GENERAL REQUIREMENTS

PART 1 GENERAL

1.1 VETERANS EMPLOYMENT EMPHASIS FOR U.S. ARMY CORPS OF ENGINEERS CONTRACTS

SUPPLEMENTARY REQUIREMENTS

PART 1 GENERAL

The work covered by this section of the specifications consists of work common to more than one section of these TECHNICAL SPECIFICATIONS. In addition to information required in this section, Geospatial Data Collection is required as part of this contract. See Section 01 71 23.01 28 CONTRACTOR SURVEYS AND REMOTE SENSING DATA COLLECTION for additional information.

1.1 REFERENCES

The publications listed below form a part of this specification to the extent referenced. The publications are referred to in the text by the basic designation only.

U.S. ARMY CORPS OF ENGINEERS (USACE)

EM 385-1-1 Safety and Health Requirements Manual

The Contractor shall be responsible for complying with the current edition and all changes posted on the web as of the effective date of this solicitation.

1.2 SUBMITTALS

Government approval is required for submittals with a "G" designation;

submittals having an "I" designation are for information only.

Designation following the "G" or "I" designation identifies the office that will review the submittal for the Government. The following shall be submitted in accordance with SECTION 01 33 00 SUBMITTAL PROCEDURES:

1.3 FIELD VERIFICATION OF SITE CONDITIONS

The Contractor shall field verify all elevations, dimensions, and coordinates of existing features indicated on the contract drawings that affect new construction. Any variations shall be updated as per Section 01 78 00.00 28, CLOSEOUT SUBMITTALS, paragraph MAINTAIN WORKING AS-BUILT

CONTRACT DRAWINGS AND FIO DRAWINGS.

1.4 DEFINITIONS

a. Qualified Person.

As defined in EM 385-1-1 ; "DEFINITIONS", unless otherwise specified.

1.5 SUBCONTRACTORS AND PERSONNEL CONTACTS

Furnish a list of contact personnel of the Contractor and subcontractors including addresses and telephone numbers for use in the event of an emergency. As changes occur and additional information becomes available, correct and change the information contained in previous lists.

1.6 PROHIBITED MATERIALS

The use of the following materials or their alloys coming in contact with fish process water is prohibited unless otherwise shown:

1.7 REGULAR CLEANUP AND DEBRIS DISPOSAL

With the exception of materials specifically indicated or specified to be salvaged for reuse in construction, or turned over to the Government, all wastes and demolished materials shall become the property of the Contractor and shall be removed from the job site in accordance with Federal, State, and local regulations. The Contractor shall furnish waste containers. All waste containers provided by the contractor shall be emptied daily.

1.8 EQUIPMENT LIST

The Contractor shall furnish a complete list of all equipment to be used on the project 30 days prior to commencement of on-site work. The Contractor shall submit a revised list in the event of change of equipment. Lists shall include rented equipment as well as lease-purchase or sale-leaseback equipment. The initial list and the revised lists shall indicate dates equipment is assigned to or removed from the project and adequate identification or description of each item of equipment including manufacturer's name (abbreviated), model number, manufacturer's serial number, year of manufacture, and Contractor's assigned serial or record number.

1.9 TESTING OF EQUIPMENT

Before any machinery or mechanized equipment is put to use on the job, it shall be inspected and tested by a qualified person and determined to be in safe operating condition. Cranes or derricks shall be tested by the Contractor or a qualified testing agency in accordance with EM 385-1-1 .

Equipment shall be large enough to safely handle proposed picks or tasks without exceeding the crane rating established by these tests.

1.10 PIT TAG EQUIPMENT REMOVAL AND INSTALLATION

PIT Tag equipment is operated and maintained by Pacific States Marine Fisheries Commission (PSMFC). Coordinate removal and installation as follows:

a. Notify the COR a minimum of 21 calendar days prior to anticipated removal of existing PIT Tag antenna shields. PSMFC will disconnect existing antenna cables and flex conduit, from the existing shields, no later than 14 calendar days after Contractor notification.

b. Contractor remove and salvage existing antenna shields. Transport existing shields to a storage site at the Project as coordinated with the COR.

c. Contractor fabricate and install new PIT Tag antenna shields as shown and specified.

d. Contractor install new conduit from existing transceiver enclosures to the new antenna shields, as shown and specified.

e. PSMFC will provide and install related PIT Tag antenna cables.

