CADD drawings. The contract drawings shall govern if there are any discrepancies between the electronic copy and the contract drawing. The Contractor shall promptly notify the Contracting Officer of any discrepancies. The Government will not be responsible to correct the electronic CADD drawing. If contract modifications are issued, the associated electronic CADD drawings will not be available to the Contractor. Electronic copies of CADD drawings are only available in Bentley MicroStation format. The Government will provide the files on CD ROM. If the Contractor requires different media, such as floppy disks, the Contractor shall be responsible for all conversions required for their use and associated conversion inaccuracies.
