QUESTIONS AND RESPONSES - 88TH MEDICAL EQUIPMENT CONCENTRATION SITE (MECS)

NumberRFP ReferenceQUESTIONGOVERNMENT RESPONSE
1SF 1449 Block 8 and Proposal Instructions, pages 32 & 37The RFP contains conflicting submission dates (i.e., 21 and 28 Aug 2015). Request the Government correct this inconsistency. The SF 1449 Block 8 has been corrected.
2Section B and PWS Para 9, page 57Section B indicates this is a Firm Fixed Price (FFP) Requirement, while paragraph 9 of the PWS contains a "Forklift Driver As Needed". Request the Government clarify/define the level of effort required for this position to allow offerors to develop a FFP response.Paragraph 9 of the PWS is what is currently on site under current contract. Provided for reference only.
3Technical/Management Approach, Para A, page 34 and PWS Para 9, page 57The Phase-In Plan requires the offeror to establish a contractor project management office while PWS paragraph 9 does not include any positions typically included in such staffing. Request the Government confirm the requirement to include contractor project management office staff. The Government is expecting the contractor to propose an organization to accomplish the requirements. The contractor must determine the stafing required and offer accorrdingly.
4Technical/Management Approach, Para D, page 34 and Price Instructions, page 36The price instructions state that "Each task identified must be separately priced. Lump sum pricing without breakdowns will be considered a deficiency in the proposal.". If the contractor project management office staff are included in the proposal, request the government confirm that these cost should be included in a single SLIN (e.g., Admin Services, etc.) or distributed across all SLINs.A revised pricing sheet will be provided.
5Price Instructions (Site Visit), page 36The RFP indicates that questions and answers will be provided formally on/about 25 Aug 2015. Request the Government consider adjusting that schedule (e.g., earlier submission date for all questions) to allow offerors more than three (3) days to respond to amendment, conduct management pricing/proposal reviews and finalize proposal for a timely submission.Questions will be turned around as expeditiously as possible. Closing questions on 24 Aug allows for questions from site visit to be received and responses prepared.
6PWS Para 3.5.4 and 3.5.5, page 40 and PWS Para 9, page 57The referenced sections of the RFP indicate the requirement for 24/7 support and OPTEMPO support at greater workloads for 60-100 days during each period of performance. The RFP, in PWS Para 9, page 57, includes the current staffing level, but includes no other workload data to use as a basis of estimate for developing a FFP proposal. Request the Government provide projected workload data that defines the level of effort for these requirements.Section 3.5.5 has been amended. OPTEMPO operations are not in place. Option 04 has been added to address OPTEMPO requirements.
7PWS Para 3.5.4 and 3.5.5, page 40 and PWS Para 9, page 57Will the Government consider adding a SLIN to allow Overtime on a cost-reimburseable basis to meet these extended OPTEMPO and/or 24 hours per day, 7 days per week requirements? There has been an Option 04 added to provide for increased activity in the event of OPTEMPO requirements.
8PWS Para 3.15.4, page 47The referenced PWS paragraph states that the contractor is responsible for the travel costs incurred by its employees to attend Government-Provided Training. As this is a FFP proposal, request the Government define the magnitude of this PWS requirement, remove the contractor's responsibility for these travel costs, or provide a Travel SLIN and plug number for these costs. The training referenced here is non-manditory training. The Government would be providing an opportunity for personnel to attend training, not requiring the training.
9Technical/Management Approach, Para B &C, page 33&34 and PWS Para 3.16.2, page 36The Management Plan as required Technical/Management Approach, Para B and further defined in PWS Para 3.16.2, appears to contain all/most of the same information requested in Technical/Management Approach, Para C entitled "Overall Management Approach". Request the government confirm that this information should be duplicated in Offerors' proposals.Page 33 Para B. The information provided for Para B. should be a more detailed discussion of how your Quality Control and Management plans will address the accompluishment of the requirements. PWS 3.5.1 and 3.16.2 are the actual plans which will be required after award giving the details of the contractor operations.