1.11 DISPOSITION OF REMOVED EQUIPMENT

Unless otherwise specified in other sections of the specifications, all existing equipment removed and not reinstalled shall become the property of the Contractor, removed from the Project site, and disposed of in a legal manner. Materials that cannot be removed daily may be temporarily stored on-site at an approved area. Salvaged materials shall not be sold on the project site.

1.12 PROTECTION AND RESTORATION OF EXISTING FACILITIES

Reference FAR 52.236-9 Protection of Existing Vegetation, Structures, Equipment, Utilities, and Improvements (Apr 1984).

1.12.1 Pre-Work And Post Work Surveys

The Contractor shall conduct a pre-work survey prior to start of on-site work and a post-work survey following physical completion of the work and prior to demobilizing from the work site. The surveys shall be conducted in the presence of the Contracting Officer's Representative or other designated Government representative. The results of the surveys shall be documented by digital photographs and descriptive narrative reports. A color copy of the survey photographs and narrative reports shall be submitted to the Contracting Officer within 5 days after survey has been completed.

1.12.2 Existing Juvenile and Adult Fish Facilities

a. Special care shall be taken to protect all existing Juvenile and Adult Fish passage facilities and related features, as well as features of other contract work occurring concurrently with this contract. Features include, but are not limited to the Juvenile Fish transportation pipe, features at the Juvenile Fish Facility, Adult Fish Kelt Tanks, etc..

b. Any impacts or damage, caused by Contractor work on this project, shall be reported to the COR within 24 hours.

c. Any damage to existing features or other contract work shall be repaired prior to the end of the end of the respective Unwatered Work Window. See Section 01 14 00.30 28 WORK RESTRICTIONS AND SURFACE FINISH REQUIREMENTS - BIOLOGICAL, paragraph WORK WINDOWS. Exceptions must be approved by the Contracting Officer.

d. All repair procedures proposed for damaged or impacted Fish Passage facilities shall be approved by the Contracting Officer prior to the Contractor beginning repairs. All repairs shall leave impacted Fish Passage facilities in a condition better than, or equal to the condition existing at time of contract award.

1.13 DUST CONTROL PLAN

The Contractor shall be responsible during dust generating activities to prevent the dust from spreading. Contractor shall submit a written dust control plan for approval. Include in the plan measures to protect the Juvenile Fish Facility.

1.14 FIRE CONTROL

Each piece of internal combustion engine driven equipment used at the work site shall be equipped with a fire extinguisher in accordance with recommendation National Fire Protection Association (NFPA) as appropriate. The minimum approved rating of extinguishers shall not be less than 5-B:C.

1.15 TRAINING

The Contractor shall provide the services of authorized start-up engineers (Manufacturer's Representatives) as necessary to provide training in programming, operation and maintenance of all new equipment and features installed as part of this contract. The training shall be provided for operators and maintenance personnel prior to project operation of the newly installed equipment. Provide one, four-hour class session for project employees. The session shall include approximately 6 employees.

The Government will provide for the training location. The Contractor shall submit training manuals and documentation for approval 90 days prior to scheduled classes and shall furnish sufficient training materials at the training classes for all students plus a minimum of 3 copies for project files. Where audio/visual materials are used in training classes, 3 copies of such materials shall be furnished to the Project for use in future training. It shall be the Contractor's responsibility to coordinate the training sessions with the Project to ensure minimum conflicts with ongoing Project work.

1.16 PROJECT SUPERINTENDENT

At all times during performance of this contract and until the work is completed and accepted the Contractor shall assign and have on the worksite a competent superintendent as per FAR Clause 52.236-6 "Superintendence by the Contractor". Submit Superintendent name and contact information prior to start of on-site construction.

