_____I understand Contractor employees will be required to drive approximately eight miles and (approximately 30 minutes) each shift to access all Project buildings. I also understand that the distance and time may temporarily increase due to changes in access control/security measures.

_____I understand the 1603 Gallery is a 1/3-mile long tunnel that requires regular service according to the operations schedule.

_____I have access to a copy of the 2014 version of the USACE EM 385-1-1 Safety and Health Requirements Manual and understand that our company and employees shall be held to its standards, or to current applicable OSHA standards, whichever is more stringent.

DWORSHAK JANITORIAL SERVICES

Part 1 – General Information

1.0 General: This is a non-personal services contract to provide year-round Janitorial Services at the U. S.

Army Corps of Engineers, Dworshak Project, Ahsahka, Idaho. The Government will not exercise any supervision or control over the Contractor employees performing the services herein. Such Contractor employees shall be accountable solely to the Contractor, who in turn is responsible to the Government.

VETERANS EMPLOYMENT EMPHASIS FOR U.S. ARMY CORPS OF ENGINEERS CONTRACTS

In addition to complying with the requirements outlined in FAR Part 22.13, FAR Provision 52.222-38, FAR Clause 52.222-35, FAR Clause 52.222-37, DFARS 222.13, and Department of Labor regulations, U.S. Army Corps of Engineers (USACE) contractors and subcontractors at all tiers are encouraged to promote the training and employment of U.S. veterans while performing under a USACE contract. While no set-aside, evaluation preference, or incentive applies to the solicitation or performance under the resultant contract, USACE contractors are encouraged to seek out highly qualified veterans to perform services under this contract. The following resources are available to assist USACE contractors in their outreach efforts:

1.1 Description:

1.1.1 Dworshak Dam and Reservoir (Dworshak Project) is a multi-purpose hydropower facility with missions that include operation and maintenance of the facility for flood control, hydroelectric power generation, recreation, and natural resource management. Dworshak Project is located in North Central Idaho along the North Fork of the Clearwater River, approximately seven miles from the City of Orofino, where the nearest services are located.

1.1.2 The facilities serviced under this contract consist of six separate buildings, of varying distances from one another (driving between buildings is required), containing a mix of office space, visitor areas, and industrial areas. The facilities to be serviced also include some building exteriors and limited surrounding grounds.

Approximately 45 full-time employees occupy the facility year-round, 6–9 seasonal employees and 2–4 volunteers occupy the facility approximately March through October. In addition, the visitor center and tour paths within the dam receive significant visitation May through September. (See details in Attachment 1, Facilities Inventory.)

1.2 Objectives: The objectives of this contract are to provide clean, professional, well-maintained facilities:

for a comfortable and convenient work environment for Project employees, that Project management can be proud to present to visiting officials and dignitaries, and in which the visiting public can feel comfortable and proud.

1.3 Scope: The Contractor shall provide all personnel, equipment, supplies, consumables, transportation, tools, materials, supervision, and other items and non-personal services necessary to perform Janitorial Services as defined in this Performance Work Statement (PWS), except for those items specified in Part 3 as Government Furnished Items. The Contractor shall perform to the standards in this PWS.

1.4 Contractor Work Schedule:

1.4.1 Contractor’s Hours of Operation. The Contractor’s work schedule shall generally be limited to hours outside the normal occupancy hours for the various Project buildings. The Contractor shall perform all daily required work on the night of the calendar day immediately preceding each building’s regular occupancy days, except as noted in 1.4.2 below. All work shall be completed, and Contractor employees shall be offsite, by 6:00AM on each day of building occupancy.

1.4.2 Recognized Holidays. The Federal Government recognizes 10 holidays annually. The calendar dates for each holiday observance may be found online at https://www.opm.gov/policy-data-oversight/snow-dismissal-procedures/federal-holidays/.