The information provided under Page 33, Para C is more general, but covers the overall approach to the operations and staffing of the effort.

10PWS Para 4.2.1.2, page 51In developing the plan for the Initial Inventory, request the Government identify how many Government personnel will be available to accompany the inventory team(s) to conduct the inventories required by PWS paragraph 4.2.1.2.At this time, the Government will have a CW4 Warrant Officer as the site manager, and we are in the process of getting a second Government representative on site.
11PWS Para 3.2, page 38 & 39 and PWS Para 5, page 54PWS Para 3.2 states that the Phase-In Plan is to be delivered to the KO with the proposal while Section 5 of the PWS states "Within 15 days of contract award". Request the Government clarify this apparent inconsistency. The table in Section 5 has been amended to reflect an Outline of the Plan with proposal, Plan due 7 days after award.
12PWS Para 3.5.1, page 39 and PWS Para 5, page 54PWS Para 3.5.1 states that the QC plan is to be delivered to the KO with the proposal while Section 5 of the PWS states "Within 15 days of contract award". Request the Government clarify this apparent inconsistency.3.5.1 of the PWS has been adjusted to remove the requirement to submit the QC Plan with the proposal.
13PWS Para 3.21, page 50 and PWS Para 5, page 54PWS Para 3.21 states that the Workload Reporting is to be delivered no later than 20 days after performance start date while Section 5 of the PWS states "NTP +15". Request the Government clarify this apparent inconsistency. The table at Section 5 has been adjusted to be consistent with 3.21
14PWS Para 3.10.1 & 3.10.2, pages 43 & 44The referenced PWS paragraphs require detailed vehicular licensing certifications, endorsements and qualifications that do not appear to coincide with the current workforce (PWS paragraph 9). Other than the Forklift certification that may be needed based on the current level of staffing, request the Government clarify this apparent inconsistency.3.10.1 has been adjusted to strike the watercraft provisions. The remainder of 3.10.1 and 3.10.2 remain to provide for the occaisional requiurement to use Government vehicles to transport equipmet to other sites for service or evacuation.
15NAAre offerors required to provide any tools or special requirements? No
16NAIf offerors are required to provide any tools or special requirements, can the Government provide the list of tools, equipment and/or supplies that the offeror must provide?See Question #18
17PWS Para I.A. page 33 and Para 3.3 page 39.In the proposal Instructions, Section I.A. (Phase-In Plan) states that the offeror shall "Establish a contractor project management office." a. Will the Government provide the space, furnishings and supplies for this office not just for the Phase-In period (PWS Para 3.3), but for the duration of the contract? b. Will this space be colocated with the rest of the MECS operation? All contractor accomodations will be within the MECS operation. All areas will be visited on the site visit 20 Aug 2015.
18PWS Para II. Past Performance, page 34 and Evaluation Factor / Selection Criteria, page 32-33.Since this is a Best Value solicitation where "Technical Management and Past Performance, when combined, are significantly more important that Price.", the Government's ability to successfully assess the offerors Past Performance ability is critical. The Government has also included two tables showing how it will assess the Relevancy and Risk associated with contractor performance, yet it appears they are only looking at PPIRS data for information. PPIRS data is oftentimes unavailable for many contracts or insufficient to properly assess Relevance and Risk,. IAW with FAR 15.305 (2), request the Government provide offerors an opportunity to identify past or current contracts for efforts similar to the Government requirement as part of their submission (i.e., page allocation, number of contracts, contract descriptions)?PPIRS data MAY be used for contracts where the contractor has not yet completed the contract. For contracts a bidder has completed, the Government intends to use the past performance on any previous contracts relevent to the requirements of this solicitation that the bidder provides in their proposal, but also maintains the option to use information obtained from PPIRS. or other sources.
19Attachment C, (MECS_88_Site_Equipment_List)Do the 1,404 items listed in Attachment C (MECS_88_Site_Equipment_List) include all items from all supported RSCs and functional commands requiring medical maintenance support as part of this contract. The provided listing includes all items assigned to the MECS at the time the list was published (16 Jan 2015). The nature of the MECS operation is such that this number will continually fluctuate.