1.17 KEY PERSONNEL SUBSTITUTION

If the Contractor plans on replacing any Key personnel (Project Superintendent, SSHO, CQC System Manager, or CQC staff Members) they must have the approval of the Contracting Officer. Personnel shall possess the qualifications that meet or exceed those stated in the specifications for the position of the individual they are replacing. Submit qualifications of new personnel at least 15 calendar days in advance of date of replacement.

1.18 POST AWARD MEETINGS

1.18.1 Pre-Work Meeting

Within 15 days after receipt of Notice to Proceed, the Contractor shall attend a Pre-Work meeting. Senior Level members of the Contractor's staff involved with this contract shall participate in this meeting to discuss the overall contract requirements. The Government will lead this meeting and take the meeting minutes.

1.18.2 Contractor Coordination Pre-Work Meeting

Within 30 days after receipt of Notice to Proceed, the Contractor shall attend a Contractor Coordination Pre-Work meeting. Senior Level members of the Contractor's staff involved with this contract shall participate in this meeting to discuss the overall contract requirements. Participants will include the Government and staff from all Contractors with work in the areas of this contract (on-shore and in-water). Initial coordination and path forward for coordination requirements will be discussed. The Government will lead this meeting and take the meeting minutes.

1.18.3 Pre-Construction Meeting

The Project Superintendent shall coordinate with the Contracting Officer and establish the date of the Pre-Construction Meeting. The meeting will be held at the project site at least one (1) week prior to mobilizing to the job site. The Project Superintendent shall lead the Pre-Construction Meeting discussing the Contractor's plan on executing the work at the project site, schedule, required clearances and timeframe for them, and plan for implementing safety and quality control. The Government will have key members from the Project staff to discuss environmental and clearance issues. Key members of the contractor staff shall attend this meeting including the Quality Control (QC) System Manager, Site Safety and Health Officer (SSHO) and any other members determined by the Government to be required.

1.18.3.1 Minutes

The Project Superintendent shall be responsible for taking the meeting minutes and shall send them electronically within 48 hours of the meeting to the Government's Project Engineer, Quality Assurance Representative, and Resident Engineer.

1.18.3.2 Demobilizing And Remobilizing

Anytime the Contractor demobilizes from the site and remobilizes at a later date, another Pre-Construction meeting shall be held and shall follow the requirements listed above.

1.19 WEEKLY PRODUCTION MEETINGS

During all onsite construction work the Project Superintendent shall lead a weekly production meeting using the attached "Weekly Meeting Agenda Template" to brief the Government on the status of the project. All elements listed in the agenda shall be thoroughly discussed. For example, the Project Superintendent shall provide the Government a three (3) week "look-ahead" that describes all the planned construction activities, onsite and offsite, over the next three (3) weeks. These activities shall align to the overall construction schedule submitted under SECTION 01 32 01.00 28 PROJECT SCHEDULE, and if the three (3) week "look-ahead" differs from the construction schedule, the construction schedule shall be updated to include these changes by the next scheduled update. Key members of the Contractor's staff shall attend this meeting, including the Quality Control System Manager, who is responsible for discussing QC aspects of the work as outlined under SECTION 01 45 04.00 28 CONTRACTOR QUALITY CONTROL and SSHO. The Government reserves the right to require any person from the Contractor's staff, such as the Project Manager, Engineer, scheduler, etc., or key subcontractor personnel to attend this meeting, if Government feels their participation is required.

1.19.1 Minutes

The Project Superintendent shall be responsible for taking the weekly meeting minutes and shall send them electronically within 24 hours of the meeting to the Government's Project Engineer, Quality Assurance Representative, and Resident Engineer.

1.20 ADDITIONAL MEETINGS

The Contractor shall record the minutes of all meetings, including all conference calls, that occur between the Contractor and Government.

Minutes shall be sent electronically within 24 hours of the meeting to the Contracting Officer for concurrence. E-mail subject line shall include project name and meeting topic.

1.21 PARTNERING

1.21.1 General

The Government intends to encourage the foundation of a cohesive partnership with the Contractor and its subcontractors by informally partnering this contract. This partnership will be structured to draw on the strengths of each organization to identify and achieve reciprocal goals. The objectives are effective and efficient contract performance and intended to achieve completion within budget, on schedule, and in accordance with plans and specifications. This partnership would be bilateral in makeup and participation will be totally voluntary. If Partnering is pursued, meetings would be held as identified in the following paragraph.