1.4.2.1 The Contractor shall not be required to perform services on the following holidays:

New Year's Day Veterans Day Birthday of Martin Luther King, Jr. Thanksgiving Day Washington's Birthday Christmas Day Columbus Day

1.4.2.2 The Contractor shall be required to perform services in the Visitor Center and a portion of the Dam on three of these holidays: Memorial Day; Independence Day; and Labor Day. Other buildings will not require service on these days. (See details in Attachment 1, Facilities Inventory.)

1.5 Quality Control: The Contractor shall establish and maintain an effective Quality Control Program (QCP) to ensure services are performed in accordance with the requirements of this PWS and to identify opportunities for improvement. The Offeror shall submit a copy of its draft QCP with their quote for Government evaluation. The Contractor shall submit its final QCP within 15 days of contract award. (Reference FAR Clause 52. 246-4 Inspection Of Services--Fixed Price)

1.5.1 Minimum QCP Elements. The Contractor’s Quality Control Plan shall include (minimum):

Names and qualifications of Contractor’s operational and quality control personnel (see also Key Contractor Personnel, paragraph 1.9.1 below)

Roles and responsibilities of Contractor’s operational and quality control personnel.

Description of the quality measurement system for each service listed in the Performance

Requirements Summary (PRS, see Technical Exhibit 1).

Description of records to be maintained by the Contractor to document inspections and corrective or preventive actions taken.

Description of Contractor’s communication plan, to include how the Government will be able to reach the Contractor at various times of day; how the Contractor will provide feedback to the Government; and how the Contractor will maintain communications between off-site and on-site personnel.

1.5.2 Quality Control Records. The Contractor shall provide written Quality Control Reports to the COR not less than weekly. These records shall demonstrate, at a minimum, when and where inspections were performed, conditions observed, defects observed, and plan of action to remedy any defects noted. The Contractor shall maintain its Quality Control Records through the duration of the contract and for the period after contract completion until final settlement of any claims under this contract.

1.6 Quality Assurance: The Government will evaluate the Contractor’s performance and Quality Control Plan in accordance with the Quality Assurance Surveillance Plan (QASP). The QASP and any methods of quality assurance inspection may change during the life of the contract, depending on Contractor performance.

1.7 Meetings and Conferences: The following administrative meetings are required under this contract. Each of the meetings listed below will be held at the Dworshak Project site during normal operating hours, Monday– Friday, 0630–1700.

1.7.1 Post-award Conference. The Contractor shall attend a Post-award Conference convened at Dworshak Project during normal Dworshak Project business hours. The purpose of this conference will be to review the contract requirements and provide any clarifications needed, establish the roles and responsibilities of Government and Contractor personnel, present Contractor submittals to the Contracting Officer’s Representative (COR), and provide a general site orientation to Contractor personnel. The Post-award Conference will be held within two weeks of contract award.

1.7.2 Progress/Coordination Meetings. The Contractor shall attend periodic progress meetings with the COR and other Government personnel, as appropriate. These meetings will be held not less than monthly and will be held at Dworshak Project during normal Dworshak Project business hours.

1.8 Contracting Officer’s Representative (COR): The COR monitors all technical aspects of the contract and assists the Contracting Officer (KO) with contract administration. A letter of designation issued to the COR by the KO, a copy of which is sent to the Contractor, states the responsibilities and limitations of the COR. The COR is not authorized to change any of the terms and conditions of the contract.

1.9 Contractor Personnel:

1.9.1 Key Contractor Personnel. The Contractor shall provide a trained and experienced Quality Control Manager. The Offeror shall submit the resume and qualifications of its Quality Control Manager with their quote for Government evaluation. The Contractor’s Quality Control Manager shall be responsible for ensuring Contractor’s work quality meets the contract performance requirements and shall have full authority to speak and act for the Contractor on all matters relating to the daily operation of the contract.

1.9.2 Contractor Employees. Contractor and subcontractor employees must be at least 18 years of age, qualified, and capable of performing the work. Contractor personnel shall present a neat appearance and shall wear proper clothing and PPE at all times (also see Safety Requirements in paragraph 1.11 below).