20PWS Para 4.2.1.2 and Attachment C, (MECS_88_Site_Equipment_List)Do the 1,404 items listed in Attachment C (MECS_88_Site_Equipment_List) include 100% of the items Material in Storage that are required to be inventoried on NTP + 30 days (PWS para 4.2.1.2)?See question #22; this number should be close to the current number.
21PWS Para 4.2.1.2 and Attachment C, (MECS_88_Site_Equipment_List)Does the scope of this contract include maintenance and equipment support for medical equipment belonging to units other than the 88th RSC?No
22Sources Sought (W912DY15-R-0052) dated April 13, 2015The Sources Sought for this proposal specified there were approximately 16,000 hours of BMET labor, 4,000 hours of warehouse operations and 6,000 hours of admin/supply effort. This is significantly more than the hours associated with the current workforce referenced in PWS Para 9. Can the Government either clarify their intent as to the desired workforce size or provide the workload data necessary for offerors to determine the right-sized force to meet this requirement? The sources sought was an estimate of what the maximum requirement might be. The current staffing is provided in Section 9. of the PWS and the historic data being provided with this response will help the bidder in sizing the proposed workforce.
23Proposal Instructions Para 1, page 32 and PWS Para 9, page 57Although no incumbent contract exist for this requirement, this effort involves SCA employees who have carried out these similar contract functions at the same federal facility. Request the Government provide years of service information for the current SCA staff identified in PWS paragraph 9 to allow offerors to develop reasonable and realistic FFP proposals. That information is not currently available.
24Proposal Instructions Para 1, page 32The Proposal Instructions state that the applicable Wage Determination is: WD 05-2531(Rev.-15). The current Utah Wage Determination is WD 05-2531(Rev.-16) dated 7/8/2015. Will the Government authorize offerors to use the current WD?WD 05-2531 (Rev 16) dtd 7/8/2015 is the correct version.
25Proposal Instructions, paragraph 2
32 of 58Proposal Instructions, paragraph 2 - electronic submission NLT 2:00pm CDT, 28 August 2015. Does not correspond with SF 1449, page 1, block 8 - Offer Due Date; 02:00 PM 21 Aug 2015. Which is correct?See question #1.
26Solicitation Form 1449
3 of 58Period of Performance - can the government give an estimated period of performance, for planning purposes? The contract will Start NLT 30 Sep 2015; Base Period 12 Mo, each Option 12 Mo.
27PWS Para 3.2
33 of 58Phase-In Plan - offerer shall provide their approach to developing the Phase-In Plan. This would indicate that the contractor would be able to establish timelines to support their understanding of the minimal requirements. PWS paragraph 3.2 (page 38 of 58) states 'the contractor sahll prepare to assume full responsibility for all areas outlined in the PWS seven (7) days after award.' Will the government accept a clearly defined Phase-In Plan that is not limited to 7 days? The intent is to provide overlap with the incumbent. Phase-in will run from award until 30 Sep. If award is delayed until 30 Sep, contractor will provide plan for fastest possible activation.
2839 of 58Phase-In Plan - can the government clarify its definition of the following terms: notice to proceed, contract award and contract start date?Notice to proceed - an interim directive issued by the contracting officer to proceed with an action stated within the notice to proceed while a formal directive is drafted. Contract award - the date specified on the SF1449 Block 3, which is the formal date the contract is awarded to the winning bidder. Contract start date - the date by which the actual performance of tasks commences.
29GeneralIs there an incumbent contractor? If so, can the government provide contract number, POP and $ value? The current effort is performed under W911SE-07-D-0017-1U01, and is one task area under the larger contract.
3029 of 58FAR 52.222-17, can the government provide the longevity dates for the employees that this applies to? As certain labor categories are covered under the Service Contract Act, this is requested to provide the best value price to the government. This is not available at this time.