1.21.2 Partnering Meetings

Within 30 days of receipt of Notice to Proceed, the initial partnering meeting will be scheduled. The Contractor's key personnel will attend a face-to-face partnering meeting (typically one day in duration) together with key Government personnel, to discuss project goals and communication. Follow-up meetings will be held periodically, as required, throughout the duration of the contract, as agreed to by the Contractor and the Government.

The Contractor shall be responsible for complying with the current edition and all changes posted on the web as of the effective date of this solicitation.

1.2 SUBMITTALS

Government approval is required for submittals with a "G" designation;

submittals having an "I" designation are for information only. A designation following the "G" or "I" designation identifies the office that will review the submittal for the Government. The following shall be submitted in accordance with SECTION 01 33 00 SUBMITTAL PROCEDURES:

1.3 MAINTAINING PROJECT SECURITY DURING CONSTRUCTION

During all demolition and construction activities, a continuous, secure perimeter must be maintained around the Government facilities. If construction requires removal of fencing or other security features or if construction features could provide unsecured access (such as during installation of the outfall pipe), submit a plan outlining temporary measures and features to ensure a secure perimeter. Submit plans to the Contracting Officer for approval a minimum of two weeks prior to starting construction work that could affect project security.

1.3.1 Security During Demolition

Demolition of existing safety and security features shall not take place until the Contractor is prepared to install new features so as not to compromise safety and security. Any areas where handrail is removed shall have a warning system in place until fence is installed. Fence to be removed shall remain in place until such time as the new fence has been installed in order to maintain a continuous perimeter. Contractor shall ensure that all new security features (such as fencing) are installed the same day, or prior to, removal of existing features.

1.3.2 Security During Construction

If partially completed features (such as an open ended outfall pipe) could provide unsecured access to the project, the Contractor shall take special measures to maintain project security. As part of the Security During Construction Plan, include measures and features that will be employed to restrict access to Government facilities during construction.

1.4 LOWER GRANITE SITE AND SAFETY INFORMATION

All Contractor personnel (including all subcontractors) working on-site are required to view the Lower Granite Site and Safety Information DVD prior to beginning on-site work. DVD runs approximately 30 minutes and will be provided to the Contractor by the COR.

1.5 PROJECT SECURITY NOTIFICATION PAGERS

The Government (Project personnel) will issue the Contractor's SSHO and/or Project Superintendent with pagers to be carried at all times while on-site to receive Project Security Notifications. All pagers shall immediately be delivered to the Quality Assurance Representative upon the release of the employee or project completion.

1.6 EMPLOYEE TRAINING AND IDENTIFICATION SUMMARY

a. Provide a spreadsheet containing the following information for all Contractor and Subcontractor personnel working on the Project site:

1. Employee name.

2. Employee photo ID Type Issued: Proximity Card #*** (for Gate/Door Access) OR Photo ID Only.

3. Date Photo ID Issued.

4. Date Photo ID Returned.

5. All applicable employee training that has been completed.

Include all training from Section 01 35 29.10 28 SAFETY AND

OCCUPATIONAL HEALTH REQUIREMENTS, 01 14 00.90 28 INTEGRATING

ANTITERRORISM (AT) AND OPERATIONS SECURITY (OPSEC), and other as specified.

b. Submit EMPLOYEE TRAINING AND IDENTIFICATION SUMMARY prior to beginning of Contractor on-site work. Update and resubmit within 48 hours of any changes.

1.7 PROJECT SECURITY

The Project site is a secured area and access onto the Project is restricted. The security measures affect all of the Contractor's vehicles and personnel. There will be delays when entering Projects due to locked gates, vehicle inspections, and personnel checks. Inspections and checks may include inspection of tool boxes, brief cases, lunch boxes, and other containers. Weapons, alcohol, and illegal drugs are not allowed on the project site.