1.9.3 Contractor Employee Identification. All Contractor and subcontractor employees must wear clothing marked with the prime Contractor’s company identification (name and/or logo). In addition, the prime Contractor shall provide company-issued photo identification for each Contractor and subcontractor employee. Employees must wear the badge visibly except at times it may present a work safety risk.

1.9.4 Non-US Citizens. Contractor employees who are foreign nationals must request access in writing to the USACE Walla Walla District Security Office at least four weeks in advance of the access date. The employee must submit a copy of their passport with this request.

1.9.5 Removal of Contractor Employees. The Contracting Officer or their representative may require the Contractor to remove from work any employee deemed to be a potential threat to health, safety, security, or has shown to be careless or otherwise irresponsible.

1.9.6 Contractor Vehicles. The Contractor shall maintain and provide to the COR a current list of authorized work vehicles, including year/make/model and license plate number. All Contractor vehicles, when in use at Dworshak Project, shall have externally visible signage providing Contractor identification. At a minimum, signs shall be placed on the driver’s side of the vehicle and be readable at not less than 20 feet from the vehicle.

1.10 Project Access/Security:

1.10.1 AT Level 1. All Contractor employees and subcontractor employees requiring access to Army installations, facilities, and controlled access areas shall complete AT Level I awareness training within 30 calendar days after contract start date. The Contractor shall submit certificates of completion for each affected Contractor employee and subcontractor employee to the COR within five calendar days after completion of training. 1.10.2 Access and General Protection/Security Policy and Procedures. All Contractor and subcontractor employees shall comply with applicable installation, facility, and area commander installation/facility access and local security policies and procedures (provided by government representative). The Contractor shall also provide all information required for background checks to meet installation access requirements to be accomplished by installation Provost Marshal Office, Director of Emergency Services or Security Office.

Contractor workforce must comply with all personal identity verification requirements as directed by DOD, HQDA and/or local policy. In addition to the changes otherwise authorized by the changes clause of this contract, should the Force Protection Condition (FPCON) at any individual facility or installation change, the Government may require changes in Contractor security matters or processes.

1.10.3 iWATCH and/or CorpsWatch Training. All Contractor and subcontractor employees shall be briefed on the local iWATCH, CorpsWatch, or See Something, Say Something program(s). This locally-developed training, provided by the requiring activity, will be used to inform Contractor employees of the types of behavior to watch for and instruct employees to report suspicious activity to the COR. This training shall be completed within 30 calendar days of contract award and within 30 calendar days of new employees commencing performance with the results reported to the COR NLT 5 calendar days after contract award.

1.10.4 Operational Security (OPSEC) Training. All Contractor and subcontractor employees shall complete OPSEC Awareness Training within 30 calendar days of reporting for duty. Additionally, all Contractor employees must complete annual OPSEC Awareness Training. The Contractor shall submit certificates of completion for each affected Contractor and subcontractor employee to the COR within five calendar days after completion of training. 1.10.5 Pre-screen candidates using E-Verify Program. The Contractor must pre-screen candidates using the E- Verify program (http://www.uscis.gov/e-verify) website to meet the established employment eligibility requirements. The Contractor must ensure that the candidate has two valid forms of Government-issued identification prior to enrollment to ensure the correct information is entered into the E-Verify system. An initial list of verified/eligible candidates must be provided to the COR within three business days of contract award.

1.10.6 Physical Security. The Contractor shall be responsible for safeguarding all Government equipment, information, and property provided for Contractor use. The Contractor shall advise the COR of any damage to the facilities due to vandalism or other causes as soon as practicable following discovery or occurrence.

1.10.7 Prohibited Items. No alcohol, firearms, or controlled substances shall be allowed on the Project site.

The Government retains the right to prohibit other items.

