Little Goose Turbine Maintenance Platform

CLAUSE

SPECIFICATIONS

QUESTIONS FROM INDUSTRY

1. It is understood that stiffeners will be added in 6 locations to the existing scaffold plank assembly.

Will this assembly be Government furnished? Should the shipping cost to the Contractor's facility be specified in the quote?

a. Answer: Refer to this amendment’s Summary of Changes.

2. Ref s106, view 1,3. With platform safety in mind, we would like to bring your attention to the referenced connection detail. How is it possible for the connection to resist the approx. 2300 in.lb torqued created by the radial beam without failure? The aluminum association publishes a design guide for aluminum structures, it is quite different then for steel construction. There are structural engineers who specialize in the design of aluminum structures. In the interest of safety wouldn't it be prudent to consult with an expert in the design of aluminum structures? The referenced connection is a moment connection, but clearly has not been considered that way.

a. Answer: Contractor's concerns are noted. The Contractor is advised to bid the job as specified. To clarify, the plans and specs do not require a Contractor designed product.

The Plans and Specs depict a Corps designed product which the Contractor must fabricate, load test and deliver.

The platform has been designed and reviewed by registered professional engineers employed by the US Army Corps of Engineers according the requirements of the relevant design and safety standards. The design has been reviewed according to the Corps processes within two separate districts. Further, the platform as designed has been built and load tested successfully multiple times and is currently in service.

Please Note: The Corps' design files will not be made available to the Offeror(s) or to the successful Bidder. Should the successful Bidder have any concerns, the Government will evaluate each after receipt of information from the Bidder identifying and clearly documenting the issue. Any value engineering proposals will be considered based on the stipulations contained in the contract.

3. 1) ref sheet s115, section "c" in the interest of platform safety, we direct your attention to the area above the arrow of "see note 1". This area consists of a 1/4 plate x approx 3 in side, this section is not stiffened. How will this plate resist any inertia created by movement of workers on the platform, and is it expected to yield such that the access platform standoffs can come in contact with the shell of the draft tube platform.

2) i believe osha requires that scaffold decking be secured such that it cannot slide or lift. I see no fasteners or means by which the deck is attached to the pontoons. How is the deck fastened to the substructure.

3) a quality weld placed in steel is visually appealing, this is not always the case with aluminum welds, a visually acceptable weld can sometimes be a week weld, there is a high degree of uncertainty in welding aluminum, for this reason when safety is an issue, bolting provides a much more reliable connection. Unfortunately the pontoon has a large number of welds and is complicated, and in our opinion less safe than a bolted structure. In aluminum this invites a high degree of uncertainty in weld strength. Once again there are ways to achieve the same result without use of a complicated pontoon weldment which invites uncertainty. If commercially available floats and extruded aluminum sections were to be used the reliability and safety of the platform could be greatly increased. For this reason we ask that alternative designs receive equal consideration to the gov. Design on a best value basis.

4. Ref. Sht goo3 under the heading "turbine maintenance platform assembly instructions" note 2 states:" send person out on pontoon".. Is the pontoon supported by the water at this point? And is the person suppose to walk out on the 12 inch wide platform over the water? If so is this allowed by osha?

a. The assembly instructions included on the drawings are only those necessary to illustrate the basics of how the platform itself is assembled. These simplified instructions do not cover all safety measures or ancillary safety systems and practices which are employed at each site. More detailed instructions will be included in the O&M manual to describe all safety measures and ancillary systems which must be followed and deployed in order to complete the assembly based on the specific conditions and safe OSHA and EM 385 1-1 compliant practices at each site. Contractor staff will only be assembling the platform at the Contractors shop and directing the assembly at site on the assembly bay floor. At no time will Contractor staff be performing work in the draft tube below the turbine. While the Contractor is required to provide the completed O&M Manual, the Corps will be providing the site specific safety information for the Contractor to include in the O&M manual as part of the normal submittal review and comment process.

5. Will the Government authorize Progress Payments - Either by Specific Points as verified Percentage of Completion or designated Milestones?

a. No, as this is a supply contract.

6. The proposal requirements state that a copy of the proposal be submitted on a CD, will a thumb drive also be acceptable?

a. No, as thumb drives are permitted for use within USACE.

GOVERNMENT FURNISHED PROPERTY

LISTING OF GOVERNMENT-FURNISHED PROPERTY

(a) The following items will be made available to the Contractor at Little Goose Dam located 1001 Little Goose Dam Road, Dayton, Washington, 99328. The Government hours of availability are 7:30 a.m. to 4:00 p.m., Monday through Thursday and is closed on Fridays, weekends and Federal holidays. The Contractor will verify the condition of the property and acknowledge receipt in writing to the Contracting Officer. The Contractor shall provide the Government a minimum 48-hour notice prior to the date that receipt of Government Furnished Property is required.

The following will be provided to the Contractor for incorporation (installation) into the work.
