1 INTRODUCTION
1.1 PURPOSE AND NEED
The purpose of this U.S. Army Corps of Engineers (Corps) Geotechnical Data Report (GDR) is to document geotechnical exploration information and subsurface conditions for design of the planned Juvenile Fish Facility Upgrade project at Lower Granite Lock and Dam.
1.2 LOCATION
Lower Granite Lock and Dam (the Project) is located at River Mile (RM) 107 on the Snake River, near Almota, Washington. The Project includes multiple systems to facilitate anadromous fish migration. Existing features include a fish ladder and counting, trapping, tagging, and handling facilities for adult fish migrating upstream.
There are also existing fish collection facilities integral to the dam, a removable spillway weir (RSW), and an existing Juvenile Fish Facility for collecting juvenile fish. The collected fish are diverted to a river outfall or to a barge for transport to a release site below Bonneville Dam.
The fish facility is identified on Figure 1, Site Plan. Multivolume Plan information is available showing planned improvements and existing site features.
1.3 BACKGROUND
Facility upgrades or modifications are expected to improve fish survival rates, which would help the Snake River hydropower system meet the requirements of the Endangered Species Act. Preliminary studies completed prior to 2010; a draft Engineering Design Report (EDR) completed in 2010; and an EDR Supplement report dated May 2012 all document fish facility upgrades and modifications to meet current design standards and facilitate implementation of current best practices.
1.4 PLANNED FOUNDATIONS AND EXCAVATIONS
Planned improvements include a fish transportation channel, a primary dewaterer, and fish transportation flume, all of which will be overhead. Most of the foundations will be reinforce concrete drilled shafts. While no shallow spread footing foundations are anticipated, some of the columns will be prefabricated steel elements.
Planned excavations include trenches for water supply pipes and for splicing new pipe to existing pipes. These excavations may be up to 10 feet in depth, in areas with existing buried utilities and the potential for encountering bedrock.
2 GEOLOGIC CONDITIONS
2.1 REGIONAL GEOLOGY
The Project is in the Columbia River Plateau Geologic Province. It is approximately 31 miles downstream of the confluence of the Snake and Clearwater Rivers. Pullman, Washington is the nearest population center; it is approximately 15 miles east-northeast of the Project.
The Columbia River Plateau Geologic Province is dominated by Columbia River flood basalts. During late Miocene and early Pliocene times (between 17 and 6 million years ago), repeated basaltic lava floods engulfed about 63,000 square miles of the Pacific Northwest. Regional topography and the mountains to the east and south forced lava flows west and north, to the interior of the existing Plateau. More than 300 high-volume individual lava flows have been identified, along with countless smaller flows. As the molten rock came to the surface, the earth’s crust gradually subsided into the space left by the rising lava. The subsidence of the crust produced a large, slightly depressed lava plain now known as the Columbia River Plateau.
Columbia River Basalts (CRB) are more than a mile in depth across the interior of the Plateau, with individual flows varying from less than 10 feet, to as much as 300 feet in thickness.
The ancient Columbia River was forced into its present course by northwesterly advancing lava.
Most of the Columbia River Basalt Group is tholeiitic, though some olivine basalt is present. Flow breccias and other contact characteristics such as pillow lavas, baked soil horizons, and interbed layers are used to distinguish stratigraphic and lithologic units.
The Snake River region of the Columbia River Basalt Group includes flows of the Imnaha, Grande Rhonde, Wanapum, and Saddle Mountain basalts. The flows are interbedded with, and are overlapped by Miocene to Pliocene terrigenous clastic and volcanic sediments along the plateau margins and in subbasins.
Older basement rocks that predate the CRB are visible in outcrops on the margins of the plateau and at isolated locations in deeply incised canyons within the plateau.
Basement rocks include sedimentary assemblages that were intruded and partially metamorphosed by a large igneous mass. Major structures that subsequently deformed the plateau lavas on a regional scale are the Yakima Fold Belt to the west and The Blue Mountain Anticline to the south.
The flows of the Columbia River Basalt Group were extruded through a series of north trending vents that were up to 90 miles in length. Older vents were probably buried by younger flows. These vents are preserved as dikes, most of which are in the southeast comer of Washington and the northeast corner of Oregon. The Project is in the heart of this area, which is designated as the “Chief Joseph Dike Swarm.”