1.11 Safety Requirements:

1.11.1 Safety References. The Contractor shall comply with all applicable federal, state, agency, local, and industry standard safety practices. The Contractor shall comply with all applicable standards of the latest version of EM 385-1-1, USACE Safety and Health Requirements Manual, that is in effect on the date of solicitation. Prior to preparing a quote, prospective contractors should reference the manual at:

1.11.2 Pre-work Submittals. In accordance with 385-1-1, the Contractor shall submit for Government acceptance the following minimum safety documentation prior to start of work at the site. All plans shall be kept updated.

Accident Prevention Plan (APP) – See EM 385-1-1, See Section 01.A.12.e, and Appendix A, paragraph 3.k., and sections of the manual covering topics specific to work on this contract. The Contractor is encouraged to use the non-mandatory Abbreviated APP Checklist, Form A-1, also found in the manual, to ensure all required elements are addressed.

Activity Hazards Analysis (AHA) – See EM 385-1-1, Section 01.A.14for a description of the required Contractor Risk Management Process. The Contractor is encouraged to use the non-mandatory AHA template provided in Attachment 2, Activity Hazards Analysis Template, to ensure all requirements are met.

Hazard Communication Plan – See EM 385-1-1, Section 06. B.01. The HazComm plan includes supplying all applicable SDSs for chemical used onsite. SDSs must meet the criteria of the OSHA globally harmonized system.

1.11.3 Safety & Health Bulletin Board. The Contractor shall prepare and maintain a Safety & Health Bulletin Board for its employees working onsite in accordance with EM 385-1-1, Section 01.A.07 and other applicable sections.

1.11.4 Ongoing Submittals.

Safety Training – In accordance with EM 385-1-1 Section 01.B.02, Contractor employees shall be provided safety and occupational health indoctrination prior to the start of work, as well as continuous training to enable them to perform their work in a safe manner. All indoctrinations and subsequent training shall be documented in writing and documentation furnished to the COR upon request.

Safety Meetings – In accordance with EM 385-1-1 Section 01.B.05, the Contractor shall hold weekly safety meetings. The COR shall be invited to attend all scheduled meetings. Safety meetings shall be documented and documentation furnished to the COR upon request.

Exposure Hours – The Contractor shall submit project work (exposure) hours to the COR monthly, by the 5th day of each month for the prior month of work. Work (exposure) hours include all hours on the project where an employee is in an on-duty pay status.

1.11.5 Annual Training Requirements. Prior to commencing work onsite, and annually thereafter, each Contractor and subcontractor employee performing work onsite shall receive the training listed here:

1.11.5.1 Hazardous Energy Control Program (HECP) Awareness Training. This training (approximately one hour) is provided by Vivid Learning Systems and is available online at http://hecp.vividlms.com.

All costs for this training shall be considered incidental to the work, and therefore, no additional payment will be made. Cost for the training is displayed on the home page. Upon completion, a copy of each Contractor employee training certificate shall be submitted to the COR.

1.11.5.2 Industrial Awareness Orientation. This orientation (approximately 1.5 hours) is provided on site by the COR or designee. An overview of site safety, security, and industrial environment hazards and conditions is provided in addition to a brief tour of the powerhouse. This orientation will be conducted for all new employees and annually thereafter and will also encompass the Project Access Policy and iWATCH training discussed in paragraphs 1.10.1 and 1.10.3 above.

1.12 Environmental:

1.12.1 Wastewater. The Contractor shall only dispose of liquid cleaning wastes (i.e., mop water) in interior utility sinks and toilets. No liquid wastes shall be dumped into regular sinks, floor drains, our on exterior grounds.

1.12.2 Spills. Special measures shall be taken to prevent chemicals, fuels, oils, greases, bituminous materials, and waste washings from entering public waters. Any spills caused by Contractor employees shall be cleaned up immediately. Spills of 5 gallons or greater caused or found by Contractor employees shall be immediately reported in accordance with paragraph 5.8.2.

1.12.3 Utilities Conservation. The Contractor shall ensure employees practice utility conservation, including turning off lights when not necessary for work and turning off water faucets and valves when not in use.