1.7.1 Contractor Vehicle Access

a. Project access roads on both sides of the dams are secured with locked gates. Only Contractor's work vehicles and equipment that are essential to the conduct of the work will be allowed in any work areas, or through any security fencing. All other Contractor parking will be outside of the security fence downstream of the Juvenile Fish Facility, in available, marked, parking spaces. All privately owned vehicles (POV's) must be parked in these areas.

b. All Contractor vehicles shall display suitable permanent or temporary identification. All Contractor vehicles allowed past security fencing must also display a Parking Placard issued by the Government. Placard must be hung from the rear view mirror at all times the Contractor vehicle is inside the security fencing. A limited number of Contractor vehicles will be issued Parking Placards. Number of vehicles requiring placards will be coordinated at the Pre-Construction meeting. All Contractor vehicles that pass through locked gates will be subject to being searched.

c. Parking in the South Shore Visitor's Center parking lot is not allowed for contractors, except for short term drop off of materials or personnel. Short term parking spaces are provided for this purpose.

1.7.2 Identification of Employees

Government Project personnel will provide the Contractor's personnel with identification badges as they arrive on site. The Contractor shall be responsible for furnishing the Security Badge Form(attached to the end of this SECTION)and initial identification (driver's license) for each employee 5 business days prior to the employee arriving to work on the Project site, and upon issuance of official badges, for requiring each employee engaged on the work to display identification at all times.

Ensure each employee's full name with middle initial is included with the initial identification. All prescribed identification shall immediately be delivered to the Quality Assurance Representative for cancellation upon the release of the employee or project completion. If required by the Contracting Officer, employees will be photographed by the Government.

Employees who fail to submit to photographing will not be allowed on the project site.

Every Contractor employee (prime or subcontractor) shall have a hard hat meeting the requirements of EM 385-1-1 . Hardhats shall display the Prime Contractor name, subcontractor name, and the employee's name. Contractor employee hardhats shall not be white with red markings.

1.7.3 Delivery of Equipment

Contractor is responsible for delivery and receipt of all materials and equipment. Government personnel will not be available to assist contractor in these activities. To the maximum extent possible, deliveries shall arrive on the same side of the river as the Contractor's work area. Delivery vehicles will be allowed to cross the river over the dam only with Government approval. Delivery vehicles arriving on the opposite side of the river as the work area shall be unloaded outside the locked gate, equipment shall be loaded onto Contractor's vehicles, and Contractor's vehicles will then be allowed to cross the dam to the work area.

1.8 FACILITY OCCUPANCY CLOSURE

Streets, walks, and other facilities occupied and used by the Government shall not be closed or obstructed without written permission from the Contracting Officer.

1.9 WORK SCHEDULES

1.9.1 Contractor's Work Schedule

At the Pre-Work Meeting, furnish a schedule of number of working days per week, shifts per day, and hours per shift for contract work. The Contractor shall furnish notification of any change of schedule of regular work hours, overtime work hours, and shifts of work crews and personnel at the site. This notification shall be provided a minimum of 48 hours prior to any schedule change to allow suitable scheduling of Government personnel and inspection. Exception to this requirement may be allowed in case of schedule change due to emergency conditions.

1.9.2 Government's Work Schedule

The maintenance crews at the dam work from 6:30 a.m. to 5:00 p.m., Monday through Thursday. Crews and staff do not work on weekends and Federal holidays. If a Federal holiday falls on a Friday, the crews and staff do not work on the preceeding Thursday. A powerhouse operator is at the site 24 hours a day, 7 days a week, including Federal holidays but is not available to assist the Contractor.

If the Contractor requires Government support or assistance outside of normal work hours, the Contractor must make a formal written request to the Contracting Officer at least one week prior to the date that support/assistance is needed. The Government will review this request, but there is no guarantee that Government support or assistance can be provided.

1.10 USE OF WALLA WALLA DISTRICT PARKS

Special consideration for the use of the Walla Walla District Camping Grounds will not be given to the Contractor if camping at these sites.

The Contractor's crew may not use Government parking lots near the Lower Granite Lock and Dam for RV parking.

