Question 1:
Will the Government accept CPARS in lieu of Past Performance Questionnaires?
Reference: SECTION L PROPOSAL SUBMISSION – VOLUME II-FACTOR 2 PAST PERFORMANCE: "Offerors shall submit a minimum of two (2) and maximum of three (3) past client completed Past Performance Questionnaires – PPQs."
Rationale: CPARS contain critical contract performance information that will allow the government to make an informed assessment of contract execution capabilities. Additionally, as proposals are due less than three weeks from the solicitation release date, submitting CPARS will place less burden on vendors' customer agencies and allow the government to receive prompt past performance information.
Question 2:
To clarify, are the resumes of the Key Personnel identified in PWS 1.5.2 Key Personnel required to be submitted with the proposal?
Reference: PWS 1.5.2 states: "Resumes for the Program Manager and Alternate Program Manager shall be included and considered as key personnel only in the technical proposal detailing the qualifications and experience. All other resumes submitted with the technical proposal will not be considered key personnel during evaluation of proposal."
However, SECTION L - PROPOSAL CONTENT requires bidders to "Identify the prime offeror and major subcontractor/team key personnel as described in the PWS, Section 1.5.2."
Rationale: There are ten separate positions identified as Key Personnel identified in PWS 1.5.2; as proposals are due less than three weeks from the solicitation release date, obtaining all required information for each individual, including letters of commitment, places significant burden on most qualified bidders and may unduly restrict competition.
Question 3:
We respectfully request an extension of the proposal due date by at least one calendar week to June 12, 2018 at 2
PM CST.
Reference: SECTION L – DIRECTIONS FOR SUBMITTING PROPOSALS: "Proposal is due 05 June 2018 at 02:00
PM CST."
Rationale: As the current proposal due date is less than three weeks from the solicitation release date (with a requirement for a CD-ROM copy to be mailed to the contracting office), granting at least a one-week extension would encourage greater competition from qualified vendors.
Question 4:
We respectfully request the Government to remove the requirement for a mailed CD-ROM copy of the proposal and accept proposals submitted via AMRDEC SAFE.
Reference: SECTION L – DIRECTIONS FOR SUBMITTING PROPOSALS: "SUBMIT PROPOSALS
ELECTRONICALLY VIA CD AND THE AMRDEC SAFE WEBSITE."
Rationale: Accepting proposals only via AMRDEC would allow the Government to streamline the proposal review process; it would also encourage competition by eliminating the need for bidders to spend shipping and production costs.