Part 2 – Definitions & Acronyms

2.1 Definitions:

Acceptable Quality Level (AQL). The percentage of acceptable defects in overall performance. Used to determine satisfactory or unsatisfactory performance based on statistical (if statistically random sampling is used) or actual defects when work is inspected.

Contractor. A supplier or vendor awarded a contract to provide specific supplies or service to the government.

Contracting Officer (KO). A person with authority to enter into, administer, and/or terminate federal government contracts and make related determinations and findings on behalf of the Government. The KO is the only individual who can change any terms or conditions of this contract that affect scope, delivery, or cost.

Contracting Officer’s Representative (COR). An employee of the U.S. Government appointed by the Contracting Officer to administer a federal government contract. The COR’s appointment shall be in writing and shall state the scope of authority and limitations. This individual has authority to provide technical direction to the Contractor as long as that direction is within the scope of the contract, does not constitute a change, and has no funding implications. This individual does NOT have authority to change or waive any terms and conditions of the contract.

Daily. Daily means prior to 0600 on days a building is occupied, as described in Attachment 1, Facilities Inventory.

Defective Service. A service output that does not meet the standard of performance associated with the Performance Work Statement and Performance Requirements Summary.

Deliverable. Anything that can be physically delivered, including documents.

Mission Essential Vulnerable Area (MEVA). All areas within the dam and powerhouse, including parking areas, access roads, nearby grounds, and areas accessible by boat.

Physical Security. Actions that prevent the loss or damage of Government property.

Quality Assurance. The government procedures to verify that services being performed by the Contractor are performed according to acceptable standards. Quality Assurance efforts will determine whether or not the Contractor’s Quality Control Plan is sufficient to ensure work meets the contract specification.

Quality Assurance Surveillance Plan (QASP). An organized written document specifying the surveillance methodology to be used for surveillance of Contractor performance.

Quality Control. All necessary measures taken by the Contractor to assure that the quality of an end product or service shall meet contract requirements.

Shift. A single evening/night in which Contractor work is performed.

Subcontractor. One that enters into a contract with a prime contractor. The Government does not have privity of contract with the subcontractor. The Contractor must ensure that subcontractors and subcontractor employees are bound to all conditions and requirements of this contract, including contract Clauses and this PWS.

2.2 Acronyms:

Part 3 – Government Furnished Items

3.1 Facilities:

3.1.1 Sanitation Facilities. The Government will provide use of sanitation facilities for Contractor employees while performing work onsite.

3.1.2 Storage Areas. The Government will provide limited space for storage of Contractor’s equipment and supplies. The Contractor shall maintain all storage areas in a neat and orderly condition at all times. All storage areas are accessible to Government employees. The Contractor shall be responsible for security of its equipment and supplies.

3.1.3 Utility Sinks. The Visitor Center, Dam, Resource Maintenance Building, and Powerhouse each have utility sinks with hot and cold running water for Contractor use. The Contractor shall be responsible for maintaining these sinks and ensuring they are clean and free of drain-clogging debris.

3.2 Utilities:

3.2.1 Electricity. The Government will provide standard 110 electrical power for the Contractor’s use from existing outlets. The Contractor shall provide all cords and adapters necessary to operate equipment for performing the work of this contract.

3.2.2 Water. The Government will provide hot and cold running water from existing Project sources. The Contractor shall provide all hoses, connectors, adapters, and buckets necessary to perform the work of this contract. There are two water outlets located within 600 feet of the furthest end of the Fishing Access Area (see paragraph 5.7): one is standard garden hose spigot, the other is 1½″ hydrant deck wash.

3.2.3 Telephone. Contractor employees may use Project telephones to call other Project phones and emergency services only. The Contractor shall provide for all other telephonic communication for its employees. If cell phones are used, it is incumbent upon the Contractor to determine the best service for their need. Note that there is no AT&T cell coverage at Dworshak Project.

3.3 Pagers: The Government will issue a visitor’s one-way pagers to each Contractor employee each shift for emergency notifications.