This Section contains general Work Restriction information. Other work restrictions are located in other sections of the Specifications, including, but not limited, to the following:

The Contractor shall be responsible for complying with the current edition and all changes posted on the web as of the effective date of this solicitation.

1.2 TRAFFIC CONTROL AND PUBLIC ACCESS

a. Streets, walks, and other facilities occupied and used by the Government shall not be closed or obstructed without written permission from the Contracting Officer.

b. Existing public roads and access roads shall be kept open to vehicle traffic at all times. The Contractor shall conduct his work in such a manner as will obstruct and inconvenience traffic as little as possible. When necessary for the Contractor to operate on or cross existing highways or roads, the Contractor shall furnish signs, lights, and/or other necessary safe guards to safely control and direct the flow of traffic. The Contractor shall obtain any and all required permits for such operations from the appropriate private or public authority at no additional cost to the Government.

1.2.1 Public Access Barriers

In areas where the public has access to the job site the Contractor shall construct temporary barriers around ongoing work with bright orange plastic fencing. The barrier shall be maintained until completion of the individual piece of work.

1.3 NOISE RESTRICTIONS

Noise levels in office areas of the Juvenile Fish Facility shall not exceed 75dB during Government Work Hours (see Section 01 14 00.10 28 PROJECT SITE RESTRICTIONS) unless otherwise indicated. General construction noise levels and noise protection requirements shall comply with the requirements specified in EM 385-1-1 .

1.4 ACTIVE ROADWAY HOURS

The roadway over Lower Granite Dam and on each side, is an open and active roadway during the day. The roadway is closed on Thanksgiving Day, Christmas Day, and New Years Day, only. Hours of roadway operation are, typically, 0600 to 1800 hours daily. The roadway is open additional hours between the beginning of the Memorial Day weekend and the end of Labor Day weekend. During this time period, the roadway is open from 0600 to 1900 on Friday, Saturday, and Sunday. Other weekday hours are as noted above.

1.5 ROADWAY CLOSURE COORDINATION REQUIREMENTS

All complete roadway closures must be approved by the Contracting Officer prior to closure as outlined below:

a. In the event closing both lanes of traffic is required during active roadway hours (see paragraph ACTIVE ROADWAY HOURS), the following coordination is required:

1. Short duration roadway closures are limited to a maximum of 30 minutes at a time with at least 2 hours between closures. Notify Contracting Officer of closure requirement a minimum of 2 Government work days prior to anticipated closure to allow coordination with other project and contract work.

2. Anticipated roadway closures over 30 minutes must be approved by the Contracting Officer a minimum of 14 calendar days prior to closure to allow for public notification. Submit closure requirements a minimum of 21 days prior to anticipated closure.

3. Roadway closures over 1 hour in duration will not be allowed during active roadway hours.

b. The Contractor shall submit all anticipated roadway closures outside of active roadway hours, to the Contracting Officer a minimum of 5 Government work days prior to closure to allow for coordination with other project and contract work.

c. Roadway closures required by the project for anticipated Government work must be accounted for in the Contractor's work plan.

See paragraph DECK ACCESS AND ROADWAY COORDINATION REQUIREMENTS.

1.6 PROJECT ROADWAYS GENERAL

The following requirements apply to Contractor Work Area(s). Any changes to the agreed upon schedule and coordination must be approved by the Contracting Officer prior to commencement of impacted work or operations.

All complete roadway closures must meet requirements of paragraph ROADWAY CLOSURE COORDINATION REQUIREMENTS. See paragraph ACTIVE ROADWAY HOURS for additional information.

a. The Contractor shall maintain a minimum of one lane of traffic open for travel at all times during the Active Roadway Hours. See paragraph ROADWAY CLOSURE COORDINATION REQUIREMENTS for total road closure coordination requirements.

b. Required traffic lane must be 13 feet wide, minimum.

c. Traffic control shall be provided by the Contractor when roadway access has been impacted due to Contractor work. See paragraph TRAFFIC CONTROL AND PUBLIC ACCESS above.

d. Both lanes of the public roadways on project property may be closed between 1800-0600 provided required Project access is maintained. Due to possible impacts to other contracts, complete closures must be coordinated with the Contracting Officer as outlined in paragraph ROADWAY CLOSURE COORDINATION REQUIREMENTS.