31PWS 3.4 & 3.2
39 of 58Phase-Out Plan - (PWS 3.4) the offerer will provide a phase-out plan NLT 120 days prior to contract completion date. The government anticipates that the last 30 days of the contract will be the phase-in period under the successor contract. This seems to conflict with PWS 3.2. Will the government accept a clearly defined Phase-In Plan that is 30 days in length? There will not be sufficient time available to have a 30 day phase-in period for this effort. The facility needs to continue full operation with as little disruption as possible when the incumbent departs on 30 Sep.
32PWS 2.2
38 of 58Place of Performance - will the contractor provide services under the observation of a government ECS Manager? There will be a COR and a QA monitor on site at the MECS.

34PWS 3.1
39 of 58Quality Assurance - the scope of the QASP (para 2.1) does not match the scope of the PWS (para 3.1). Will the scope of the QASP be changed to match the scope of the PWS?Yes
3539 of 58Quality Assurance - the Resources and Definitions (para 7) does not match the Deliverables of the PWS (para 5). Will the table included in the resources and definitions be changed to match the deliverables of the PWS?Cannot address this question as there is no Resources and Definitions Para 7 on page 39 of 58.
36iCOR - a contracting officer's representative (COR) is identified. Will there be a government technical monitor (GTM) or contracting officer's technical representative (COTR) at the facility in Ogden?See question #32
3740 of 58Hours of Operation - contractor services may be required for 24 hours per day, 7 days per week (including holidays). The government will provide initial timelines NLT 120 days prior to the requirement and finalize requirement NLT 30 days prior. Since these requirements seem to be, as required, will the contractor be afforded the opportunity to price these requirements separately, as they are identified?See Question #7
38PWS 3.5.5
40 of 58OPTEMPO - the contractor has an option to expect a larger workload for 60-100 days in the base and option year periods. 40 of 58Security Requirements - security requirement at any Contractor owned/Contractor operationed facility will be the same as if the facility was a government facility. 41PWS 3.10.2
44 of 58Vehicle and Self-propelled Equipment Operator Licensing Plan - aside from the GFE forklift, no other government equipment is anticipated to be operated. AR 600-55 specifies which vehicles require a commercial driver's license (CDL). QASP (para 7) seems to conflict with PWS (3.10.2) in stating that at least one person is required to maintain a CDL for the duration of the contract. Will the QASP be updated to match the PWS?See Question #14
42
49 of 58MSDS - The contractor shall maintain the most current version of MSDS with the work centers. As this is a follow on contract, is there a MSDS station (information location) already in place at the medical equipment concentration site (MECS)?Yes there is.

45PWS 3.21
50 of 58Workload Reporting - PWS (para 3.21) states the report is due NLT 20 days after start, 15 government business days (GBD) prior to proposed changes. This is does not match with the Deliverables (para 5). Will the Deliverables be updated to match the PWS?The Table in Section 5 has been changed.
46PWS 8.2
54 of 58Deliverables - AT Level 1 (ref 3.24.1), Annual OPSEC Training (ref 3.24.4) and IA/IT Training (ref 3.24.5) appear to be mistakenly numbered. As these are requirements in PWS section 8 can the duplications be removed from the Deliverables? The table in section 5 is provided as a consolidated listing of deliverables to assist in identifying what is required, it is not at odds with the items in 8.2.
47PWS 9.
57 of 58Wage Determination - the version listed (Rev 15, dated 22 Dec 2014) has been updated with Revision 16, dated 8 Jul 2015. Should the most recent release of the WD be utilized? The PWS has been changed to reflect the revised (Rev 16) dtd 8 Jul 2015, Wage Determination.
48PWS 9
57 of 58Current Staff - in this section there appears to be recommended or 'current' staffing. Should the contractor use this as a minimum staffing requirement, or is the contractor expected to staff in accordance with its proposed staffing plan to meet the need of the customers requirements? The staffing list in Section 9. is provided as a reference point to see what the incumbent is currently providing. No recommendation is made, this is simply a data point for the bidder to use in developing the proposed staffing.
