(1) On-site work may begin after the contractor receives Notice to Proceed, all required preconstruction contract requirements are completed, and all required preconstruction submittals are approved, subject to the restrictions outlined below.
a. Pre-Outage Work Window – April 4, 2016 through December 11, 2016. The following work items must be completed during the Pre-Outage Work Window:

iii. Installation of new electrical conduit, cable, wiring, fiber optics, isolation transformers, brake resistors, ladders, cages, guardrails and related components that do not require the existing downstream gate and control system to be out of service (includes work in the machinery rooms, Navigation Lock Operator’s Stands, and utility service galleries). The navigation lock downstream gate must remain in service during this early work window.
iv. Replacement of the Overhead Maintenance Cranes in the machinery rooms including structural upgrades to the existing crane corbels and the associated electrical and control upgrades for the overhead cranes. Contractor Employees WILL NOT be allowed in the machinery rooms, or the Operator’s Stands during lockages. The Contractor will be given a minimum of 2 hours notice when a lockage will occur. Lockages last approximately 1 hour.
i. Based on lockage data from the last two years, there is an average of approximately 3 lockages per day with a likely range of 1-8 lockages in a 24 hour period.
ii. Expect higher lockage rates during May, June, August, and September, with an average of approximately 5 lockages per day.
iii. Expect significantly higher numbers of lockages the final two weeks of the Pre-Outage Work Window, as shippers move shipments and return barges prior to long outage.