3.4 Rubber Bands: The Government will provide large rubber bands, when available, for securing wastebasket liners.

Part 4 – Contractor Furnished Items and Services

4.0 General: The Contractor shall provide all equipment/tools, supplies/materials, consumables, facilities, transportation, personal protective equipment, and other items and non-personal services that are not listed in Part 3 of this PWS.

4.1 Equipment/Tools: The Contractor shall supply all necessary equipment and tools to perform cleaning according to the requirements of this contract. The Contractor shall provide and maintain its equipment in safe and operable condition. All equipment items shall be clearly identified as belonging to the Contractor.

4.1.1 Equipment Inventory. The Contractor shall prepare and maintain a list of cleaning equipment to be used on the Project site, whether or not the equipment is stored onsite. The Equipment Inventory shall include the equipment type/name, manufacturer/brand, intended use, and number of units by storage area. For powered equipment the Equipment Inventory shall also include model number and serial number. The Contractor shall deliver its initial Equipment Inventory to the COR for acceptance at or prior to the Post-award Conference.

4.1.2 Equipment Manuals. The Contractor shall maintain a printed copy of the manufacturer’s operation and maintenance instructions for each piece of powered equipment used onsite. These instructions shall be stored in a location known by and easily accessible to its employees and the COR.

4.1.3 Fuel Storage. No combustible fuel shall be stored on the Project, and no propane, diesel, or gas-powered equipment shall be left on site with fuel still in the tank.

4.2 Cleaning Chemicals: The Contractor shall supply all necessary cleaning chemicals to perform cleaning according to the requirements of this contract. These items shall meet or exceed the specifications of the USDA BioPreferred standard (http://www.biopreferred.gov/BioPreferred/faces/catalog/Catalog.xhtml#). Also see section 1.11, Safety Requirements, regarding Hazardous Communication and Chemical Inventory requirements.

4.2.1 Cleaning Agents. Biodegradable soaps, soap compounds, and/or detergents shall be used. If the Contractor uses a cleaning compound containing disinfectants and/or deodorants in lieu of applying these materials separately, the label shall state that the compound is biodegradable and contains disinfectants and/or deodorants. The manufacturer’s instructions shall be followed in mixing the proper strength solution for application.

4.2.2 Germicidal Disinfectants. Only standard commercial germicidal disinfectants shall be used. The manufacturer’s instructions shall be followed in mixing the proper strength for applications.

4.2.3 Deodorizers. Deodorant shall be a material packaged and marketed for use as a deodorizer. The manufacturer’s instructions shall be followed in mixing the proper strength for application. The deodorant may be mixed with the cleaning solution if the manufacturer’s instructions on the deodorant label do not prohibit it.

4.2.4 Waxes and Sealers. Commercial grade of floor finish specified by the manufacturer to be suitablefor the surface on which to be used shall contains at least 17% metal cross-link or metal interlock formulation. The submittal shall contain information on the types of waxes and sealers to be used on the various types of floors and manufacturer’s certification that the product meets or exceeds all applicable specifications and manufacturer’s recommendations on methods of application. No solvent-based waxes, strippers, or sealers are acceptable for use on the Project.

4.3 Consumables: The Contractor shall provide the consumables listed below for use throughout the Project facilities by employees and visitors. All paper products shall contain recycled materials.

4.3.1 Toilet Tissue. Toilet tissue shall be a white, double-ply, unglazed, soft paper to fit existing dispensers.

Some toilet tissue dispensers on the Project require rolls a minimum of 4.5 inches wide.

4.3.2 Paper Towels. Paper towels shall be strong, pliable, absorbent, and fit existing dispenser. The Project has both bi-fold and multi-fold paper towel dispensers.

4.3.3 Toilet Seat Protectors. Toilet seat protectors shall be provided.

4.3.4 Liquid Hand Soap. Bulk Liquid Hand Soap shall be provided for hand soap dispensers in restrooms.

Countertop pump-style hand soap dispensers shall be provided when installed hand soap dispensers are non-operational.