2.2 UPLAND SOILS
Plestocene Era glacial activity and ice age weather combined to cap much of the Plateau with windblown silt (i.e. loess). The maximum thickness of loess is on the order of 200 feet around Pullman and Colfax, Washington. The loess deposit includes ash from Cascade Mountain volcanic activity.
2.3 CATASTROPHIC FLOODS
Missoula Floods were caused by the catastrophic failure of ice dams created by retreating glaciers. The largest of the floods – there were many – was caused by the retreat of a finger of the Cordilleran ice sheet that had crept southward into the Idaho panhandle, creating a large ice dam that blocked the mouth of the Clark Fork River.
Water in the drainage accumulated behind the ice dam, creating Lake Missoula, which was more than 2,000 feet deep and accounted for more than 500 cubic miles of water.
Weather patterns shifted, causing warming and glacial retreat, which led to failure of the ice dam. The failure resulted in catastrophic release of lake water that burst downstream, out of the mountains and spilled onto the Plateau.
The vast quantity of water, its depth, and its velocity stripped away hundreds of feet of soil and cut deep canyons into the underlying bedrock, which are visible today as coulees. Over time, multiple catastrophic flood events did much to shape present-day topography, which includes coulees, boulder fields, and large-scale ripples.
2.4 SEISMIC SOURCES
Three identified structural fault zones exist within a 20-mile radius of Lower Granite Dam. The Lewiston Fault Zone to the east is composed of a series of apparently east-west trending normal and reverse faults that extend laterally from the Uniontown Plateau southward to the present course of the Clearwater River. The relative movement along the fault zone helped create the high steep slopes that constitute the north side of the present Clearwater and Snake River Valleys and on which the Highway 95 Lewiston Grade is located. Maximum displacement along any fault within the zone is estimated at about 2,200 feet although there is no recorded evidence of movement since Quaternary time.
The Hite Fault System is a northeast-south west trending system of normal and strike-slip faults that extends from the North Fork of the Umatilla River east of Pendleton, Oregon, to Pomeroy, Washington. The fault is estimated to have a maximum displacement of about l,000 feet. There is no evidence of recent movement along the fault. Two small faults approximately on trend with the Hite Fault System were found north of Pomeroy. Stratigraphic expression of the faults places them at middle Miocene in age.
The Walla Walla area experienced an earthquake on July 15, 1936, which had an approximate Richter magnitude of 6. Movement on the nearby Wallula fault zone or the Hite fault may have caused the earthquake and associated aftershocks.
The Central Ferry Fault extends from a quarry east-northeast of Dodge, Washington (a ghost town on Hwy 127 South of Central Ferry) northward to the Snake River at Central Ferry and is projected to extend northward for a total distance of about 10 miles. The fault is expressed as a linear topographic depression and as notches in drainages and ridges. It is exposed in several road cuts over its course. A combination of normal and strike-slip movement appear to be characteristic of the fault. The age of last movement is undetermined but appears to be no later than Pleistocene.
2.1 SITE GEOLOGY
2.1.1 Local Geologic Conditions
Lower Granite Dam is at RM I07.5, where the Snake River canyon is approximately 1,600 feet deep and 13,200 feet wide. Surface geology in the immediate vicinity of the dam includes Shoreline deposits that comprise alluvial fan deposits (Qaf) and terrace gravels (Qgf) most likely deposited during high water events. The steep canyon walls are basalt flows of the upper Grande Ronde Formation (TygrN2 and TygrR2). Several feeder dikes for the Grande Ronde are exposed near the dam, particularly in the left abutment where a nearly vertical 80-foot wide dike that is nearly normal to the dam axis constitutes much of the abutment foundation. The upland areas are capped with eolian silt and fine sand with minor interbedded tephra. These soils are cultivated for dry-land wheat production.
The general rock stratigraphy at the Project consists of alternating layers of hard, fine grained, dense, dark gray basalt with scattered columnar jointing and soft to moderately hard, slightly to moderately red-stained and altered, vesicular to scoriaceous, highly porous flow basalt breccia. The layers vary in thickness from 50 to 150 feet. Generally, the flow breccias change gradually downward to vesicular and then dense, hard basalt.