1.7 ADDITIONAL GOVERNMENT PERSONNEL AND EQUIPMENT ACCESS REQUIREMENTS

Lower Granite Lock and Dam will be in full operation throughout the course of Construction activities. In order to meet operational and maintenance needs the following personnel and equipment access requirements must be maintained:

a. Visitor's Center must be available for public access between the hours of 0900 and 1700 daily.

b. Vehicle access to the area between the Visitors' Center and Adult Fish Trap is required by semi-trucks on a daily basis between 18 August and 20 November. No vehicle closures are permitted during this time frame. Vehicle closures outside of this time frame are limited to no more than 3 consecutive days and shall be coordinated with the COR a minimum of 30 calendar days in advance of closure.

WORK RESTRICTIONS AND SURFACE FINISH REQUIREMENTS - BIOLOGICAL

PART 1 GENERAL

This Section contains Work Restriction information that applies to juvenile fish passage routes impacted by work on this contract. Also included are surface finish requirements for fish passage routes, and in-water work information. Additional information on work restrictions, etc., are located in other sections of the Specifications. These include, but not limited, to the following:

a. Section 01 14 00.20 28 WORK RESTRICTIONS - GENERAL: Noise, roadway and access coordination.

b. Section 01 55 10.00 28 CONTRACTOR WORK, ACCESS AND STORAGE AREAS.

c. Section 01 55 10.10 28 WORK, ACCESS AND STORAGE AREAS - BRZ AND TAILRACE: Information related to Contractor work, access, and storage in the tailrace area.

1.1 DEFINITIONS

a. FULL BIOLOGICAL COMPLIANCE - Fish facilities are ready to be returned to service for the fish passage season.

1. All related systems are operational.

2. All wetted surfaces meet specifications.

3. All construction equipment and debris is removed from the fish facility area.

4. Contractor work will no longer impact normal Government operation of the fish facilities.

b. HEAVY CONSTRUCTION AND PERCUSSION EQUIPMENT - Includes all tools and equipment that produce excessive noise and heavy vibration (i.e.

concrete saws, concrete drills, jackhammers, impact wrenches, or vibratory compactors, heavy equipment movement, etc.).

c. GOVERNMENT'S WORK SCHEDULE - For typical Government work schedule (including work days) see Section 01 14 00.10 28 PROJECT SITE RESTRICTIONS, paragraph "Government's Work Schedule".

1.2 SURFACE FINISH REQUIREMENTS FOR FISH PASSAGE ROUTES

1.2.1 Required Interior Smoothness, General

a. New and updated features of the Juvenile Fish Facilities at Lower Granite include structures that will carry juvenile fish, as well as transportation water. Fish passage features carry juvenile fish, as well as transportation water, and require special care to avoid fish injury.

b. When constructing fish passage features and structures, the Contractor shall use construction methods, fabrication techniques, and provide detailing where required that will minimize interior surface characteristics that could cause injury to juvenile fish.

c. Protrusions, sharp edges, notches, burrs, and other potentially damaging features in fish passage routes shall be ground smooth.

Where possible, connections using bolts or screws shall be detailed so that the bolt head or screw head is not left exposed to fish water.

Pipe joints, pipe fittings, pipe to valve connections, and valves themselves shall be selected to minimize damage to fish. All joints, fittings, connections, and modifications shall be approved by the Contracting Officer prior to installation. Approval shall be through the normal submittal process, or, if a submittal is not required in the technical specification, by a sample made up in the field for approval. Anticipate inspection by a Corps biologist, prior to Contracting Officer approval.

d. The surface finish of any ground surface shall have a maximum roughness of 125 micro inches.

e. See technical specifications sections for detailed requirements of pipe, and Corrugated Metal Liner interior finish.

1.2.2 Fish Transportation Pipe and Liner Finish Requirements

a. Interior Fish Transportation Pipe.

1. Unfinished steel pipe shall be painted with Vinyl System 5-E-Z, typical. Exception at Corrugated Metal Liner in Primary Bypass Pipe.

