1. SCOPE:

This project is to provide twelve (12) complete electrical enclosures with all components including: cabinets, panels, panel wiring and labeling installed as shown in the attached reference drawings. Once enclosures are assembled, they must be factory tested for technical, operational, and performance prior to acceptance by the Government. Once electrical enclosures are assembled and tested, they must be shipped to the Operating Project where final acceptance of the electrical enclosures occurs. Final installation of the equipment purchased in this scope of work will be completed by the Operating Project staff.

2. MATERIALS AND EQUIPMENT SPECIFICATIONS:

Enclosures are to be provided by the contractor complete with all components installed as shown in the attached reference drawings. Panels shall be complete with all internal wiring as shown in the reference drawings - wiring diagrams. All panel wiring shall be 600V, SIS, tinned copper conductors, Class K Stranding, color: gray, minimum size #16 AWG. All wires shall be labeled as indicated in the reference drawings following the convention shown in the “Example Internal Wire Labeling” on drawing E-731.1 and terminated with #16 wire ferrules. Contractor is to provide all materials, equipment and wiring to complete the enclosures listed below. Materials and equipment identified in the attached reference drawings as being manufactured by Schweitzer Engineering Laboratories (SEL) shall be name brand. All other materials and equipment described within the drawings must be name brand or equivalent. The panels shall be constructed to meet the UL 508A standard, but UL 508A certification is not required. All equipment and materials must comply with the latest version of the U.S. Army Corps of Engineers safety regulations manual EM 385-1-1: http://www.usace.army.mil/SafetyandOccupationalHealth.aspx) and shall meet all OSHA requirements.

3. SUBMITTALS: FOR GOVERNMENT REVIEW AND APPROVAL

3.1. Product data, before starting manufacturing, and within 30 days of contract award

3.1.1 Manufacturer’s Catalog Data

3.1.2 Material and Equipment List

3.2 Factory acceptance test procedure, 30 days prior to scheduling factory test

3.2.1 Provide a factory test procedures prior to conducting tests. Test procedures shall define the tests required to ensure that the system meets technical, operational, and performance requirements in accordance with the scope of work. The test procedures shall define location of tests, milestones for the tests, and identify simulation programs, equipment, personnel, facilities, and supplies required. The contractor should include in their factory test procedures any tests being performed on the control system to validate the capabilities and functions specified and shown in the drawings. Cover actual equipment and sequences to be used for the specified project and include detailed instructions for test setup, execution, and evaluation of test results. The test reports shall document results of the tests. At a minimum, the procedures shall include the following:

a. All conductors to be tested for open circuits, short circuits and grounds.

b. Point to point testing shall be completed to ensure wire routing, terminations and labeling are correct.

c. Simulate input and output signals to verify operation of control and monitoring circuits.

d. Controllers, circuits and interlocks shall be rung out and tested to assure that they function correctly before the panel is shipped. Each shall be tested and demonstrated to function properly. Discrete input signals shall be tested in both the "on" and "off" state.

e. Correct, replace, or repair panel wiring, and/or components until testing demonstrates proper operation. Do not ship panels to the site until testing has demonstrated successful operation of the panels.

f. Attention of the Contractor is directed to the fact that more than one factory test and/or review of the panel wiring/drawings may be required. If the first factory test is not satisfactory, or results in the need to make revisions to the panel and/or shop drawings that cannot be affected during the course of the factory test, then a repeat factory test and/or review of the drawings against the revised enclosures will be required.

The presence of the Government’s Representative is required at all factory tests/reviews.

The Contractor shall make every effort to ensure the product being tested will meet contract requirements to reduce the number of corrective iterations requiring the attendance of the Government’s Representative at additional factory testing.

3.3. Factory test report, submitted within 7 days of test completion

3.3.1. Submit original copies of data produced during the factory test, including results of each demonstration procedure within 7 days after completion of each test. Arrange the report so that commands, responses, and data acquired are correlated to allow logical interpretation of the data.

(End of Summary of Changes)

The following items are applicable to this modification:

CONTINUATION SHEET

1. This amendment (0001) provides for the following changes:

a. SOW paragraph 2 revised

b. SOW paragraph 8 added

2. This amendment also answers the following questions:

Q: There were 2 points of the RFQ that I wanted to bring to your attention.

1) There is a note in section 2 that requests UL 508A certification.

2) Section 3.2.1.C requests to simulate operation in the FAT.

We have one facility that can handle point 1) and another than can handle point 2). We cannot however handle both requirements from any one facility, so we will inherently have to take exception to one of them. Is this acceptable? If so, which requirement is more important, and which one should we take exception to?

A: The factory acceptance test is more important than the UL508A certification. See revised SOW paragraph 2.

3. Solicitation due date and time remain the same at 10 Sep 2018, by 2:00 PM Pacific Time.

4. Offerors must acknowledge receipt of this amendment by number and date on offer.