Geologic cross section information is presented in Figures 2 and 3.
The proportion of basalt to flow breccia in a typical flow varies considerably, however, the dense basalt comprises the greater portion of the flow. The basalt flows at the Project generally dip less than 1 degree to the west and northwest and contain several flow-contact breccia layers. There are northwest-trending shear zones that transect the foundation area of the navigation lock and these have dips that vary from 30 degrees northeast and southwest to vertical. Several of these shear zones extend away from the dam and across the river.
2.1.2 Complex Bedrock Geology
Near each abutment, there are concrete structures of the dam founded on breccia.
Along the embankment sections of the dam, shell fill was constructed on terrace gravels and recent alluvium. However, most of the concrete of the dam, and all of the interior core and filter zones of the embankments were constructed on the rock unit below contact 16a, which is near Elevation 590 feet. This unit is part of the Grande Ronde Formation (TygrNl). It is hard, fine-grained, dense, gray to black, jointed basalt. This material is 60 to 100 feet in thickness.
The rock anticipated at foundation depths for the planned construction includes flow basalt and breccias layers between contacts 14 and 16a, which, near the left abutment, are between Elevation 710 and 590 feet. There is also a basalt dike at the left abutment. The dike is nearly vertical and its horizontal alignment is nearly perpendicular to the dam.
The multiple layers of flow basalts with breccia zones and the basalt dike contribute to complex bedrock geometry along the alignment. Weathering of near-surface rock introduces additional variability, though generally increasing the amount of fracturing and decreasing the overall strength of the rock mass. While all the bedrock at the site can be described as fractured basalt, strength properties, excavatability, difficulty of drilling, and geotechnical properties in general, will be variable.
The bedrock geology at the dam was summarized in a cross section, “Geologic section at Lower Granite Dam,” which is presented in Figure 2, Geologic Cross Section. The “Generalized Stratigraphic Section” in Figure 3 summarizes information for the various rock layers encountered during construction.
2.1.3 Overburden Soils
Along much of the alignment, especially downstream portions, the predominant overburden material is fill. The Foundation Report for the Dam indicates approximately 250,000 CY of “common materials” was excavated from foundation areas for construction of the Dam. These “mixed alluvial deposits and talus” materials were processed for use in concrete and gravel fills, leaving significant waste material and excess common material for use in fills.
Fill at the site can include materials from construction of the dam, including spalls and boulders from rock excavation, as well as some construction debris. Near the canyon walls, colluvium can be expected and this unsorted material can contain fine-grained soils from upland areas, as well as boulders of various sizes. Where overburden materials are terrace gravels and young alluvium, sorting will result in more uniform grain sizes, less variability in oversize materials, and probably less oversize materials overall.
3 GEOTECHNICAL CONDITIONS
3.1 FILE INFORMATION
Explorations for Lower Granite Lock and Dam were completed in phases during the decade prior to construction. There are explorations near the south abutment or along the south shore road from 1959 through 1970 for construction of the dam and the fish facilities. There are also several explorations that were completed more recently for various improvements or modifications since original construction. The locations of the explorations are shown on plan sheets in Appendix A. Logs of older explorations are in Appendix C.
3.2 RECENT EXPLORATIONS
Haz-Tech Drilling, Inc., of Meridian Idaho completed subcontracted drilling services at the Project between May 15 and June 1, 2013. A Dietrich D-25 truck-mounted drilling rig was used to drill 18 borings at the locations shown in Figure 3. Overburden soils were drilled using an 8 inch diameter hollow-stem auger (HSA) with standard penetration test (SPT) sampling. Where rock was encountered (at the surface at 5 locations) HQ rock coring equipment was used to advance the explorations to between 15 and 57 feet below ground surface. Locations of explorations are shown on plan sheets in Appendix A. Appendix B includes logs for the 2013 borings.
3.3 LABORATORY TESTING
Based on the soils encountered, no laboratory testing was completed on samples from the 2013 explorations. File information includes a substantial amount of gradation test data. However, that information is for material that was excavated and placed as fill or processed for use in concrete. The file information does not document the source of the fill materials at the site in a way that identifies which test data is applicable.