2. Unfinished steel Primary Bypass pipe shall be painted with System 21-A-Z at Corrugated Metal Liner, only, as shown and specified. All other interior surfaces will be painted with Vinyl System 5-E-Z.

3. Interior and exterior of Corrugate Metal Liner in Primary Bypass Pipe shall be painted with Vinyl System 5-E-Z.

b. Exterior Fish Transportation Pipe.

1. Unfinished steel pipe in atmospheric exposure shall be painted with paint system 23-C-Z, unless otherwise shown or specified.

2. Unfinished steel Primary Bypass pipe, and all fish transportation pipes over the river (beyond top of river bank) shall be painted with Vinyl System 5-E-Z, unless otherwise shown or specified.

3. All unfinished buried steel fish transportation pipes shall be coated with System 6-A-Z.

c. Corrugated Metal Liner

1. Joints between corrugated plates must be made in the "valley" of the corrugation.

2. Joints may be made by lapping plate in the direction of flow and fillet welded.

3. Welds at miter connections must not form a sharp peak on the inside of the Liner. Any peaks formed must be formed to have a minimum radius of 1/4".

4. The maximum segment length of mitered bends is 24" at the centerline.

5. No longitudinal joints allowed in the Corrugated Metal Liner.

1.2.3 Pipe Finish Requirements

Unless otherwise indicated or specified, the following finish requirements apply to all fish passage pipes.

1.2.3.1 Concrete Mortar Lined

Maximum allowable protrusion or indentation into the concrete surface must not exceed 1/8". Protrusions or indentations must be feathered out over a distance of not less than 5/8".

1.2.3.2 Paint

Steel pipe specified to be painted, shall be finished with paint System 5-E-Z.

1.2.3.3 Pipe Joints

a. Butt weld beads may extend up to 1/8" into the pipe surface.

Protrusion must be spread evenly over a minimum distance of 5/8" and not contain any sharp edges.

b. Spiral welds in fabricated pipe segments must be machine made to form industry standard welded pipe. Weld beads must not protrude into the pipeline more than 1/8" and must be spread out evenly over approximately 5/8". Weld must not contain any sharp edges.

1.3 WORK WINDOWS

See Contracting Clause 52.211-10 COMMENCEMENT, PROSECUTION, AND COMPLETION OF WORK (APR 1984) for Work Window dates for this contract.

1.3.1 In-Water Work Window (IWWW)

a. All in-river work must be completed during this time.

b. Contractor must cease all in-water work by 11:59 p.m. 28 February.

c. Expect drain water from the JFF to enter the river outside of the UNWATERED WORK WINDOW. See below.

1.3.2 Winter Maintenance Work Window (WMWW)

a. All Juvenile Fishways and the Juvenile Fish Facility (JFF) will be out of service during this time. Expect drain water from the JFF to enter the river outside of the UNWATERED WORK WINDOW.

b. UNWATERED WORK WINDOW is a subcategory of the WINTER MAINTENANCE WORK WINDOW. This work window is from 21 November 2016 through 11:59 p.m. 12 March 2017 for work on this contract. This represents the time period that all juvenile fish facilities would be unwatered.

1.3.3 Extended Winter Maintenance Work Window (EWMWW)

a. All Juvenile Fishways and the Juvenile Fish Facility will be out of service during this time. Expect drain water from the JFF to enter the river until the beginning of the UNWATERED WORK WINDOW.

b. UNWATERED WORK WINDOW is a subcategory of the EXTENDED WINTER MAINTENANCE WORK WINDOW. This work window is from 7 August 2017 through 11:59 p.m. 31 January 2018 for work on this contract. This represents the time period that all juvenile fish facilities would be unwatered.

c. There may be drain water from the JFF entering the river prior to the end of this UNWATERED WORK WINDOW, due to Contractor Commissioning activities for other contracts. These Commissioning activities are scheduled to be complete by 11:59 p.m. 31 January 2018. These Contractor Commissioning activities may also result in some leakage into the Primary Bypass Outfall.

1.4 IN-WATER WORK RESTRICTIONS