4.3.5 Trash Receptacle Liners. Liners shall be suitable for the type of trash receptacle and shall be strong enough to carry the weight anticipated for such receptacles without leaking or breaking.

4.3.6 Urinal Deodorant Cakes. Urinal deodorant cakes shall be provided upon request. Deodorant cakes shall be screened. The Project has only one urinal that may require a deodorant cake.

4.4 Signage:

4.4.1 Safety Cones. The Contractor shall provide and utilize its own safety cones or signs as needed to provide warning to building occupants and visitors of unsafe conditions, such as wet floors. Cones and signs shall clearly identify the specific hazard and shall be labeled with the Contractor’s name.

4.4.2 Out of Order Signs. The Contractor shall provide and utilize its own “Out of Order” signs for use on any plugged toilets, sinks, or drinking fountains.

4.5 Personal Protective Equipment (PPE): The Contractor shall ensure all its employees are provided with and utilize PPE, including hard hats, hearing protection, gloves, and goggles, when required. The Contractor shall also ensure employees arrive to the Project in appropriate clothing, in accordance with EM 385-1-1, Section 05.A.06.

Part 5 – Specific Tasks

5.0 Cleaning Services: All buildings and spaces serviced under this contract shall be clean in accordance with the standards listed below and in attached Technical Exhibit 1, the Performance Requirements Summary (PRS). All buildings shall meet this standard by 0600 on each day of occupancy. The Contractor shall employ cleaning methods that will ensure no damage to buildings, structures, finishes, or furnishings occurs.

5.1 General Cleaning: Offices, visitor areas, and common use areas shall be cleaned to the standards in this section and according to the building operation schedules described in Attachment 1, Facilities Inventory.

5.1.1 Interior Surfaces. The Contractor shall remove unwanted matter from interior surfaces and corners on a continual basis. The standard applies to all surfaces up to seven feet from standing and ceilings that can be reached from standing or from a 6-foot ladder, including, but not limited to, vents and heater registers, fire extinguishers, wall décor, light fixtures, window treatments, stairways/stairwells, elevators, and displays.

5.1.2 Environmental Surfaces. The Contractor shall take special care to clean and sanitize heavily touched environmental surfaces, including but not limited to hand rails, tables, counters in common areas, employee showers, sink fixtures, door handles, door panels, restroom dispensers, phones, elevator call panels, light switches, drinking fountains, Visitor Center displays, etc.

5.1.4 Desk/Table/Counter Cleaning. The Contractor is not required to clean desks and cabinets upon which occupants have placed personal items. Such areas, if clear of personal items, shall be maintained dust free.

The Contractor shall move/rearrange contents of tables and counters in common areas (i.e., kitchens, break rooms, lobbies, conference rooms) as needed to remove dust, dirt, and debris from under and around items.

5.1.5 Waste Removal. All interior and entrance waste receptacles shall clean, and any overflow of trash from receptacles shall be picked up from the surrounding areas and disposed of. All waste collected shall be deposited in dumpsters provided by the Government. Empty cardboard boxes left at trash receptacles shall be broken down flat and placed in the nearest cardboard recycle bin.

5.1.6 Glass/Mirrors. All interior glass, including glass in doors, partitions, walls, mirrors, display cases (Plexiglas), etc., and all exterior windows that can be accessed from floor/ground level, shall free of film, dirt, smudges, fingerprints, water, and other foreign matter, including bugs, bug spots, and cobwebs. All exterior windows above the standing area shall be maintained free of accumulated bugs and cobwebs and otherwise cleaned upon request.

5.1.7 Entrances. Building entrances, including doors, windows, thresholds, eaves, overhangs, and pathways/sidewalks, shall be free of dust, dirt, debris, fingerprints, smudges, and accumulated bugs, bug spots, cobwebs . Sufficient pathway/sidewalk area shall be cleaned so as to ensure debris such as dirt, mud, and leaves shall not be tracked or blown into the entrance. The Visitor Center main entrance shall be maintained the full width of the entrance area to the curb.
